INTRODUCTION:
Traffic Mangement - is a term used to embody the
activities undertaken by a highway
agency

to

improve

roadway

transportation

system

safety,

efficiency and effectiveness of both providers and

consumers of transportation services.
Two Types of Traffic Management:

Advance - use traditional traffic engineering tools or simple devices to

regulate and control traffic.

Conventional - relies more on advanced technology through the use of
Intelligent Transport System (ITS) .

It is not uncommon to have a combination of conventional and advanced methods

applied to address traffic problems.
TRAFFIC REGULATIONS:

Must cover all aspect of the control both vehicle

Must be reasonable and effective.
Are dependent upon laws of the states and
local government, especially the ordinances of
cities.

Effective Traffic Regulation:

a. Regulations should be rational.
b. Regulations
should
be

developed

progressively.
c. Regulations alone often are not enough.
Three Elements of Road System:
a. Road/Environment
b. Vehicle
c. Driver/Human

and driver.

TRAFFIC CONTROL DEVICES:

Traffic Control Devices - means by which the road user is advised as to detailed
requirements or conditions affecting road use at specific places and times so that
proper action may by taken and accident or delay avoided.

Three functional groups of traffic control devices:

1. Regulatory Devices
2. Warning Devices
3. Guiding Devices
Four Elementary Requirement of Every Traffic Control Devices:
a.
b.
c.
d.

It should compel attention.

It should convey a simple clear meaning at glance.
It should allow adequate time for easy response.
It should command the respect of the road users for whom it is intended.

TRAFFIC SIGNS AND MARKINGS:

Traffic Signs

employed more frequently than any other devices to regulate, warn, or guide

traffic users.
necessary to give information as to routes, directions, destinations, etc. .
shall be installed only by a duly authorized public body or official.
normally of fixed/ permanent type.

Traffic Markings

normally consist of lines, patterns, words, symbol, reflectors, etc.

may be considered as specialized types of traffic signs in which the message is

in contrast with the color and brightness of the pavement or other background.

Classification of Traffic Signs:

1. Informative - Intended to guide users while they are travelling.
2. Regulatory - Intended to inform users of special obligations, restrictions, or
prohibitations with which they must comply.
3. Warning - Intended to warn users of a danger on the road and to inform them
of its nature.

Elements of Design
Shape
OCTAGON: Exclusively for stop signs
HORIZONTAL RECTANGLE: Generally for guide signs
TRIANGLE: Exclusively for yield signs
PENNANT: Advance warning of no passing zones
ROUND: Exclusively for regulating traffic

Color
YELLOW: Danger warning signs
WHITE: Prohibitory and restrictive signs
BLUE: Mandatory signs
RED: Stop (Mandatory Sign)
