will now be vetted afresh
after MPs yesterday failed
to raise enough numbers
to overturn a recommendation by President Uhuru
Kenyatta.
The President, through a
presidential memorandum,
had asked that the EACC
Act be amended to include
a clause requiring that the
staff be taken through a
mandatory vetting instead
of targeting only two members of the commissions
secretariat.
To overturn the suggestion,
the House was supposed to
raise two-thirds of the total
members (233) but yesterday
was largely deserted when
the presidents propositions
were brought for adoption or
rejection.
Members who had put up
amendments to delete the
proposals contained in the
memorandum were forced
to drop them upon seeing
that they could not raise
the requisite numbers.
The presidents recommendation was to counter a
proposal to kick out EACC
chief executive Halakhe
Waqo and his deputy Michael
Mubea that was proposed
through an amendment
sponsored by Kiminini MP
Chris Wamalwa.
The amendment by Mr
Wamalwa received overwhelming support by the
House but the President
declined to assent to it, instead sending it back with
the memorandum.

S. Sudan in a shambles
outh Sudan is quickly degenerating into prolonged civil war as the main protagonists fail
to agree on a peace deal they were supposed
to have signed this week in Addis Ababa, Ethiopia.
Although the rebel leader, Dr Riek Machar, signed
the deal, President Silva Kiir did not, arguing that
he needed more time to study it and only promising
to do so in September.
In the meantime, heavy ghting has been reported in the country, occasioning massive losses.
The latest reports indicate that the countrys
leadership is becoming ruthless as it targets foreign
investments there. Kenya and Uganda, in particular,
will feel deeply oended by the harsh treatment
of their nationals given the fact that the two have
provided safe haven to Sudanese leaders through
the dicult moments of their history.
Kenya, in particular, helped midwife the arbitration process that led to the peace accord in 2005
and paved the way for the creation of South Sudan
as an independent state a few years later.
Pressure must be brought to bear on President
Kiir to sign the peace deal. He and Dr Machar must
be pushed to end the armed conict and allow free
movement of goods and people.

If Kenya does not act, the demographic dividend risks could become a
demographic disaster, since armies of
unemployed, frustrated and unemployable youth fall prey to the blandishments
spread by extremists and fanatic groups.
Kenya is at a demographic transformation stage. Fertility levels are declining
gradually and Kenyans are living longer.
There is reason for optimism that Kenya
can benet from a demographic dividend
within 15 to 20 years. It is estimated that
its working age population will grow to 73
per cent by 2050, bolstering the countrys
GDP per capita 12 times higher than the
present, with nearly 90 per cent of the
working age in employment.
Window of opportunity
WHY SUPPORT KQ: There are compelling reasons why Kenya Airways deserves support, says David
Musyoka. Says he: If KQ does well, we all benet. We
are among the few countries with national carriers. Being our ag-carrier, it lifts up our sovereignty and stirs
a sense of national pride and patriotism. If KQ does

DANGER LOOMS. The situation at the open-air
market at Mulot trading centre in Bomet County is
a disaster waiting to happen, warns David Motari,
alarmed by the danger posed to the traders. The market, he adds, is located alongside the busy Narok-Kaplong highway, with some traders displaying their wares
on the edge of the road oblivious of the danger that
lurks. A driver could easily lose control and plough into
the crowd. The market should be relocated to a safer
place to avert disaster.

road connecting Nairobis Pumwani Hospital to Mlango
Kubwa, is simply ridiculous, remarks Billy Mito. Billy,

to the centre usually elicits humour. Since the road
is now under construction a name change is needed,
as newly-borns and teetotalers tread this path to their

Initially, you may nd the beach
boys at the Coast irritating, especially if you are green and undecided
on what you want to do to make
your visit memorable. Those boys
found along our beaches have lots
of information that up-country folk
can use. The majority have grown
up at the coast and opted to earn
a living from oering various services, selling coral collections and
guiding visitors. They know what
dangerous water species and plants
to avoid. They oer such services
for a modest fee. Had those services
been sought by the school boys who
drowned recently, the tragedy would
have been averted.

A couples journey from Mombasa to visit the womans parents
in Kaloleni, Kili County ended in
tragedy yesterday when the sonin-law was killed by a villager in
unclear circumstances.
Mr Osman Mohamed, 27, had
accompanied his new wife to be
introduced to his in-laws when
he was attacked at Makomboani
village. The suspect is being held
by police.
Kili OCPD Joshua Ole Leina
said the deceased was walking
through the village, after taking
lunch, when he met the assailant
who attacked and stabbed him in
the neck. He died on the spot.
We have the prime suspect in
the killing of Osman in our custody.
Investigations have already started
in connection with the incident,
said Mr Leina.
Mr Mohammed had left his wife
at home when he set out to enjoy
the scenery in the village.
The incident ended what would
have been a jovial day for the couple
and the new brides family.
According to Mr Leina, the suspect told police ocers, after his
arrest, that it was the deceased
who confronted him and a ght

have struck a deal with Governor
Hassan Joho to avert a strike over
promotions.
Governor Joho yesterday promised to elevate more than 400
nurses, who are due for promotions, by October.
The governor called us personally, we met on Friday at his oce
boardroom. We had a gentlemans
agreement but we want a written
agreement, said Kenya National
Union of Nurses Mombasa branch
secretary Peter Maroko.
He went on: We are waiting to
see if he will full his promises.

Public health services in Trans
Nzoia County were yesterday paralysed after workers went on strike to
demand unpaid July salaries.
Governor Patrick Khaemba
had assured the workers that the
money had been sent to their bank
accounts.
Patients, who were caught up in
the strike, were left stranded with
some opting to seek services in private hospitals such as Cherangany
Nursing Home.

The United States Agency for International Development (USAID) Kenya Mission (USAID/Kenya) seeks a qualified Kenyan for the position of

and six-year jail term against
Karim Wade, the son of former
president Abdoulaye Wade.
A former super minister
with several portfolios in his fathers government, Karim was
convicted in March for amassing an ill-gotten fortune in a
deeply divisive case that has
led to opposition protests.
The supreme court rejected
an appeal by Wade to overturn the conviction in which
he was also ned more than
$230 million.

Karim was charged in 2013
with corruption after his fathers stunning election defeat

consolidating experiences and learning from agencies operating in Kenya).
Building a portfolio of available pay options; their set up costs, pros and cons and
feasibility in KRCS operational areas.
Conducting an in-depth assessment of payment mechanism service providers,
assessing their Audit and Compliance Measures; Systems Capacity and Agent Network
(with a breakdown by region); Reporting Documentation.
Undertaking a review the contractual arrangements of potential payment mechanism
service providers

BACKGROUND:
The Financial Analyst is a member of the Regional Financial Management Services (RFMS), USAID Kenya and East Africa. The Financial
Analyst (FA) will serve as the Missions expert and adviser on all financial management matters necessary to support USAID Kenya and
East Africa and client missions programs to ensure successful achievement of the Missions development objectives. The incumbent
will provide analytical, informational and advisory financial management services to Mission Management to ensure that financial
operating decisions made are evidence-based. He/she will be part of the RFMS/Nairobi team charged with the responsibility of
installing and maintaining financial management systems that provides information of sufficient uniformity and detail to permit the
exercise of needed controls and monitoring of RFMS functions. He/she will provide financial management support services to USAID

REQUIRED QUALIFICATIONS:

a. Education: A Masters degree in accounting, finance, or business administration or its equivalent is required. Professional

d. Language Proficiency: Excellent oral and written English communication skills are required. Level IV (fluent) knowledge of
English is required. The incumbent must demonstrate ability to prepare well-written reports and memoranda in English. The

e. Knowledge (30%): The incumbent must have a thorough knowledge and understanding of professional accounting principles,
theories, practices and terminology as well as the principles and accepted practices of governmental and business financial
accounting, budgeting and reporting. He/she must be familiar with USG or other development partners accounting, budgeting,

the Member for Ugenya
should be subjected to a
referendum is that of construing and interpreting the
Constitution.
Indeed, any attempt by
the Speaker to make such a
determination would be in
blatant violation of the Constitution, which, pursuant to
Article 165 (3)(d), gives the
High Court the jurisdiction
to hear any question requiring the interpretation of
the Constitution, said Mr
Muturi.
Despite the Bill being
sponsored by a member
of the Opposition, ODM
has disowned it, saying
elections should be held as
prescribed in the supreme
law. During their retreat at
the Maanzoni Lodge last
weekend, party officials
resolved not to support
the Bill.
The MPs raised their reservations when the Bill was
brought to the House for the
Second Reading last week.
They asked the speaker to
deliver a statement to guide
the House on how to proceed with the draft law.

do not see value in putting their money in artsy projects. The result
is an industry that is starved of funding, talent, exposure and interest
as audiences are herded towards better productions from countries
that have invested heavily in the sector, such as Nollywood
National Theatre, for instance by

economy globally is that it is often
under the radar and thus invisible to governments
and the wider economy. This is especially apparent in East
Africa, where cultural mistrust of the sector (as a nontraditional business sector and therefore unreliable and
untested) run deep. There is a need for large scale projects
which can really change opinion and raise the prole, the
study authors suggest.
African context.
The study notes that the creative
economy in East Africa has
opportunities. For instance, it can
build the capacity and condence
across the creative workforce, ignited
by creative education and skills
provision, mobilised by professional
development activities, and catalysed
by digitally enabled platforms which
showcase and trade creative goods
and services
The economy can also nurture
domestic and international markets
for creative products and services.
With even small levels of growth in
the market, many jobs will be created
and a signicant number of talented
people will be empowered to build
careers in the sector, the authors
point out.
The creative economy in East
Africa, therefore, can be characterised
as fragile, fragmented and at an early
stage of development. While there
are fundamental and important
differences between countries,
there are many shared issues which
currently hold the sector back.
In some ways the barriers are
the same as those faced in any
economic sector in the region
pervasive corruption, bureaucratic
and incompetent systems from
another age, lack of fundamental
infrastructure, and systemic
poverty.

matatus predictable fares and crews
courtesy. And although she is a staunch
Christian, she doesnt mind the predominantly secular music played because, she
has noted, its not overly raunchy.

Waweru, a 25-year-old communication
student heading for his afternoon classes
at the Multimedia University of Kenya on
Magadi road. Rhythmically nodding his

I would be so uncomfortable riding in a

Sometimes, all people need is attention.
I think you should risk him getting upset
with you, but you will be doing it for the
bigger good. First, alcoholism is a disease,
and should approach him as if he is unwell,
because he really is unwell both physically
and mentally, that is why he looks twice his
age. Take advantage of the stop alcohol
hype going on in the country. Perhaps you
could ask him what he thinks about the
whole thing. Depending on his reaction,
ask him whether he ever misses the days
he was sober. You could even ask him what
he thinks about the way your dad died. You
could also rally your other relatives to help
him, perhaps take him to a rehabilitation

On paper, this phone looks the part.
When you get your hands on one, it
actually does feel the part, and comes
in the funky, neon-like colours Xiaomi
is famous for. What does it all come
down to, seeing that it has agship
looks and guts? The 2 GHz version
with 16 GB storage is currently shipping at $125 (Sh12,625) while the 2.2
GHz with 32 GB storage is shipping
a $160 (16,160) and no, that isnt an
April Foolprank. See, there is something magical about Xiaomi for, with
this device, it has earned applause yet
