I.
PROJECT NAME
This scheme shall be called BFP OPLAN IWAS SUNOG NGAYONG TAGINIT which shall integrate plans and programs of the Bureau of Fire Protection (BFP) in
inculcating public fire safety awareness this Summer Season. This scheme will ensure
continued fire safety services to the community of the agency at any given time, at any
given place and at any given circumstances.
II.
SITUATION
The Philippines is located near the equator, that being the case, it means the
Philippines is a tropical country. The word, tropical reminds us of beaches, tourist spots
and vacation places. Just name it and the country has it all.
There are only two seasons in the Philippines, the rainy and the dry season.
The rainy season usually starts from June and ends at October, the rest is the dry
season. During summer in the Philippines, local and international tourist flocked the
beaches and other recreational sanctuaries. It is also during this time that the students
paused for a while on their classroom sorties making them visible on different
amusement places like parks, club rooms, skating rinks, gymnasiums, internet cafe, etc.
making those places prone to untoward incidents if not given due attention.
Because also of the high temperature, household owners tend to overuse
electrical equipment like electrical fan, air-condition and other cooling devices which
when mishandled would result to a tragic fire incident, injuries and even deaths.
To prevent such from happening, the BFP launches this OPLAN IWAS
SUNOG NGAYONG TAG-INIT which shall be implemented nationwide throughout the
summer season. The period of yearly implementation shall start every 1 st day of April
until the last day of May.
III.
EXECUTION:

The Director for Fire Safety and Prevention (DFSP) shall
monitor the fire safety and prevention aspect of the OPLAN, while the Director for
Operations shall monitor its operational side to ensure that this endeavor is properly
carried-out:

The Regional Director shall initiate the full implementation of
this OPLAN in their respective Area of Responsibility (AOR) with strict adherence to the
guidelines enumerated hereof; and
4.
In coordination with other government agencies and/or
offices, local BFP station shall conduct actual fire safety inspection to different places of
assembly to determine fire safety compliance and initiate information dissemination
within their area of jurisdiction.
IV.
TASKINGS:
A. NATIONAL HEADQUARTERS
1. DIRECTORATE FOR OPERATIONS
1.1 Direct, supervise and monitor all EMS activities and
responses during the duration of the OPLAN;
1.2 Direct all personnel under heightened alert status for
immediate deployment in any eventualities or emergencies;
1.3 Coordinate with other government agencies like Department
of Health (DOH), National Disaster Risk Reduction Management Council
(NDRRMC), Philippine National Police (PNP) and other government
agencies in the implementation of this OPLAN:
1.4 Assist EMS units BFP wide in the planning and/or
implementing this OPLAN; and
1.5 Conduct readiness inspection to all local BFP stations to
ensure preparedness of personnel and firefighting and emergency equipment
for any eventualities.
2. DIRECTORATE FOR FIRE SAFETY AND PREVENTION

FIREMAN VISIBILITY- the City/Municipal Fire
Marshal shall deploy standby firefighters to public assembly places, or to
other places where people congregate, due to the number of occupant or the
nature of the activity, which will perform the following such as, but not limited
to:
2.1
They must be in proper uniform and remain on duty
during the time such places are open to the public or where the activity is
being conducted;
2.2
They shall inspect the required fire safety equipment
before each activity/performance of prior to the entry of the spectators, to
ensure that such are in proper places and in good working condition;
2.3
They shall keep diligent watch for fires during the time
such place is open to the public or such activity is being conducted; and
2.4
They shall take prompt measures for the
extinguishment of fire that may occur and provide emergency medical
services/assistance to the people.

UGNAYAN SA BARANGAY PROGRAM- BFP
personnel of local BFP stations shall intensify their Ugnayansa Barangay
program within their AOR. Their main objectives are to inform, educate and
remind the community of the preventive measures to be undertaken during
emergencies and eventualities.
4.
DEPLOYMENT OF FIRETRUCKS IN STRATEGIC
AREAS- Firetrucks shall be systematically deployed/positioned to those
identified places which are susceptible and/or vulnerable to fire so that the
response time will be lessened.
5.
INTENSIFICATION OF FIRE SAFETY INSPECTIONSeries of inspection shall be conducted to places where people gathered
together for different purposes (water, parks, resorts, and other similar
facilities) to ensure that fire safety requirements are properly complied with.
Ensure that the provisions of the Fire Code as stipulated in Division 8, Places
of Assembly, Rule 10 of the Implementing Rules and Regulations (IRR) of
R.A. 9514 are properly implemented and observed. For hotels and other
residential facilities located in resorts provisions of Division 12 of IRR shall be
strictly implemented.
6.
HOUSE TO HOUSE INFORMATION CAMPAIGN- All
field personnel are directed to continue the conduct of house to house
information campaign especially to informal settlement areas where fife
occurrence are more likely to happen, which shall dwell but not limited to the
following information drive:

EFFECTIVITY:
This OPLAN shall be in effect, immediately upon approval.
