By Jessica Howard

Theres a teddy bear in Ballan with a serious case of

hay fever.
Located across the road from Crossroads Trading,
Lloyd is the four-meter high teddy bear made from
hay bales and hes here to promote the upcoming
Literacy Trail.
Co-owner of Crossroads Trading, Lloyd Robertson
and employee Marc Bevern donated their time and
materials to the giant bear, with additional help from

Ballan Hardware and Ballan Plumbing.

Its made up of five round bales and six small square
bales - the whole thing took around two and a half
hours to make, Mr Robertson said.
The annual Literacy Trail is an initiative of Moorabool
Shire Councils Best Start program and is sponsored
by a number of local businesses, health and welfare
organisations, emergency services and community
groups.
In its 9th year, the award-winning street event
attracts hundreds of children, teachers, parents

PTV Forum
strong response
from commuters

By Steven Barnes
(Work Exp. 2nd year
Monash Universaity)

Thieves steal
machinery
Police are investigating
the theft of a bobcat after it
was stolen from a Bacchus
Marsh construction site last
weekend.
It is believed the offenders gained entry to the site
on Griffith Street sometime
between 4.30pm on Friday 7
August and 12.00pm Saturday 8 August.
Police said in a media re-

lease the 2011 257 Bobcat

was stolen along with a mud
bucket, trench bucket, laser
levels and other tools.
Its believed the offenders
then drove the bobcat along
the railway line towards Balliang before loading it onto a
trailer.
The bobcat is valued at
$63,000.

Police from the Ballarat Divisional Response Unit are

investigating the theft and
believe the equipment may
have travelled through the
Geelong area.
Anyone with information
is urged to contact Crime
Stoppers on 1800 333 000 or
make a confidential report

Tax Time

A Public Transport Victoria

Forum held last week in Bacchus Marsh has local commuters disappointed with
the current service and left
them with mixed results.
The public forum heard the
main issues of concern were
frustrations with the service,
overcrowding, wait times
and timetabling scheduling.
Janelle Sheen the organizer of a petition to help
change the current state of
services in the area believed
the meeting was a success
in many areas, although
warned large changes such
as new carriages may take
time.
Good representation was
successful because people of
Bacchus Marsh were heard.
It was also successful at getting information as to whats
happening, although it will
be at least 12 months before
we see anything really happen, she said.
The feedback from the event

will now be collated into

key points of what needs to
change with the service with
some immediate changes expected in the coming weeks.
One such proposed change
is peak hour timetabling
with Ms Sheen pushing for
bus services between Melbourne, Sunshine and Bacchus Marsh
If we get those coaches
rolling it will reduce the
time gap during peak hours
and overcrowding because
the people are using the
coaches.
There were also renewed
calls for transparency with
many residents feeling angered by the lack of informa-

tion and progress from the

service.
Ms Sheen said the recent
changes to the train timetable brought about the
strong response from many
residents with changes not
necessarily making the state
of the transport in the area
better.
Theres a lot of changes that
are a part of life and we have
to roll with them, change is a
natural thing, the important
thing is though distinguishing changes that are a part
of growth and changes that
are holding us back, these
changes to timetabling are
holding us back.

Council Petition
Council received a petition at the August 5 meeting
containing 375 electronic signatures addressed to V/Line
Customer Relations, from residents of Bacchus Marsh
and the surrounding district, objecting to the recent
changes in the peak train service to Bacchus Marsh, and
a request to re-establish the train timetable to where it
was prior to the timetable change on 21 June 2015.
The recommendation said a report be prepared by
officers for Councils consideration prior to forwarding
onto V/Line.

Mayor calls for cuts

again, she said.

Nick and Vickis contribution to the Japanese breed of
cattle was also recognised
in May this year when they
were awarded Life membership of the Australian
Wagyu Association.
Established in 1991, Sher
Wagyu is on the menu of
many leading restaurants
throughout Australia and
is exported to 14 different
countries including Japan,
USA, Singapore, China, Taiwan, Malaysia and Hong
Kong.

Ballan farmers Nick and

Vicki Sher have continued
to show off their brilliance
in beef at the 2015 Australian
Produce Awards.
The local beef producers
and owners of Sher Wagyu
were awarded a gold medal
in the From the Paddock
category at an award ceremony held on July 27.
The Shers have been finalists in the prestigious awards
for the past seven years, with
2015 marking the fourth year

in which they have taken out

the gold medal award.
Held at the Sydney Opera
House, the award ceremony
saw a high calibre of chefs
and artisan producers from
around Australia.
Sher Wagyu was the only
beef producer to receive a
medal at the awards, which
Mrs Sher said they were
very proud of.
Our team works very hard
to produce an excellent quality wagyu beef and we are
very proud to be a medallist

There should be a Member

for Moorabool, according
to Moorabool Shire Council
Mayor Paul Tatchell.
Making the comment in
conversation with ABC Radio presenter Dominic Brine,
Cr. Tatchell questioned the
relevance of other government tiers such as the Senate.
I think relative to where
we sit today, people are over
government, we have way
too much of it, and I think
local governments really
become departmentalised to
the point where.. We arent
making decisions anymore,
its just being legislated into
a box, Mayor Tatchell said.
When Mr Brine asked if losing or merging local government would reduce some of
Moorabools identity, power
and effectiveness as a community, Cr. Tatchell suggested re-aligning shire boundaries to electoral boundaries.
If the state and federal
members were aligned to
shires, and actually had to
put up their hand for the
shire first and their party
second, I think you would

still have that representation

locally anyway.
Cr. Tatchell explained that
he would put those elected
members into the Senate and
remove the existing Senate
eliminating the Westminster system that he says is
outdated, and reducing the
number of members overall.
I think its about time we
grew up, if you look at how
many members we have
today, they are all over the
place, they all have advisors,
they all have office buildings
full of bureaucrats making
the decisions and their role
is to sell for their party and
you have to wonder how
many decisions they really
make as they just get briefing notes, so I think it is
about time we went back to
building from the groundup rather than from the
top-down.
Mr Brine questioned removing the Senate in favour
of local representatives, saying that Member for Ballarat
Catherine King serves as a
representative for the area,
so a Member for Moorabool
is not needed.
If you look at Moorabool

it is a classic case, we have

three state reps and one only
has 200 people and then we
have our federal reps, well
they tend to work more city
orientated, so in the mix we
probably get left at the back
end of it. Just look at it in
pure economic terms - for
every tax dollar that regions
produce in terms of what we
put in to the state and federal
government, regional areas
get three cents back, yet we
have 25 per cent of the people, Cr. Tatchell concluded.
Member for Melton Don
Nardella disagreed.
Being strong advocates
for all our communities are
what I and my colleagues
do both at Spring St and
Canberra and tinkering the
Westminster democratic system of one vote, one value to
essentially become Councillor Parliamentary representatives is not the way to go,
Mr Nardella said.
I urge Council to keep on
advocating for our communities with their local
representatives so we maintain our strong voice at all
levels.

Mr Ireland also pointed out
that a similar CFA centre at

A Ballan firefighter has spoken at the Parliamentary Inquiry into the CFAs Fiskville

Ian Ireland, Third Lieutenant of the Ballan Fire Brigade, addressed the Inquiry
on behalf of the brigade at
the latest public hearing into
historic work practices and
management of Fiskville
that saw the college closed
by the state government in
March following the detection of high levels of chemicals PFOS at the site.
The Inquiry is also charged
with investigating whether
Fiskville can be rehabilitated
and re-opened, or whether a

Mr Ireland had made a submission to the Inquiry and at
the hearing faced questions
by the Inquiry committees
members but said he felt
that their minds were already made up.
Its obvious from the questions and the attitude of

Mr Ireland said he pointed

out to the Inquiry that no
scientific information on

therefore
the
grounds of making the decision to close Fiskville are
questionable at the least.
The CFA currently are

consider the decommissioning more important than our

Drivers to face double the trouble

By Jessica Howard
Drivers found with a cocktail of alcohol and drugs in
their system will now be
faced with harsher penalties.
The Victorian Government is cracking down on
dangerous drivers who mix
alcohol above the legal limit
with illicit drugs and then
get behind the wheel, with
penalties of up to $40,000
and a two-year license
cancellation.
Whist motorists with drugs
and alcohol in their system had previously been
charged with either drink
driving or drug driving, the
tough new laws have created
a separate offence for drinkdrug driving.
The new laws, which came
into effect on August 1, are
an Australian first and will
see first time offenders face
court fines up to $4,500 and a
minimum 12-month license

cancellation.
Victoria Police will also
have the power to immediately suspend driver licenses and learner permits,
and will be able to impound
the vehicles of first time offenders who record a blood
alcohol concentration of 0.10
or higher.
For repeat offenders, the
maximum fines will range
between $13,650 and $40,959,
depending on blood alcohol
level and previous offences,
and a minimum two-year
license cancellation will also
occur.
If relicensed, alcohol interlock devices and driver education programs will also be
mandatory.
Road Policing Commands
Inspector, Martin Boorman
said Victoria Police had
zero tolerance for those who
drive after consuming alcohol and illicit drugs.
Drivers who have both

alcohol and drugs in their

system are at least 23 times
more likely to be involved in
a fatal crash, compared with
drivers who are drug and
alcohol free, he said.
The penalties for the new
combined offences reflect
the potentially lethal consequences of driving after taking a cocktail of alcohol and
illicit drugs.
VicRoads Regional Director, Ewen Nevett reiterated
Inspector Boormans comments, stating that VicRoads
supported the new Government led offences.
We hope these new harsher penalties will encourage
people to think twice and
help Victoria Police make
our roads safer, he said.
The state government has
set aside $15 million in the
budget for ten new drug and
booze buses, allowing police
to test 100,000 people a year
for drugs.

Arrrrr, she is ship shape!

By Jessica Howard

Its ships ahoy at Myrniong

Primary School.
The playground pirate ship
is finally complete and a
competition is being held to
find a name.
Built by Myrniong carpenter and father of three Scott
Fisher, the ship was funded
by a $3,000 Moorabool Shire
Council grant and fundraising activities such as Christmas in July.
Mr Fisher said the school
came to him with a rough

design of the ship and it all

started from there.
Its been in the pipeline
for about 12-months with
design work, organising the
budget and then actually
getting everything geared
up for it, he said.
I have been working on
it every Saturday and also
doing a little bit during the
week when I had the chance.
It was a big project and will
be an asset to the community, the kids seem really
happy with it and as long
as they are happy then I am

too.
The competition to find the
best name for the pirate ship
is now on, with entries due
by Friday, August 7.
Arrangements are also being made for families wishing to have their names
engraved on the ship and
a date for the official opening, which will include a
pirate dress-up day, is still
to be confirmed. For more
information contact Myrniong Primary School on 5368

United to tackle drugs

By Kate Taylor
Training frontline staff and
establishing a new website
are initiatives already coming from a Bacchus Marshbased Drug Action Group.
The group is driven by
Leading Senior Constable
James Ross, along with David Grace from Djerriwarrh
Health Services, Danny Colgan from Moorabool Shire
Council and two local businesses Wilsons Hardware
and Shane Cook Homes.
The Moorabool News also
holds a seat at the table,
along with representatives
from secondary schools,
church and VicPol leaders
and councillors, committing to promote the group
and drug information sessions being held in Bacchus
Marsh.
Snr Constable Ross explained that the group is still
very much in its early days.
Its going to be a great thing
for the community, and with
the calibre of the people we
have around that table its
absolutely fantastic - they
are committed people, and
come from all corners of our
community and they are all
genuine in their purpose of
wanting to be involved with
the Drug Action Group, he
said.
The group is already looking at an innovative infor-

mation campaign training
frontline staff in local businesses to be drug-aware.
Shane Cook Homes and
Wilsons Hardware have
come on board, and were
looking at training frontline
staff to deal with a drug affected person but its still in
its very, very early stages.
The benefit to that is by
getting access to these workplace meetings, and training
up people in the business in
drug awareness and information pertaining to drugs,
it results in better trained
staff, but also those people
can go out and talk about it,
and go home to their families and talk about it and

Djerriwarrh Health Services

While the work of David Grace from Djerriwarrh Health
Services was commended by Snr Constable Ross, Interim Chief Executive Andrew Freeman commented on
the organisations involvement.
Djerriwarrh Health Services is very conscious of the
impact that alcohol and drugs has on the health and
well-being of the Community, Mr Freeman said.
We welcome the opportunity to participate on the
Moorabool Drug Action Group and work side-by-side
with other organisations and people to reduce the harms
associated with alcohol and drug use.
Mr Freeman said that Djerriwarrh Health Services provides an alcohol and drug counselling service in Moorabool and Melton as well as an alcohol and drug hospital
based detoxification service
Residents in Moorabool can access counselling services by contacting the Grampians centralised intake on

Court in action

By Jessica Howard

A fitness enthusiast caught

with numerous vials of antiestrogens had no intention
of trafficking the substance,
a court heard on Friday.
The 28-year-old, whose
name cannot be revealed,
was also found in possession
of three rifles and various
rounds of ammunition after
a police search on his Darley
home in January.
Bacchus Marsh Magistrate
Court heard the man had
purchased the substance
in bulk, as it was cheaper
to do so through an online
website.
Anti-estrogens act to decrease the amount of estro-

gen in the body, causing the

natural testosterone levels in
men to increase.
The offenders solicitor detailed his clients remorse,
stating that prior to purchasing the substance he had
researched whether it was
banned in Australia, which
it wasnt, however wasnt
aware that he would need a
license to do so.
According to the solicitor,
the defendant did however
hold a current firearm license, stating the reason the
rifles and ammunition were
evident in his home was so
he could clean them in the
future.
What the offences come
down to is forgetfulness and

thats a great start, to have

people talking about it.
And if they start to talk
about it, they talk to young
people about it and theres
your early intervention right
there, and hopefully itll be
a rippling effect, when you
train layers of the community in drug addiction.
The Group will also act as
a go-to body for other community groups and organisations to gain information
from before starting their
own initiatives, while twiceannual drug information
nights are set to continue.
We want to continue the
public forums, the committee is looking into filling

some gaps that have been

identified from feedback following the sessions weve
had so far, and were going
to make each session different so people take something new away from each
one they come to.
Its also early days for the
development of an education
model which will incorporate a website, which schools
and the general community
will be able to click into.
People will be able to go
in and gain the information
and knowledge they are
seeking on drugs.
The website may also include a type of short-course
on drug information and
awareness, which once people complete they can print
out a certificate something the group is hoping
all local employers would
look for when taking job
applications.
As Snr Constable Ross
points out, there is no silver
bullet for drug addiction
but the group continues to
push forward with ideas,
initiatives, and information.
Were not going to fix drug
addiction, thats for sure.
Its about awareness, and
getting people talking about
it - thats step one, and thats
the biggest step. Im pleased
with how it has gone so far,
and Im pleased about where
I think it can go.

Head health honcho dismisses debt rumours

Amid rumours of the

failing health of Ballan
District Health and Care,
CEO Wayne Weaire says
the organisation has a fine
prognosis.
Mr Weaire dismissed rumours that BDHC is in debt,
saying that its financial position is very strong but he
admitted to big spending.
Weve certainly spent
some big money over the
past few months improving
and adding services and getting things in place to move
forward; in every business
cycle normally its about
every seven years or so
youll spend money on the
business in order to move
the business forward, Mr
Weaire said.
While he has been meeting
with politicians in Canberra
to seek funding, locally, controversy peaked with the
recent announcement that
BDHC will introduce a $23
fee for some patients, with
an upcoming community
meeting set to discuss the
issue.
Mr Weaire said that doctors at the GP Superclinic
are contractors, with BDHC
managing the practice; doctors receive $60 for a standard consultation, with a
$37.05 Medicare rebate paid
Really good highly trained

doctors are going to places

where theres a co-payment
- not that they wont work
here, they love working
here, Mr Weaire said.
But I cant attract new
doctors to Ballan unless I
offer them a co-payment
arrangement.
He said that the money
from the co-payment will be
used in part to employ two
new registrars.
From January next year
they will be in the GP training program, they will help
us to supplement our afterhours and on-call services.
They are doctors who have
done their qualifications and
internships and are now in
their third and fourth years
of their specialty areas
They require some direct
and indirect supervision by
senior practitioners.
Mr Weaire responded to
concerns about staff cuts.
Weve increased staff from
80 to 160 staff over the past
two-and-a-half years Ive
doubled the number of registered nurses, doubled the
number of catering, cleaning
and maintenance staff.
However Mr Weaire conceded that welfare services
had been cut, saying that
it was due to a reduction in
government funding but
there are more potential job
losses to come.
He explained that cur-

rently,
the
government
pays the hospital to provide
home-care packages but
that changes to the system
will soon mean that the
money will be paid directly
to the people requiring the
home-care.
Its currently worth $600,000
per year to BDHC and the
changes will take effect in
2017.

Weve got to change all

our systems now to respond
to that because if were
not the provider of preference for people we will lose
employment.
I dont have any control
over that, its government
changing the funding.
Changing the pathology
services provider at the hospital from Dorevitch Pathol-

Hospital dumps local business

The introduction of an in-house pharmacist at BDHC
has also stirred controversy within the town, with many
believing that the local UFS, a not-for-profit, should be
supported.
Mr Weaire said that the community has demanded that
the doctors is open until 8pm at night but that the local
UFS would not open up late also.
Weve managed to do that, but the pharmacy wouldnt go
with us, Mr Weaire said.
People would go to the doctor late and have to go to the
pharmacy in Ballarat.
However UFS CEO Lynne McLennan refuted the claim.
Its disappointing the way BDHC has gone about this
relationship, Ms McLennan said.
She said that a trial of longer opening hours had shown
almost no difference in patronage, and that two staff
positions in Ballan were lost as a result of the in-house
pharmacist being introduced.
Mr Weaire said that the in-house pharmacist is able to
dispense 80 per cent of the drugs needed to get people
through until they can go to the pharmacy in the morning
however did not confirm whether the in-house pharmacist
is available after-hours.
Using an in-house pharmacist also means that the drugs
are available at a much cheaper price according to Mr
Weaire.
For people getting discharged the in-house pharmacist
can sit down and talk with them about their drugs.

also caused controversy.
Mr Weaire said that 12
months ago the tender for
the service came up, that
four organisations tendered
for the contract and that
there were significant differences in the amounts.

A spokesperson for Dorevitch Pathology said that not

just the price differences of
tenders need to be looked at
but also the level of service
provision, adding that the
new Dorevitch centre that
has now opened opposite
the hospital is doing well.

Co-Payment Controversy
Facebook Feedback

A community meeting where questions will be

answered by the CEO and some board members
will be held on Wednesday August 26 at 5.30pm at
the Ballan Mechanics Institute Hall.
Sounds like a sneaky decision done behind closed
doors with little consultation with the community,
that dont forget donated so much to get this off the
ground just to be shafted... sounds like greed to me
rather than a sound decision. (Stephen)
I only found this information out 2 days ago. This
meeting is poorly timed as most of the community
will not be able to attend. And ALL the board
members SHOULD be there (not just SOME) !!!!!!!!
Grrrrrrr. (Jo)
Unfortunately the decision has already been made
and no amount of questions will change that.
(Kathleen)
The community consultation is poor. It seems they
have only heard some voices not all. Many people
have donated because it was based on accessible
and free services for everyone. Seems like the
decision is made and the rest is purely propaganda
to make us believe it is a good thing to make health
care unaffordable. (Sally)

SAVE OUR STREETS

Now is the time to say NO to an application by

Bunnings to rezone land in Clifton Park Estate
from residential to commercial.
Councillors will make the nal decision which
includes the option to abandon the amendment
after considering submissions from residents.

SOS
If approved, the proposed amendment could
Add to already gridlocked trafc congestion
Result in B-doubles using Clifton Drive to access Bunnings
Destroy character and amenity of existing residential estate
Create an eyesore at the entrance to Bacchus Marsh
Be a threat to existing local businesses
Undermine the principle of zoning to create assurances of
future land use
Be contrary to Moorabool Shire Council planning, policy and
strategic objectives including
reserving residential land to prevent pressures on valuable
agricultural land
directing commercial activity to the central business area of
Bacchus Marsh.
If abandoned, the decision cannot be challenged at VCAT,
unless there has been an error in the process.
Submissions close on 18th September 2015.
For information about Bunnings application go to
http://dtpli.vic.gov.au/planning/publicinspection and for
community updates go to http://www.sosbacchusmarsh.info
All documentation can be viewed at Lerderderg Library, and Ballan
and Bacchus Marsh Council ofces. Council staff are also available
at the Lerderderg library to answer questions on Amendment C71
on 24 August, 1-5pm and 11 September 9-1pm.

Not passing on the Southpaw to box on

buck has weeds
out of control
By Jessica Howard

By Kate Taylor

The state government has

not even provided Moorabool with enough money
to buy a ute and equipment
for roadside weed spraying, and now the problem is
out of control according to
Woodlands Ward Councillor Pat Toohey.
He said the amount allocated towards roadside weed
control for local councils
in the recent state budget $5.2m over two years - is less
than adequate for the job.
Get serious about it and
put up a decent amount of
funding. $50 million over
two years, not $5 million,
Cr Toohey said.
When you analyse it and
bring it down to what it actually means, about $32,000 is
what Moorabools share will
be - which is a poor investment of public money split
up into smaller lots.
Theyre saying Heres
a few dollars, you go and
do the job, well $32,000
wouldnt buy the equipment if you wanted to set
up a utility and a couple of

workers and the appropriate

spraying equipment - to do it
properly you would require
$150,000 to $200,000 per year
to do it properly, and theyre
giving us 15 per cent of what
is required to do the job
properly.
Cr Toohey explained the
issue has been an ongoing one, ever since the state
government handed the
responsibility of roadside
weed control over from the
fully-funded program by
the previous Department of
Sustainability and Environment, to local councils.
This is an area the state
government have turned
their back on and neglected
their responsibility, and in
those years since this has
happened, weeds have got
out of control - particularly
in fertile and populated
places like Moorabool where
weeds like blackberries that
are introduced have got out
of control, and now the job
is enormous to get it under
control.
Many of the weeds are not
only habitat for vermin but
theyre also a significant fire

risk - gorse and blackberries

are a serious fire risk, and a
serious inhibitor to agriculture and to prime production, and a habitat for foxes
and rabbits.
Its a bit rich for the state
government to go. after a
decade of neglect, heres a
few bob, you go and do the
job. Theyve made a mess of
it.
He explained how the problem could be fixed if the
state government is willing.
Fund local government
properly, or step up and do
the job like they should have
been continuing to do themselves. Reinstigate a statewide weed control and management department under
the Minister for Agriculture.
Really get in there and do
the job properly before it becomes totally out of control.
Roadside weed control is
one of the areas that will
come under the scrutiny
of a parliamentary inquiry
announced recently, which
will see a joint parliamentary committee investigate
a range of matters relating to
local government funding.

The 17-year-old light heavyweight boxing champion

Police are seeking witnesses

to a fatal crash last Friday.
A motorcyclist was located
deceased by a passing motorist at the intersection of
Long Forest and Diggers
Rest-Coimadai roads about
12.30pm.
It appears the male rider
had struck a tree and died at
the scene.
Police are still determining
when exactly the crash occurred and the identity of
the rider, believed to be a 24
year old male.
Circumstances surrounding the fatal crash at Coimadai, north of Bacchus
Marsh, is being investigated

hard work doesnt go unnoticed, he said.

I train twice a day, six
times a week. I train early
mornings in Bacchus Marsh
and then I train in Ballarat
in the afternoon, but sometimes I have to travel to other
towns through the week like
Werribee, Collingwood and
Lilydale.

sportspeople to achieve in

their chosen sport.

Held at the Ballarat Regional Soccer Facility on August
11, the round 59-scholarship
presentation took the Foundations total distribution of
funds to over $400,000 in the
past 20 years.
Dylan, whose next competition will see him take on
the Queensland senior boxing champion on August 28,
said he hopes he will one
day represent his country at

Theyre off to see the wizard !

By Jessica Howard
Its time to pop on your red sparkly heels and follow the
yellow brick road because the Wizard of Oz is coming to
Bacchus Marsh.
Presented by the Performing Arts Headquarters (PAHQ),
the beloved childrens classic will see Dorothy (played
by Kitty Robinson) join her friends Scarecrow (Dee
Davidson), Tin Man (David Heaton) and Lion (Alex
Mordaunt) as she journeys to the Emerald City.

PAHQ volunteer producer, Mai Pyin said the fun filled

family show would feature a number of well-known
songs such as Over the Rainbow and Follow the Yellow
Brick Road, which would be performed by a live orchestra
alongside an array of costumes, lights and special effects.
Weve also tried to include a lot of fun and humour, and
the cast really provides a lot of comedy in their delivery.
However for those who know the show there are some
scenes that are quite serious, so we have made sure to
provide a lot of realism in those moments, she said.

Hats off to the winners

The breast beanie has been judged after

a colourful array of crocheted and knitted
entries were on display at the Gordon Hall.
Organised by the CWA Gordon Night
Branch, the decision was a difficult one for
Moorabool Mayor Paul Tatchell and Danny
Colgan (General Manager for Community
Services).
The quality of the entries made it a tough
choice as we took in the intricate details of
the beanies, Cr Tatchell said.
Described as a young enthusiastic bunch
the CWA Gordon Night Branch has three
categories for entries:
Most Colourful Fiona Holmes
Most Creative Clare Pridham
Mayors Choice Anne Knight
The competition was part of International
Breastfeeding Awareness Week and
supported by Moorabools Maternal & Robyn Howarth (Maternal Child & Health
Coordinator) with the winning beanies.

We still call Australia Earth home

As you might be aware the

present age is coming more
and more to be called the
Anthropocene era. This Anthropocene era is an epoch
of human-driven planetary
change and poses huge environmental and political
problems for us all. And
maybe it calls for a new way
of government. I am aware
that Bob Brown has called
for this new way of seeing
world governance he calls
it a United Nations that is
voted in. I am also aware
that there are many people
like the gun totting folk of
parts of the U.S. that see
conspiracy theories behind
every tree, still standing that
is, and helicopters behind
every cloud. There are some
of these people here in our
fair country who see any
idea that could endanger
their flag carrying behaviour as tantamount to a declaration of war. I doubt if any

such folk would read such a

dangerous opinion piece as
this but in case you are you
can turn the page now.
Just how this new way of
seeing ourselves, not as citizens of a particular country
but as citizens of the planet,
can be achieved is another
thing but it might well be
the only way forward. If
countries like Australia, led
as it is by the likes of Tony
Abbott, only think of themselves, and to hell with the
other countries, then I can
see no way out except a selfish and war centred future.
There has to be a better way.
This Anthropocene era
might not be such a bad
thing and indeed could force
us to develop proper ecological and democratic accountability. Robyn Eckersley,
Professor of Political Science, School of Social and
Political Sciences at Univer-

sity of Melbourne has some

interesting points to make
on this future. He asks the
very insightful question:
why dont we demand that
governments, corporations,
investors and consumers
publicly justify why they
should be allowed to externalise ecological risks onto
others in space and time?
And another thing about
this Anthropocene era,
whereas liberal democracies
such as Australia hail citizens as members of a nation
why wouldnt the Anthropocene hail Earthlings. Where
each of us was born matters
less than the fact that we all
inhabit a planet that will become less conducive to the
flourishing and even survival of ourselves and other
species.
Robyn
Eckersley
goes
on to argue that being an
Earthling does not require

renunciation of national citizenship. It does put citizenship and territorially based

democracy in a more critical
and less exclusivist light.
The new grand narrative
of humanitys new geological agency also deflects attention away from crucial
issues of power, geopolitics
and the legacy of imperialism. These have produced
a world in which the distribution of benefits and burdens is deeply and unfairly
skewed. The social forces
and institutions that are
most implicated in bringing about the Anthropocene
(most notably, capitalism
and the modern nation state)
still depend upon a 19thcentury narrative of human
progress. That narrative is
deeply out of touch with the
social relations of risk and
responsibility in this new
epoch.

Robyn Eckersley goes on,

modern democracy developed alongside the Industrial
Revolution, the development
of fossil-fuel-based economies and the emergence of
political parties representing the producer interests
of capital and labour. These,
in turn, were informed by
liberal and socialist political
ideologies that understood
the environment as a mere
backdrop upon which the
human drama unfolded.
As a means to human ends,
the environment became a
constraint against which individual self-realisation and
emancipation, as well as collective self-determination,
might be achieved. Liberalism and socialism embraced
the ideas of human exemptionalism, human mastery,
the appropriation of a bountiful Earth, and a narrative
of freedom and progress for

everyone (notwithstanding
that these ideals have never
been enjoyed by everyone).
While the Copernican
and Darwinian revolutions
chipped away at the idea
of human exceptionalism/
chauvinism, the Anthropocene provides an even more
sobering lesson in humility.
We need to debate what kind
of autonomy is generalisable
for all, including the morethan-human world upon
which we depend. Rather
than thinking about ecological boundaries or limits
as a constraint on human
freedom, the Anthropocene
helps us recognise that these
provide the conditions for
our individual and collective
freedom and survival.
What is your opinion?

Dear Editor,
An open letter to Wayne
Weaire,
Ballan
District
Health and Care CEO.
Mr Weaire, please address
the following issues in this
paper prior to the planned
public meeting that not all
will be able to attend.
1. Please detail how the

extra funds generated from

this fee will be distributed.
Given that a GP consult is 10
minutes and allowing for a 7
hour day 1 GP will generate
an extra $966 per day.
2. How much will be given
to the excellent GPs that are
generating the extra funds?
3. Are patients now expect-

with the writers full name, address and phone number (name and suburb for publication
only) and be limited to 300 words. Letters to be received via fax, post or email (preferred
option). The Editor has the right to limit the amount of words in each letter received and

ed to attend an appointment
armed with $60 in hand or
will we only be charged the
$23 up front?
4. What will be the flow on
effect with billing for Melbourne Pathology?
For example: Will current
bulk bill services continue
or will patients have to pay

upfront and then claim

through Medicare.
5. Given the current economic environment and
capacity to pay, how much
thought was given to the fact
that this initiative (for want
of a better word) will most
likely stop people attending
the GP because of a lack of

funds?
6. Finally, why have patients
effectively only been given
approx 3 weeks notice for
this to occur when obviously
it has been on the drawing
board for a long period of
time?

Joe McFall Real Estate welcomes

New Agents: Kirsty Black
and Dave Mclennan

Two-bedroom properties
have recorded some of the
largest rental increases over
the year to June 30, the latest
REIV data shows.
The weekly median rent
for two-bedroom homes in
regional Victoria increased
6.4 per cent across the state
to $250 in June, up from $235
last year.
The trend towards apartment living was also evident
with two-bedroom homes
recording annual growth
of 8.7 per cent to a median
weekly rental of $250 in
June - higher than any other
type of property in regional
Victoria.
Rental prices for one-bedroom apartments and units
also rose, up 8.4 per cent,
while four-bedroom houses
increased by 2.8 per cent.
Three-bedroom
houses
in Echuca, located on the
Murray River, showed the
healthiest return with a
14.3 per cent annual change
in the median rent to $320.
This was followed by Geelong West where the median
weekly rental for a threebedroom home rose 13.9 per
cent to $370.
Sale was another strong
performer with various
property types there showing weekly rental increases
of at least 9 per cent over
the year. The weekly rent
for four-bedroom homes in
Sale increased 11.4 per cent
to $390 while two-bedroom
units grew 9.1 per cent to
$240.
Other
regional
towns
showing substantial rental
growth in the 12 month period included two-bedroom
units in Benalla (11.1 per

cent), two-bedroom houses

in Mildura (10 per cent) and
four-bedroom houses in
Torquay (8.8 per cent).
Two-bedroom homes in
Bairnsdale (8.7 per cent) and
three-bedroom houses in
Highton (8.6 per cent) also
made the list of top 10 rental
growth towns.
With increasing demand
from families and within
commuting distance of
Melbourne, four-bedroom
homes in Geelong commanded the most rent in the
three main regional centres
with a weekly rental of $395.
Rental growth was also seen
for one-bedroom apartments
and two-bedroom houses in
Geelong, increasing 5 and
3.6 per cent respectively.
Meanwhile, three-bedroom
units in Bendigo saw the
largest rental increase in
central Victoria, up 5.3 per
cent to a weekly median rent
of $295.
Australias low Reserve
Bank cash rate, now at a
historic low of 2.0 per cent,
is good news for investors.
Agents across the state report increased interest by
local, interstate and overseas investors in regional
property markets. Some of
this interest is being driven
by the purchasing power of
self-managed superannuation funds.
Further good news for regional investors has been
falling vacancy rates across
the state. Warrnambool and
the Western Districts tightened the most over the year
from 3.2 per cent to 1.3 per
cent. East Gippsland and
Wellington Shire also saw a
significant drop in vacancy
rates, contracting to 2.2 per
cent at the end of June from
3.9 per cent in June 2014.

Why More RAM is better

When it comes to improving the performance of your

computer, increasing the amount of RAM is possibly the
most effective way of boosting speed and handling power.

What does RAM do?

AUTOMOTIVE

AUTOMOTIVE

Your computer uses Random Access Memory (RAM) to

hold program code and process instructions that you
give your software when computing. When you turn your
computer off, RAM loses the data that was used during
the computing session. When you restart your computer
the data from the operating system and the programs
you start is once again loaded into the computers RAM.
(Although modern RAM still retains small portions of data
as either dynamic DRAM or static SDRAM.)

This weeks nomination goes out to each and every one of our

during the week at training as without these people strapping

would make it very difficult to ensure we can put teams together

Local teams to
dominate finals

Four Moorabool football teams will dominate the CHFL finals series, with
Springbank, Gordon, Bungaree and Ballan all finishing in the top eight with their
Reserves and Senior sides.
Gordon seniors had a very close match with Waubra and at three quarter time they
were down by only three points. In heavy conditions the Eagles regrouped and put
on a 32 point sealer to Waubras five points.
Ballan seniors just scraped into the finals, despite their loss to Hepburn, who had
the match wrapped up at half time. There was a glimmer of hope when Michael
Snaith booted two quick goals in the third quarter but the team was already out of
fuel.
Springbank has taken out the minor football premiership in both Senior and
Reserves with big wins over Smythesdale, whilst Bungaree sits middle of the table.

The Centre Cross Country season will conclude this

Saturday morning with a handicap meet being conducted
at Masons Lane Reserve. Athletes should arrive early so
organisers know who is racing and handicap times can be
finalised. First race at 10.30am. Athletes will still compete in
their age groups but will start off with handicap staggered
times, as athletes aim to run down runners to claim line
honours. The theme of the final meet will be Crazy Socks,
with all athletes and spectators encouraged to get involved.
After all races have concluded, athletes and families will
