Introduction
The regulatory profession is rarely in the spotlight, but the work undertaken by regulatory professionals
involved with healthcare products is vital to developing and ensuring the availability of safe and effective
products worldwide. Regulatory professionals make sure companies marketing life-saving medicines and
medical technologies adhere to regulations, work to monitor the safety of marketed products, provide
regulatory insight used to make business decisions and more. When we speak of the regulatory profession,
we refer broadly to those who work in industry, government, academia and a variety of other settings, not
strictly those who have regulatory in their titles.
This report shines a deserved spotlight on the global regulatory profession. It seeks to answer key questions
about the profession and its practitioners, including: How much do they earn? What do they do in their jobs?
And, what are their professional and educational backgrounds? The answers are useful for regulatory professionals seeking to benchmark their places among colleagues, those looking to get into the profession, hiring
managers and talent management professionals charged with attracting and retaining regulatory expertise,
and the managers and colleagues who interact with regulatory professionals on cross-functional teams.

About RAPS
The Regulatory Affairs Professionals Society (RAPS) is the largest global organization of and for those
involved with the regulation of healthcare and related products, including medical devices, pharmaceuticals,
biologics and nutritional products. Founded in 1976, RAPS helped establish the regulatory profession and
continues to actively support the professional and lead the profession as a neutral, non-lobbying nonprofit
organization. RAPS offers education and training, professional standards, publications, research, knowledge

The Survey: An Overview

RAPS conducts the Scope of Practice & Compensation Survey of the Regulatory Profession every two years,
and has fielded similar studies since 1990. For this years iteration, regulatory professionals around the world
who are involved with healthcare and related products were asked to complete an online survey between
January and March 2014. More than 3,300 people responded, answering questions about their compensation, job responsibilities, professional and educational backgrounds and more. Responses were received from
professionals in 62 countries working in the pharmaceutical, medical device and biotechnology industries;
government agencies; academic settings; clinical research organizations; consultancies and others.
The majority of responses (76.8%) were from professionals in North America (94% of those from the US).
Overall, 28% of respondents are based outside the US. A significant number of responses came from Europe
(11.7%) and Asia (7.5%).

Almost three-quarters of the regulatory professionals who responded to the survey work in industry, but
there were a significant number of responses from those who work in other areas as well, including consulting, clinical research organizations (CROs), research organizations,1 government and academia. A few
respondents work in medical practices, hospitals, law firms or nonprofits.

The distribution of respondents work settings and job levels is consistent with past Scope of Practice Survey
results and has remained fairly stable over time. It is likely these reflect the general distribution among all
regulatory professionals.

Compensation
The regulatory profession continues to pay well, and while some other fields in the life sciences have been
negatively impacted by changes within the healthcare product industries, salaries for regulatory professionals maintained a general upward trend.

Base salary increased

5.4%
from 2012 to 2013

Compensation information collected includes base salary, the amount of bonuses and other cash compensation for 2013, as well as the amount of base salary increase from 2012 to 2013.
Overall, respondents base salary increased 5.4% from 2012 to 2013. Larger increases were reported by
professionals working in Asia (12.4%), Latin America (12.8%) and the Middle East (11.8%), particularly by
those at the associate, specialist and manager levels. This may reflect the growth and role of the profession
in these regions.
More than 17% of regulatory professionals worldwide reported base salary increases of more than 10%.
Less than one-fifth of respondents (18.6%) said their salary stayed the same.

Total compensation of regulatory professionals may include bonuses and other cash compensation, including stock options. In addition to base salary, 69.4% of regulatory professionals working full time received
bonuses, and 32.3% received other cash compensation in 2013. Bonuses were reported by a majority of
professionals in all regions and at nearly all job levels.

group provide a good indication of the steady growth in compensation of regulatory professionals.

Total compensation has


grown by an average of

Since 1999, base salaries of regulatory professionals increased by an average of 3.5% per year. While salaries for regulatory consultants may vary due to economic and other factors, base salaries among consultants
increased by an annual average of 6.4% from 1999 to 2013.
Total compensation has grown by an average of 4% per year since 1999, with higher growth among regulatory vice presidents (5.9%) and directors (5.3%). While there was a decline in total compensation for vice
presidents from 2007 to 2011, it was largely attributed to the slowing economy. In 2013, total compensation at all levels rebounded above pre-2007 levels.

Factors Shaping Compensation


Regulatory professionals pay is affected most by several interdependent factors: job level, regulatory experience, highest-earned degree, total professional experience and whether they hold the Regulatory Affairs
Certification (RAC) credential. These factors have been strong and stable drivers of compensation for more
than a decade.
The strongest factor affecting compensation is job level. It also is worth noting that regulatory experience
and total professional experience are closely related to job level.

Highest earned degree also is an important factor in determining compensation. Generally, graduate level
educationfrom post-baccalaureate certificate or masters degrees to doctorate degreespositively
influence compensation. It is interesting to note that having completed a post-baccalaureate certificate correlates to slightly higher compensation than having a masters degree. This may be a result of respondents
with certificates specifically focused on regulatory coursework, versus respondents with masters degrees
earned in a wide variety of fields.
Doctorate degrees among regulatory professionals are in a variety of related fields, including medicine,
pharmacy, dental sciences, veterinary medicine, life sciences and engineering.

While the data presented in the table above are for US-based professionals, a similar effect is evident in
other regions, with higher degrees typically associated with higher salaries.

The RAC Credential Factor


About 50% of survey respondents reported having the RAC
credential, the only post-academic professional credential
specifically for those in the healthcare product regulatory field.
The RAC has been positively linked to compensation among
North America-based professionals for many years, a trend that continues and seems to be expanding.
There are approximately 6,500 active RAC-credentialed professionals worldwide, with the number of RAC
holders increasing each year.

The benefit of the RAC on compensation also increased. In North America, professionals with the RAC
credential make 10.6% more in base and total compensation than their peers without the credential, The
RAC differential is seen at early career levels, such as associates (17% base salary difference) and specialists
(12.4% difference) through vice presidents (11.5% difference).

The proportion of RAC holders is highest in North America and particularly in the US, where 59% of professionals have the RAC credential. This likely is due in part to the fact that the first RAC examination introduced
covered US regulations, so it has the longest history. However, the numbers of professionals with the RAC is
growing globally. Among European professionals, 19% hold an RAC compared to 15% in 2012.
Among respondents from Asia, 20% reported having earned the RAC, which is higher than expected. It is
possible Asia-based professionals with the RAC may be more aware of global initiatives like RAPS Scope of
Practice Survey and may be more likely to respond.

Regulatory experience is strongly linked to both job level and compensation around the world and in all work
settings. More than 90% of regulatory professionals began working in another field before transitioning into
regulatory; 75% worked in fields closely related to regulatory, such as research and development (R&D), quality, laboratory sciences, engineering, clinical research or pharmacy/pharmacology. Among those who moved
into regulatory within the last year, 21% came from R&D, and of those, 75% are working in pharmaceuticals
or biologics. About 11% of respondents reported being students just prior to beginning work in regulatory.
Generally, the ratio of total professional experience to regulatory experience is nearly 2 to 1. On average,
professionals based in North America and Europe reported more regulatory experience than their counterparts in Asia and other parts of the world.

Regulatory Professionals Scope of


Practice
Regulatory work is broadly defined as that which involves the regulations governing healthcare products.
Regulatory professionals are involved in every stage of the lifecycle of these products, including research
and development, clinical testing, submission to regulatory agencies, manufacturing, marketing and postapproval monitoring. At each step along the way, important regulatory requirements must be thoroughly
understood and steps taken to ensure compliance. The specific work of regulatory professionals reflects
their employment settings and job levels.
The responsibilities of todays regulatory professionals go well beyond product registration and compliance. Many professionals at all levels contribute to their organizations strategies. At mid- and senior levels,
regulatory professionals play important roles in business decisions shaped by regulatory requirements or
with regulatory implications.
For this report, business-related activities include involvement in overall organizational strategy and
decision making, department management, legal, involvement with risk management, due diligence, reimbursement and government affairs. Involvement in business-related activities increased for most job levels,
and the amount of time allocated to overall organizational strategy increased significantly among specialists, managers, directors and vice presidents. In many cases, allocation for other business-related functions
including legal, reimbursement and government affairs decreased slightly. The core work of the regulatory
professional begins with gathering and analyzing regulatory information, developing regulatory strategy and
managing the regulatory functions throughout the product lifecycle.
For the 2014 study, regulatory intelligence was added as a task.2 Regulatory intelligence is closely aligned
with regulatory strategy. Together, these areas represent an average of about 20% of the regulatory professionals time, with the highest time allocations reported by directors and vice presidents. Respondents
working in industry, CROs and research organizations report more work on regulatory strategy and intelligence than those who work for government agencies.

Time allocated to preapproval versus postapproval activities typically shows more time spent on preapproval functions, but there are variations depending on employer and geographic location. It stands to
reason professionals in different sectors would perform different ranges of job duties, and the survey
responses bear this out.

Geography
Regulatory professionals work with the full range of regulated healthcare productsmedicinal products
(pharmaceuticals and biologics), medical devices, IVDs and nutritional products, as examples. The nature of
the healthcare product sector today means many regulatory professionals need expertise in multiple product areas. The proportions of different product types with which they work have not changed much since
previous surveys. Overall, 69% of respondents said they work on multiple product types. About 31% work
with a single type of product, and of those, 71% work on medical devices only.

A Global Profession

Many facets of the regulatory scope of workregulatory intelligence and regulatory strategy, pre- and
postapproval functions and contributing to organizational strategyrequire knowledge and understanding
of multinational, multiregional and even global regulatory issues and approaches. Thus, it is not surprising
72% of professionals based in North America or Europe have multiregional or worldwide scopes of work.
Only 23% have regulatory responsibilities in just one region, and only 6.2% are responsible for activities in a
single country.
A slightly different picture emerges for professionals in Asia, where 47% have a multiregional or worldwide
scope, 27% Asia region only, and 25.4% single country only.

Educational Background
In a scientific and health-related, knowledge-based profession like regulatory, it is not surprising that higher
education is critical. Today, nearly all professionals (99%) have university degrees, and 69% pursued postgraduate studies. More than 40% hold masters degrees and 20% have doctorates, percentages that remain
unchanged from 2012. Most regulatory professionals (94%) hold degrees in the sciences, a clinical discipline
or engineering, up from 90% in 2012.
Degrees or certificates in regulatory affairs or regulatory science are becoming more common. All are at the
post-baccalaureate level, and 99% of respondents with regulatory-specific education had a previous degree
in the life or clinical sciences.

Methodology
Data for RAPS 2014 Scope of Practice & Compensation Report for the Regulatory Profession were collected
though a global survey administered on a secure, independent website from January through March 2014.
The survey was open to all professionals involved in the regulatory process for healthcare and related products. No information was collected that identified individual respondents or their employers. All information,
including background demographics, compensation and scope of work were self-reported by the respondents.
Many questions on the 2014 survey were the same as those used in previous studies, allowing for direct
comparisons across years. RAPS has conducted the Scope of Practice & Compensation Survey every two
years since 1990.

Response, Confidence Intervals and


Measurement Error
There were 3,355 usable responses to the survey. A response was considered usable if it included job title,
scope of practice variables, compensation data and geographic location. Responses that did not include
these data elements were not used in the analysis. It was not possible to verify information with respondents. Some responses that appeared to be significantly out of range with other similar respondents were
not included in compensation calculations.
Based on the total number of responses to the survey, the margin of error is estimated to be less than 2%
at a confidence level of 95%. The same margin of error and confidence level applies to data from US-based
respondents. This means for overall analyses and for results reported for US-based respondents, one can
be 95% confident that the figures in individual data cells are within +/- 2 percentage points of the figures for
regulatory professionals fitting similar criteria.
