1. Project Title:
Reconstruction of the Iruppiddy Salt Water Exclusion Scheme.
2. Background of the Project:
This is one of the SWE scheme in the island area with a length of 2.50km bund, situated at the sea
side of the Urathivu Kerathivu road starting from Soolanodai regulator to Iruppiddy regulator,
which covers the Urathivu, Kerathivu and Iruppiddy villages, under the administration of the
Velanai Divisional Secretariat. This earthen bund is almost eroded of its full length& has many
breaches. As there is no concrete structure on this bund, the rising sea water level during high tide
is entering freely into the land and at the same time the Urathivu Kerathivu road also gets
eroded by the sea waves. Further, during the rainy season, the utilizable water within the
cultivable land area is flowing out directly into the sea without any restriction. As a result, farmers
who are engaged in paddy cultivation for their livelihood are mostly affected without any return
for their toil. Due to the seawater intrusion salinity infiltrates into the ground water which leads to
wanting of drinking water.
3. Objective of the Project:
Objective of the Project is to restore the SWE scheme parameters to the original design profile
through rehabilitation to alleviate poverty of the beneficiaries and to ensure prevention flooding
and saltwater intrusion. In addition, the rehabilitation of the scheme will ensure SWE facilities to
the entire farmers of this scheme for increasing the cultivation extent which would enhance
economic development of the region.
4. Justification and Rationale :
Rehabilitation of this Scheme will be carried out to bring the scheme back to
the design for safe discharging of flood water preventing inundation and
seawater intrusion.

In specifically,
Saving the rain water to the optimum safe level in the inland & paddy land area.
Protecting the paddy cultivation from sea.
Giving relief to the farmers who are engaged in paddy cultivation.
Preventing the sea water intrusion into these peripheral areas.
Increasing the quality of the ground water.
5. Implementing Arrangement :
The Project would be implemented under the overall guidance of the Secretary, Ministry of
Agriculture & Agrarian Services, Animal Husbandry, Irrigation, Environment, Water Supply,
Food Supply and distributions and Co-operative Development of the Northern Provincial Council.
Infrastructure Development would be implemented by the Irrigation Department. District level
coordination would be facilitated by the District Secretary, Jaffna, while the project will be
monitored by the Chief Secretary through the PPCC held quarterly. Farmers Organization will
take active role and participate at all level of its implementation and take over the responsibility
for the Operation and maintenance of this asset with the collaboration of the Irrigation
Department.
6. Target Groups and Beneficiaries :
Specially, there is a no of beneficiaries from 420 families of the Urathivu, Kerathivu &
Iruppidddy villages under the GN division of J/22, J/32 & J/33 respectively. Most of them are
doing the paddy cultivation in this area for their livelihood and the rest doing fishing & as daily
wage servant.
7. Project Period:
06 months from the date of work awarding.

16. Maintenance and Sustainability


It is planned to ensure the proper maintenance of the scheme and its sustainability by following
means.
The beneficiaries will play a key role and participate in all activities from planning stage up to
completion and contribute by labour in the implementation as well. It will create the sense of
ownership of this scheme among the beneficiaries and lead to part of the responsibility of O&M
of the same.
The institutionalization, mobilization and empowering of the beneficiaries will contribute
towards O&M and sustainability of the asset created.
With the implementation of this proposal, a new journey will start in a new direction. It will be the
dawn of a new era, especially in the aspect of maintenance and sustainability. Attending to
regular maintenance work for the sustainability of the scheme by the Irrigation Department with
the funds provided by NPC.

17. Environmental Consequence


There is no damages to the environment as the water source is existing one and lands are already
developed condition. Really, it will have positive environmental consequence as the aquifers
would get recharged and water table will rise up
18. Monitoring and Progress Review Mechanism
The work programme will be prepared by the Divisional Irrigation Engineer, Jaffna who is
directly in-charge for the implementation of this project and approved by the Deputy Director of
Irrigation, Kilinochchi Range.
The approved work programme will be monitored as follows;

- Technical officer (TO) at site and report to Irrigation Engineer (IE) - daily,
- IE at office / site with TO, Contractors & Farmers representatives and report DDI - weekly,
-DDI at office with IE & other required persons, and report to Director Fortnightly
- Director at office with DDI other required persons, and report to Secretary monthly
- Secretary at office with Director and other required persons, and report to Chief Secretary
Quarterly,
- Chief Secretary at office, only if necessary.
