VTA TAFE BUSHFIRE AID SCHOLARSHIP / SUPPORT
19th February 2009

PURPOSE

The VTA has established a Scholarship / Support Fund up to an amount of $100,000 from VTA financial reserves to assist
TAFE students who have suffered loss or experiencing financial hardship as a direct result of the Victorian Bushfires of
February 2009.

ELIGIBILITY CRITERIA FOR SCHOLARSHIP / SUPPORT

An existing TAFE student in a TAFE government funded program or a person seeking to enroll in a TAFE government
funded program would be eligible for consideration of a Scholarship / Support if they or their parents with whom they reside
have, as a result of the Victorian Bushfires in February 2009, received an emergency grant, a temporary living grant, or a
re-establishment grant from the Department of Human Services (Note: same criteria as used in determining eligibility for
free public transport to 1 October 2009).
TAFE employees, spouses including defacto or children of TAFE employees are eligible provided they meet the same
eligibility criteria.
The eligibility criteria are a guide only and flexibility in application of the criteria should be applied based on the general
principle that the student/prospective student is suffering financial or emotional hardship as a direct result of the Bushfires
such as loss of direct family member, home, or car.

HOW THE SCHOLARSHIP / SUPPORT WOULD WORK

TAFE Institute Student Services / Counseling Staff / Enrolment Staff would make persons potentially meeting the eligibility
criteria aware of the potential for a Scholarship / Support that could cover in whole or part student:
• Tuition fees
• Materials Fees
• Equipment
• Books or other specified study support

The determination of appropriate procedures to satisfy Institute requirements that the student meets the eligibility criteria
and the methodology of provision of the financial support whether that be by financial grant, reimbursement of expenses
paid or waiver of costs will be at the discretion of the Institute.

The TAFE Institute / University TAFE Division would then provide the Scholarship / Support grant money, reimbursement or
fee waiver to the student.

INSTITUTE / UNIVERSITY AND VICTORIAN TAFE ASSOCIATION ARRANGEMENTS

The VTA will write to each Institute / University TAFE Division Head advising the CEO / TAFE Division Head of the
minimum $ entitlement available for their potential Institute / University Scholarships / Support to draw down upon. The
amount will be based upon the percentage that their Institute / University TAFE Division contribute to VTA annual fees in
2009.

The Institute / University TAFE Division will then issue the Scholarships / Support as they see appropriate and at an
appropriate time, initially not later than 30 June 2009, provide an acquittal to the VTA of the monies paid or waivers
provided together with a completed Claim Form on the “VTA TAFE Bushfire Aid Scholarship / Support – Institute /
University TAFE Division Claim Form” .

The amounts claimed from the VTA will not include GST as they will be established in a form so that they are GST exempt
consistent with the Institute’s / University’s enrolment and materials fees.

The Claim Form to be forwarded to the VTA will be signed off and dated by the TAFE CEO or University TAFE Division
Head.

The TAFE CEO / University TAFE Division Head will attach to the Claim Form a summary acquittal in the form of a list the
number of students assisted, actual financial support to each student and a general summary of allocation whether it be
Tuition Fees, material fees etc. The summary list will not identify individual students, simply summary information for report
to VTA Administrative Committee.

VTA will then forward payment within 30 days to the Institute / University TAFE Division.

Where an Institute / University TAFE Division finds that it is not drawing down on the entitlement available and does not
foresee that it will expend the full entitlement available by 31 December 2010, they shall advise the VTA by 30 June 2009
of the amount that they seek their entitlement be reduced to. The balance between the initial entitlement made available to
the Institute / University TAFE Division and the then proposed new entitlement will then be made available as an increased
entitlement to other VTA members, again based upon the percentage that their Institute / University TAFE Division
contribute to VTA fees in 2009.

In the event the amount of $100,000 is not expended in semester 1 of 2009, the program will continue until the total of
$100,000 is allocated subject to a review by VTA Administrative Committee that will be completed by 31st December 2010.

FLOWERDALE BLACKBERRY BASH
Junior Landcare will be holding a blackberry bash day 6th December to help
eradicate some of our blackberry issues in our area.

The inaugural Flowerdale Blackberry Bash is set for 6th December. Peter Auty has met
with Terry Hubbard, President of Strath Creek Landcare, and discussed funding for the
project. Both Strath Creek Landcare and Peter (for Flowerdale Junior Landcare) have
sent off Expressions of Interest for funding for spray chemicals.

Peter has also met with Christine Glassford (CMA) and Peter Mitchell (DPI Broadford)
and discussed the proposed Bash and funding sources. Some new information about
funding grants is included in this newsletter. CMA has funding for weed control along
waterways, and there may be some employment possibilities in this. DPI has funding for
public land and minor roadways. What this means for our Bash is that we can focus on
private land and adjacent areas such as the road and creek edges next to properties.

The proposal for the Bash looks something like this:

• We will concentrate on woody weeds such as blackberry, English broom and ivy.
The area to be sprayed is from Coonan’s Bridge in the north to Wallaby Creek in
the south, minor roadsides, private property and feeder creeks.
• As people express interest, a Work Engine will be established to coordinate
activities.
• The Work Engine will set up locations for ‘depots’. These will be tanks of water
and supplies of chemical, with one person with a ChemCert card to make sure
correct mixes of chemical are used.
• People who want to be part of the day will bring small sprayers (knapsacks, hand
held sprays) to get them filled.
• We all work towards Moore’s Road Reserve, and when we get there we have a
party (this is Flowerdale, after all).
• People who have been spraying will be asked to locate on a map of the valley
where they have been working. This will allow MSC, DPI, CMA and the
Flowerdale community to identify what has been done and what still remains.

We need to know who will be involved, so if you are interested, please contact Julie

equipment you have. This will allow the Work Engine to better coordinate the day’s
activities.

Our community is in a pretty unique position here – the woody weeds have been given
a real knock down by the fire, and we are in a position to keep them there. Many people
have said that they had never seen large parts of the creek, due to weed infestation,
and with a little work from a lot of people we can maintain this situation.
