Consideration of a resolution authorizing: 1. An event on Saturday,


October 24, 2015 honoring the Centennial Anniversary of the Carmel-bythe-Sea Fire Department and 2: The closure of Mission Street between
Ocean and 6th Avenues, and 6th Avenue between Mission and San
Carlos Streets in conjunction with said event

RECOMMENDATION(S):
Adopt a resolution authorizing the event and the closure of streets in conjunction with said
event
EXECUTIVE SUMMARY:
July 1, 2015 marked the 100th year anniversary of the Carmel-by-the-Sea Fire Department.
City of Carmel-by-the-Sea Community Activities staff, together with the Carmel Police
Department, Monterey Fire Department, and the Monterey Firefighters Association, wish to
hold an event on Saturday, October 24, 2015 from noon to 3:00 p.m. to commemorate and
celebrate this important piece of the Citys history.
The event will take place inside the fire station, in Devendorf Park, on Mission Street between
Ocean and 6th Avenues, and on 6th Avenue between Mission and San Carlos Streets. The
event will require closure of the aforementioned streets from 8:00 a.m. to 5:30 p.m., which
requires authorization by the City Council.
ANALYSIS/DISCUSSION:
The purpose of the event is twofold: to honor the centennial anniversary of the Carmel-bythe-Sea Fire Department, and to recognize the firefighters who have served the City
throughout the departments 100-year history.
The event will begin at noon with a ceremony recognizing past firefighters, fire chiefs and fire
marshals. Historical uniforms, photographs, memorabilia, and equipment including old fire
hoses, a hose cart, the 1951 Police Department patrol car, and the 1923 LuVerne fire engine
will be on display in fire station bays and on 6th Avenue.
The Monterey Fire Department Safety Trailer, which teaches children how to identify and
what to do in case of a fire will also be set up on 6th Avenue. Other activities for children

will include a Kids' Firefighter Challenge I Obstacle Course in Devendorf Park and face
painting. Firefighter hats will be handed out to youth attending the event, and depending on
the fire season, Smokey the Bear may also be present to greet and speak with the kids.
The Fire Department intends to prepare and serve hot dogs, popcorn and water at the event.
The hot dogs will be cooked in the fire station kitchen and handed out in the park and on the
street.
Because a portion of Devendorf Park will be used for the event, staff is requesting permission
to close Mission Street between Ocean and 6th Avenues. The street closure will connect
Devendorf Park to the event, and provide a safe way for event attendees to cross to the park.
Staff is also requesting permission to close 6th Avenue in front of the Fire Station between
Mission and San Carlos Streets for the purpose of displaying historic equipment and setting
up the Monterey Fire Department Safety Trailer.
Setup for the event will begin at 8:00 a.m., the event will run from noon to 3:00 p.m., and
teardown will take place from 3:00 to 5:30p.m.
Should Council approve the event, staff will coordinate the rerouting of public buses during
the event with Monterey Salinas Transit {MST).

Funding Source: Funds for the event are


included in the FY 2015/16 Community
Activities Department budget.

RESOLUTION NO. 2015A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA
AUTHORIZING: 1.) AN EVENT ON SATURDAY, OCTOBER 24, 2015 HONORING
THE CENTENNIAL ANNIVERSARY OF THE CARMEL FIRE DEPARTMENT AND 2.)
THE CLOSURE OF MISSION STREET BETWEEN OCEAN AND 6TH AVENUES, AND
6TH AVENUE BETWEEN MISSION AND SAN CARLOS STREETS IN CONJUNCTION
WITH SAID EVENT

WHEREAS, July 1, 2015 marked the 100th year anniversary of the Carmel Fire
Department; and
WHEREAS, City staff, the Carmel Police Department, Monterey Fire Department,
and the Monterey Firefighters Association, wish to hold an event on Saturday, October
24, 2015 from noon to 3:00 p.m. to commemorate and celebrate this important piece of
the Citys history; and
WHEREAS, it is necessary to close certain streets from 8:00 a.m. to 5:30 p.m. for
the purposes of setting up and tearing down the event, connecting the event to
Devendorf Park, providing a safe way for event goers to cross the street, and displaying
equipment and memorabilia.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA DOES:
1. Authorize the event on Saturday, October 24, 2015 honoring the Centennial
Anniversary of the Carmel Fire Department
2. Authorize the closure of Mission Street between Ocean and 6th Avenues, and
6th Avenue between Mission and San Carlos Streets in conjunction with said
event
