WEEK1: SDCCH BLOCKING/SDCCH CONGESTION RATE


Except for the SDCCH assignment failure caused by the TRX fault or failure of other
hardware, the congestion ratio on SDCCH, to a large extent, reflects the usage of the
SDCCH. SDCCH is required during Call Set up, Location Update, SMS in idle Mode and during
Handover.

STEPS TO SOLVING SDCCH BLOCKING
For the BSC with degraded SD Blocking using the counter (K3001: Failed SDCCH
Seizures due to Busy SDCCH (times)) find the worst cells. For the worst Cells
Check the cells for Alarms, Availability issues, Poor Quality on Abis Interface/E1
fluctuation, traffic surge due to frequent location update, SMS burst, Utilization,
neighbor cell is down, neighbor cell configured with wrong LAC
If problem is due to Hardware Issues send to BSS team. If due to SDCCH usage extra
SDCCH can be added or check improper setting of these parameters below or if cell
or neighbor falls into wrong LAC replan LAC.
RACH Min. Access Level: Actual Value Range: -121~-104 recommended value -109
If this parameter is set to a lower value, MSs at the edge of the cell can access the
network. Thus, the total number of requests for the SDCCH increases, and SDCCH

congestion occurs. If this parameter is set to a higher value, the cell coverage is
manually decreased, and MSs at the edge of the cell cannot access the network.
Random Access Error Threshold: Actual Value Range: 0~255 Recommended Value: 225
If this parameter is set to a lower value, some random accesses are regarded as
normal channel requests and the SDCCHs are assigned accordingly. Thus, SDCCH
congestion occurs. If this parameter is set to a higher value, accessing the network
is difficult, thus adversely affecting user experience.
MS MAX Retrans: Actual Value Range: 1_Times, 2_Times, 4_Times, 7_Times Recommended
Value: 4_Times
Maximum number of Channel Request messages that can be sent by an MS in an immediate assignment
procedure. If this parameter is set to a higher value, the number of channel request

retransmissions is great, and multiple SDCCHs may be assigned to one service.


Thus, SDCCH congestion occurs.
SDCCH Dynamic Adjustment Allowed: Actual Value:YES,NO Recommended Value:YES
This function can mitigate the SDCCH congestion. The baseline data can be
obtained only when this function is enabled. By default, this function is enabled.
Idle SDCCH Threshold N1: Actual Value Range: 0~63 Recommended Value: 2
When the number of idle SDCCH channels in a cell is smaller than this parameter,
the system searches for available TCHs and transforms them into SDCCH channels.
Cell SDCCH Channel Maximum: Actual Value Range: 0~255 Recommended Value: 60
Maximum number of SDCCHs in the cell. Before converting a TCH into an SDCCH,
the BSC compares the number of SDCCHs after the conversion in the cell with Cell
SDCCH Channel Maximum. If the number of SDCCHs after the conversion in the cell
exceeds this parameter, the BSC does not convert the TCH into an SDCCH.
TCH Minimum Recovery Time: Actual Value Range: 60~3600S Recommended
Value: 60S

to a TCH
