I don't think you need to turn to "feat points" to solve this problem, just make
sure the
prerequistes for the feat counter-balance the power of the feat in question.

thinking" feat which cannot be securred unless the PC takes 20 levels in the
psychic class.
Other feats can be used for both utilitarian purposes and to help define the
character
better. Yet another example.
Geneticist: You gain a +5 to science skill rolls whenever the topic involves
genomic theory,
genetic resequencing, and reading DNA strands for defects.
If done properly, Prerequisites should solve your feats problem. If you want
point based
character creation then Last Unicorn's Star Trek game can be purchased
from Amazon,
which will save you the trouble of converting everything to Gurps.
