SUMMARY
This amendment would:

This amendment would increase the


term limits effective as of the August
2023 Metropolitan Government
general election for the office of vice
mayor, district councilmember, and
councilrnember-at-large from two
consecutive four year terms to three
consecutive four year terms.

FULL LANGUAGE
Section 1.07 of Article 1 of the Charter of The Metropolitan Government
of Nashville and Davidson County
shall be amended by deleting subsection A. in its entirety and substituting
in lieu thereof the following new
subsection A.:
"No person elected and qualified to
the office of mayor shall be eligible
for the succeeding term in the same
office if such person has served two
consecutive four year terms in that
particular office. Prior to September 1, 2023, no person elected and
qualified to the office of vice mayor,
district councilman, or councilman-at-large shall be eligible for
the succeeding term in the same
office if such person has served two
consecutive four year terms in that
particular office. From and after the
metropolitan government elections to
be held in August of2023, no person
elected and qualified to the office of
vice mayor, district councilman, or
councilman-at-large shall be eligible
for the succeeding term in the same
office if such person has served three
consecutive four year terms in that
particular office. For purposes of this
section, the offices of district councilman and councilman-at-large, as
established pursuant to section 3.01
of this Charter, shall be considered
separate elected offices:'

Increase the number of terms that a

Beginning with the September 1,
2019 term, reduce the size of the
Metropolitan Council from forty (40)
to twenty-seven (27) members, reduce the number of Council districts
from thirty-five (35) to twenty-four
(24), and reduce the number of
councilmember-at-large seats in the
Council from five (5) to three (3).
Require the Planning Commission to
submit to the Metropolitan Council
district boundaries for the twenty-four (24) Council districts not later
than August 15,2017.
FULL LANGUAGE
I. Section 1.07 of Article 1 of the
Charter of The Metropolitan Government of Nashville and Davidson

II. Section 3.01 of Article 3 of the
Charter of The Metropolitan Government of Nashville and Davidson
County shall be amended by adding
the following provisions as the end
thereof:
"Beginning with the metropolitan
government general election to
be held in August 2019 for a term
commencing September 1, 2019, the
legislative authority of the metropolitan government of Nashville and Davidson County, except as otherwise
specifically provided in this Charter,
shall be vested in the metropolitan
county council, sometimes hereinafter called "Council", which shall have
a total membership of twenty-seven
(27), including three (3) councilmembers-at-large, and twenty-four
(24) district councilmembers. The
entire electorate of the metropolitan
government shall elect the three (3)
councilmembers-at-large and each
of the twenty-four (24) councilmanic
districts shall elect one ( 1) district
councilmember. There shall be
twenty-four (24) council districts in
the metropolitan government, which
are hereby created and established
as provided in Section 18.06 of this
charter.
Not later than August 15, 2017, the
planning commission shall submit a
proposed ordinance to the metropolitan council in the manner provided
in Section 18.06 of this charter,
identifying twenty-four (24) council district. The district boundaries
provided in such ordinance shall be
drawn using the 2010 U.S. Census
Bureau data in a manner to prevent
substantial underrepresentation in a
particular area or areas in compliance
with applicable federal law:'

FULL LANGUAGE
This amendment would provide that:
The Division of Purchases, when
expending funds of the Metropolitan
Government in the amount of one
hundred thousand dollars ($100,000)
or more on a public real property
improvement project, shall require
that Davidson County residents perform forty percent (40%) of the total
construction work hours worked by
construction craft workers on each
project.
The Division of Purchases shall require on each such project that a significant effort be made to ensure that
no less than ten percent (10%) of the
total construction worker hours are
performed by low income residents of
Davidson County.
The number of hours performed by
non-residents of Tennessee shall be
excluded in determining the total
construction worker hours for each
project.
A procedure for reporting total
construction worker hours and a
penalty for failure to comply with this
requirement may be provided by
ordinance or the Division of
Purchases.

WHY VOTE EARLY?

The Charter of the Metropolitan Government of Nashville and Davidson


County, Tennessee, is amended by
adding a new paragraph at Section
9.109-Function of division of purchases, as follows:
"In order that local taxpayers are
protected and local Davidson County
residents have opportunity to work
on taxpayer-funded projects, the division of purchases, when expending
funds or other resources of the metropolitan government in the amount
of One Hundred Thousand Dollars
($100,000.00) or more on a project
for the building, altering, repairing,
improving or demolishing any public
structure or building or other public
improvements of any kind to any
public real property, but excluding
professional services, shall require
that one (1) or more residents of
Davidson County perform Forty Percent (40%) of the Total Construction
Work Hours worked by construction
craft workers on each project whether
workers are employed by a contractor or any subcontractor, and shall
require that a significant effort be
made to ensure that no less than Ten
Percent (10%) of the Total Construction Worker Hours are performed
by low income residents of Davidson
County. In determining the Total
Construction Worker Hours for
each project, there shall be included
the number of hours worked on all
customary construction activities, but
shall exclude the number of hours
of work on the project performed
by workers who are not residents of
Tennessee. A procedure for reporting
Total Construction Worker Hours
and a penalty for failure to comply
with this requirement may be provided by ordinance or by the division of
purchases consistent with ordinances,
and all reports will be made available
to the public:'

DEVICE POLICY
A voter is permitted to use
mobile electronic or communication devices in polling locations to
assist that voter in making election
decisions. While in the polling
location, these devices must be
silenced.
Any voter using a mobile
electronic or communication
device is prohibited from using the
device for telephone conversations,
recording or taking photographs
or videos.
All voters, including voters using
mobile electronic or
communication devices, must
follow the Tennessee Election law
regarding the prohibition of
campaign activities while inside
the 100 foot boundary.
