ECONOMIC DEVELOPMENT
4.1. Economic Structure
4.1.1.Employment
In the absence of available data on employment in Angeles City, regional-level
data from the National Statistics Office (NSO) is used in the following discussion.
For 2013, the average Labor Force Participation Rate (LFPR) of Region III was
61.83%. It is negligibly higher than that of 2012, which was 61.63% or a 0.32%
improvement. The LFPR is the percent out of the total population which makes
up the labor force, which are those individuals that are aged 15 years and above
who are either employed or unemployed. This means that 61.83% of the total
population ages 15 years and above of Region III is the labor force. Out of the
LFPR, the employment rate for 2013 is 91.38%, a very slight improvement of
0.31% compared to 2012 which was 91.10%. Moreover, 13.05% of the employed
are underemployed for 2013, which is an improvement to that of 2012 which is
14.30%.
Underemployed is defined by NSO as employed persons who express the desire
to have additional hours of work in their present job or an additional job or to
have a new job with longer working hours. Visibly underemployed persons are
those who work for less than 40 hours during the reference period and want
additional hours of work. Meanwhile, the unemployment rate for 2013 is 8.63%
(an improvement from the previous year of 9.5%). This means that for every 100
persons, 8.6 individuals have no job/business but actively looking for work and/or
those who are looking for work because of their belief that no work was available
or because of temporary illness/disability, bad weather, pending job application
or waiting for job interview.

4.1.2.Consumer Price Index (CPI)


The Consumer Price Index (CPI) is an indicator of the changes in the average
retail prices of a fixed basket of goods and services commonly purchased by
households relative to a base year. It shows how much, on the average, prices of
goods and services have increased or decreased from a particular reference
period known as the base year. In this case, 2006 is the base year, since price is
the cost or amount of money for which something can be bought or sold, CPI
therefore compares the current cost of certain goods and services with their cost
at an earlier time.
In Pampanga, where Angeles City is located, the CPIs for the years 2011, 2012
and 2013 showed a steady rise, from 124.40, 132.90 and 138.50 respectively.
These means that a basket of commodities which can be purchased at
PhP100.00 by an average Filipino household in 2006 is now worth PhP124.40 in
2011, PhP132.90 in 2012 and PhP138.50 in 2013.
4.1.3.Inflation Rate
Inflation Rate is the rate of change or prices usually calculated on a monthly or
annual basis. No data for inflation rate in Angeles City is available, only at
provincial level. For 2011, 2012 and 2013, the corresponding inflation rates were
8.40, 6.80 and 4.20.
4.1.4.Poverty Threshold and Poverty Incidence
Poverty threshold as defined by the National Statistics Coordination Board
(NSCB) is the minimum income required to meet the basic food and non-food
requirements. For Region III, where Angeles City is located geographically, the
annual per capita poverty threshold was PhP20,071.00 in 2012. This means that,
for a person to meet his basic food and non-food requirements needs a minimum
of PhP20,071.00 annually or PhP1,672.58 monthly. Compared in 2006 and 2009,
the annual per capita poverty threshold of the region was PhP14,422 or
PhP1,201.83 a month and PhP18,188.00 or PhP1,515.67 a month respectively.
4.1.5.Poverty Incidence Among Families
Poverty incidence refers to the proportion of families (on population) with per
capita less than the per capita poverty threshold to the total number of families
(population). Based on the data from the NSCB, for the year 2012, the annual
poverty incidence among families in Region III was at 10.10% or 10.10% of the
total number of families had incomes lower than the established per capita
poverty threshold of the region. In 2006 and 2009, it was at 10.30% and 10.70%
respectively.

6. Investors continue to be convinced of the viability of Angeles City as a
location to operate their businesses. For 2013, the top businesses in the city
in terms of their number are (1) Retailer, (2) Services, (3) Food/Nocturnal,
closely followed by 4) Real Estate, then 5) Manufacturer and lastly (6) Farm.

8. These businesses, which proliferate in the city, give us a picture of a bustling
economy the city enjoys because Angelenos are known to possess an
entrepreneurial character. In 2012, Real Estate, Manufacturer and Services
classifications registered an increase in their numbers. Under Real Estate, a
notable increase of 8.17% was registered, from 1,089 in 2011 to 1,178 in
2012 and under Manufacturing, it registered a 6.06% improvement, from 165
in 2011 to 175 in 2012.

10. For 2013, the Food/Nocturnal had the most growth in terms of number, from
1,035 in 2012 to 1,138 in 2013 or 9.95% increase. This may be due to the
influx of people coming in and around the city to work, study, or do business.
Retailers also registered a rise in number, an increase of 4%, from 4,707 in
2012 to 4,895 in 2013.

59. It seems that Angeles City still has the potential for investment businessmen
can perceive and take advantage of. This explains the continuous increase in
number of new businesses opening up in the city. For 2011, there were 1,740
new business registrations recorded in the Business Permit and Licensing
Division (BPLD) of the city, 1,753 in 2012 and 1,817 in 2013.

96. The proliferation of new structures and even the advent of condominiums in
the city can be taken as the cause and effect of the flourishing economy of
the city. Many have chosen to establish their residences in the city due to
employment as well as business opportunities that abound in the city.

into nine (9) types, which are as follows: 1) Nature, 2) History and Culture, 3)
Industrial Tourism, 4) Sports and Recreational Facilities, 5) Shopping, 6)

Others. It is really fortunate that Angeles City has all of these. It may already
be a highly urbanized city (HUC), but still, it has natural attractions that can
draw tourists. The Sibol and Puning Hot Spring, all in Barangay Sapangbato,
are worth visiting, but with other types of tourist attractions, it has a galore of
them. All tourists, regardless of age and preference, will surely find
something of interest to them in the city.

Angeles City is known as a recreation center, especially for its night life

brought about by the decades-long presence of American military forces.


Today, Angeles City is not only limited to this kind or type of tourist
attractions. There are historical sites, sports and recreational facilities, resorts
and spas, malls, etc. which will surely keep tourists busy. The variety of
cuisines, both local and international, could very well induce visitors to
indulge in a gustatory trip. Actually there are travel operators in the city
which specialize in culinary tourism. Certainly the 390 restaurants in the city
will give visitors the wide range of options they could choose from. As for
accommodations, there are 106 hotels and motels in the city. See Table 4-7.

Banks in Angeles City

The number of banks present in an area can be used as a tool to gauge

or determine its business climate. For 2013, there are a total of 73 banks in
Angeles City. All kinds of banks have opened up their branches in the city,
from universal, commercial, rural, savings, thrift banks, all can be found

around the city catering to all the banking needs of the city population. Some
of them have even opened up as many as 9 branches. These banks offer their
services such as loans, e.g., car loan, housing loan, business/capital loans,
bank assurance, etc., accepts bills payments, money remittances, etc., and
new products like credit cards, etc. At present, there are 26 universal, 19
commercial, 10 savings, 15 rural, 2 thrift and 1 government bank in Angeles
City.

Cooperatives in Angeles City

6515. Most of the cooperatives in the city are credit or multi-purpose


cooperatives. They contribute much to the citys economy in terms of
financial services it extends to its members. For 2013, there are 38 registered
cooperatives in the city, with members totalling to 10,753. They comprise
mostly of multi-purpose cooperatives (MPC), wherein there are 24 and the
rest are either consumer cooperatives, credit cooperatives or a transport
cooperative. The Lifegiver Multi-Purpose Cooperative (MPC) is the biggest in
terms of the number of members, with 2,806 members, while the Angeles
City Science High School Concessionaire Cooperative has the least number of
members with only 20.

6517. The cooperatives also offer job opportunities. Aside from its regular
employees manning the operations of the cooperatives, some cooperatives
hire people for the services they offer like the Clark Multi-Purpose
Cooperative and the Mining Primary Multi-Purpose Cooperative which get
contracted for janitorial and/or maintenance jobs. Jointly, these two
cooperatives hire not less than 1,000 workers who receive more than the
minimum wage.

6743. The lending and financing business can be considered as a contributor to


the economy of Angeles City that continuous to grow and prosper. These
companies greatly contribute, together with other financial institutions, to the
boosting of the local economy. It can be said that they complement the
services offered by the formal banking system, because these companies
have lesser requirements, for their clients doing transactions with them.
Since these establishments are mostly locally-grown (traditional money
lenders which have legalized their operations), their system are usually
adapted to the ways of their target clientele.

increase in their number by 19.30% compared to 2012 where there were only
57 registered in the Business Permit and Licensing Division (BPLD).

earnings,

2013,

they

PhP176,760,845.42 while in 2012, it was PhP73,566,171.46 or an increase of


140%. Of these 68 companies, 37 or 54% exceeded the one million in gross
income and 31 companies or 46% had a gross income of less than one
million. The top grosser for 2013 had a gross income of PhP40,618,158.94,
representing a 22.98% market share and the least grosser had only
PhP100,000.00 gross income representing a 0.057% market share.

7129. Another thriving business in Angeles City is the pawnshop business, as


evidenced by their growing number in the city, both local and nationwide
chains. Some companies have even put up as many as 11 branches which
reflect the big demand for the services of such kind of business. They cater to
the different needs of the populace by offering different services such as
pawning, money transfer, remittances, etc. It is said, pawnshops have a
killing when the economy is at a low. Pawnshops are saviours or the last
resort of people who are in need of cash.

city, with total gross earnings of PhP141,861,582.91 and an employment 202
individuals. Of the 80 pawnshops, 35 pawnshops or 43.75% had a gross
income of more than one million and 45 pawnshops or 56.25% had a gross
income of less than one million. The top grosser had a gross income of
PhP17,350,208.64 or 12.23% market share and the least grosser had only
PhP50,000.00 gross income, representing a market share of 0.035%.

production

can

be

attributed

to

the

urbanization,

industrialization/commercialization and the rapid growth of the population of


the city.
7857. To counter this, the City Agriculture and Services Office introduced urban
farming. The practice of urban farming is a big contribution to food security
and food safety. It aims to increase the amount of food accessible to the
people living in the city and allowing fresh vegetables, fruits, and meat
products available to urban consumers. There are about sixteen (16)
areas/barangays in the city which are engaged in urban agriculture (Anunas,
Amsic, Capaya, Cuayan, Cutud, Cutcut, Margot, Mining, Pampang, Pulung
Cacutud, Pulung Maragul, Pulungbulu Sapalibutad, Sapangbato, Sto. Domingo
and Tabun) and involving twenty two (22) farmers or fisher folks/fishing
households and ninety six (96) minor agricultural income groups (farmerlaborers) in the local government unit.

7860. For 2012 and 2013, the top three (3) crops are: sugarcane, followed by
root crops (sweet potato, cassava, gabi) and rice (Table 4-14). A decrease of
18.93% in the volume of production (in mt.) of sugarcane is indicated in 2013
(2012-43,172 to 2013-35,000) while the root crops had an increase in number
of production at 10.47% (2012-5,522 to 2013-6,100). There was a 0.30%
minimal increase on irrigated and rain-fed rice (2012-1,007to 2013-1,010).
The rest of the agricultural area is devoted to vegetables (leafy, fruit, root,
legumes), corn and for mango (Table 4-17) production (orchard). The crop
production is supported by irrigation facilities with a total number of thirty
four (34) shallow tube wells (8 HP) to supply 102 has. of farm land.

8567. Through RA No. 9496 entitled An Act to Extend the Utilization Period of
the Agricultural Competitiveness Enhancement Fund (ACEF) and a
Memorandum of Agreement between the Department of Agriculture and the
Land Bank of the Philippines, the farmers are provided with loans/credit
facilities. The fund is

earmarked for irrigation, farm-to-market-roads, post-

harvest equipment and facilities, credit, research and development, other


marketing infrastructure, provision of marketing information, retaining,
extension services, and other forms of assistance and support to agriculture
sector. Mining Multi-Purpose Cooperative is one of the awardees of the ACEF
and the total loan extended to the said cooperative amounted to almost
P3,000,000.00.

8569. Special Project Assistance Available to Farmers
8570. To provide additional income to the farmers, the City Agriculture Office
conducts skills and livelihood training to fifty (50) farmer-beneficiaries. These
trainings include meat processing, native delicacies and candy making, fabric
conditioner and dishwashing liquid making, and flower arrangement among
others. Aside from livelihood training, the office also extends technical
assistance to farmers on how to plant corn and cassava. It also distributes
materials (garden tools, drums, potting plastic bags, etc.) and seeds
(vegetables, palay and open pollinated corn) to the farmers.

8594. The livestock farming is one of the most profitable businesses in


agriculture. The livestock production, i.e., cattle, hogs and other segment of
its subsector and the increase in the human consumption of beef and other
meats are still expected to grow as a result of the rapid increase of the
population in the locality. The local poultry production is also expected to
progress consistently.

8596. The City Veterinary Office implements its programs/projects/activities to
support the livestock and poultry industry since they are the breeding ground
for even greater opportunities. For 2013, there are fifty (50) number of
backyard farms for livestock (carabao, cattle, goat, sheep, hogs and horse).
The livestock industry produced a total of 5,788 heads and brings a total
amount of P48,278,000.00 value of production. Most of the farms are
piggeries with (19) farms which produced 3,824 heads and P1,9129,000.00
value of production while the sheep farms are the least at two (2) which
produced eighty six (86) heads and the smallest value of production

ducks mascovy known as bibi, ducks mallard known as itik, geese,
turkeys, quails and pigeons. The volume of production of the poultry farm is

biggest number at twenty-five (25) with 19,117 volume of production and

8754. The figures from the total income derived from livestock compared to
poultry business show that the income from livestock is 11.11% higher than
the income from obtained from the poultry. This means that there are greater
opportunities for this industry, since it continues to grow bigger and better.
8755. In support of this industry, there are also existing technologies offered by
the City Veterinary Office. The artificial insemination, embryo transfer and invitro fertilization technology cover both the carabao, cattle, and horse while
hogs are covered by the artificial insemination technology.

Backyard Fishpond

8758. For 2012 and 2013, the area utilized for backyard fishpond is only 3.26
has. There are twenty-two (22) fishermen, and out of 33 barangays, only
seven (7) barangays (Amsic, Anunas, Cutcut, Margot, Mining, Sapalibutad,
Sto. Domingo) are engaged in the business.

The total volume of tilapia

production was 16,300 kgs. at P124,120.00 total production cost. The top
producing barangay is Sto. Domingo (7,500 kgs.) and the smallest volume of
production is Brgy. Mining (500 Kgs.). The City Agriculture Office gives credit
to the top fish-producing barangay by providing it with an aqua tank with
aerator. This kind of facility provides better oxygenation to the fish so that the
fish remain fresh when brought to the market.

8806. In spite of being a highly urbanized and 1st class city, Angeles still has a
forest with an area of 2.5 has. located at Brgy. Sapangbato. The forest is a
good source of economic activity of the people (Indigenous Peoples-IPs and
even non-IPs) living in Sitio Target, a community adjacent to the forest area.
These residents have practiced eco-tourism, acting as tourist guides to earn a
living. Around 800 to 1000 tourists per year from different countries (Korea,
Germany, U.S.A., Australia, etc.) and even Filipino tourists come to visit the
place. They explore the area for their sports and recreational activities such
as four-wheel off-road driving and hiking to Mt. Pinatubo.

8808. The people around the area also earn about a minimum of P200.00P300.00/day by selling native product-souvenirs (accessories, bow and arrow,
flute, etc.), variety of fruits and vegetables, and even orchids to tourists.
