Establishing Salary Ranges for Certain Management Positions

RECOMMENDATION(S):
Adopt a Resolution Authorizing the City Administrator to Establish Salary Ranges for
Certain Management Positions
BACKGROUND:
At the Budget adoption meeting in June, as part of the resolution of approval for FY
2015-16, I requested authorization to create a single salary range between $100,000
and $160,000 for certain directorship and some managerial positions. While Council did
approve the request, it was obvious that there was some discomfort with initiating this
new practice. Rather than proceed with implementation, I am proposing that Council
adopt a salary range for the positions which do not currently have ranges, replacing the
existing single salary benchmark.
I make this recommendation since several of these positions have not had a
performance evaluation in recent years and it is time to undertake these reviews. The
employees have at-will contracts with a salary listed within the document. The listed,
single benchmark salaries are approved by Council as part of the annual budget. Thus,
to make a salary adjustment after a performance review when there is no salary range, I
would need to bring each change forward to Council on an agenda for approval. This is
burdensome, time consuming and rather unorthodox in municipal practices.
Recently, when job descriptions have been altered, the salary has been reviewed and a
new range has been proposed correspondingly, if appropriate, with the adjustment.
Thus, at the current time, there are three positions without ranges. The proposed
resolution would establish ranges for the Director of Community Planning and Building,
the Director of Public Works, and the Public Safety Director. A revised range is also
recommended for the Police Commander.
I reviewed the salaries for these positions in ten cities---some smaller, some larger,
mostly coastal California. (Sausalito, Pismo Beach, San Luis Obispo, Carpenteria,
Scotts Valley, Monterey, Capitola, Half Moon Bay, Morro Bay, Pacific Grove.) The

proposed ranges reflect the information obtained from the review. The ranges have
been established at a 15% from low to high, the Citys standard. This does not mean
that following an evaluation the employee would be increased by said amount. The
ranges provide the opportunity for utilization over many years without the need for
Council adjustment. As examples, the current salaries, based upon the information
available to me, were set as of 1 July 2010.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA
AUTHORIZING THE CITY ADMINISTRATOR TO ESTABLISH SALARY RANGES
FOR CERTAIN MANAGEMENT POSITIONS
WHEREAS, certain managerial positions within the City of Carmel by the Sea have
singular salary benchmarks and are not within salary ranges; and
WHEREAS, the City Administrator desires to establish salary ranges for all employees;
and
WHEREAS, the existing salary ranges for some managerial positions are not supported
by comparative data from other agencies.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL BY THE SEA does hereby:
1) Establish a salary range of $154,752 to $181,245 for the position of Director of Public
Safety;
2) Establish a salary range of $147,996 to $184,995 for the position of Director of Public
Works;
3) Establish a salary range of $127,500 to $159,375 for the position of Director of
Community Planning and Building
4) Establish a salary range of $100,200 to $121,788 for the position of Police
Commander
