partsoftheN.W.T.andYukon.
Thedecisioncomesafterareportcommissionedbytheregulatorfoundthatpricesforfixedsatelliteservices(FSS)elsewhereinthecountryarewellbelowthetoppriceTelesatcan
chargeinternetserviceprovidersforFSSintheterritories.

Thereportalsofoundthatinternetspeedsinthosecommunitiesareslowerthanthoseavailableinfibrecommunities,andthatTelesatwilllikelyremainthe"dominantprovider"ofsatellite
servicesintheterritories"fortheforeseeablefuture."
"Inlightoftheabove,thecommissionherebyinitiatesaproceedingtoreviewthe[fixedsatelliteservice]priceceiling,"theCRTCannouncedlastweek.

Notgoodenough,saysonegroup
ButtheNunavutBroadbandDevelopmentCorporationsaysthataloweringofthepriceceiling,whileprovidingshorttermrelief,stillwon'tgofarenough.
"Loweringtheprice...isnotalongtermsolutiontotheNorth'stelecommunicationissues,"saysOanaSpinu,thecorporation'sexecutivedirector.
"Itwouldonlysupportlegacytechnologymeetinganarguablyoutdatedtarget."
TheoutdatedtargetSpinuisreferringtoisthenationwidetargetspeedestablishedin2011bytheCRTC:5megabitspersecond(Mbps
)fordownloadingand1Mbpsforuploading.
TheCRTCcommissionedreportfoundthatinternetspeedsinmostsatellitecommunitiesarebelowthattarget.
"HowrelevantisthattargetnowwhentheCanadianhouseholdaverageis29.7Mbpsdownload,accordingtotheOoklaNetIndex,orwhentheFCChassettheirdefinitionofbroadband
to25Mbps,orwhentheEUhasa30Mbpstargetfor100percentofEUcitizens?"saysSpinu.

Thisisn'tthefirsttimetheCRTChaslookedintowholesaleinternetserviceintheNorth.In2013theregulatororderedNorthwestelwhichownsmostofthefibreopticinfrastructure
usedtodeliverinternetintheN.W.T.andtheYukontolowerthewholesaleinternetpricesitchargescompetinginternetserviceproviderssuchasSSIMicro.
