EvalPartners 2nd Global Evaluation Forum

Supplementary Call for Applications for Young/Emerging Evaluators


Thanks to additional funding being offered by the MasterCard Foundation, IOCE/EvalPartners
are pleased to announce that eight additional Young/Emerging Evaluators can now be invited to
participate in the Global Evaluation Week. 23-27 November, at the Yak and Yeti Hotel in
Kathmandu, Nepal.
The Global Evaluation Week begins with the EvalPartners Global Evaluation Forum that will be
held November 23rd and 24th, 2015. On November 25th, the final EvalYear celebrations will be
held at the Parliament of Nepal, which is open for all Global Evaluation Forum attendees. On
November 26th and 27th, the Community of Evaluators South Asia (CoE-SA) Evaluation
Conclave will be held, also at the Yak and Yeti hotel. Global Evaluation Forum attendees are
welcome to extend their stay to attend the Conclave, with their registrations made and paid for
by IOCE.
There has already been a call and selection process through which 122 individuals have been
invited to come to Nepal to participate in the Global Evaluation Forum. The application form for
additional nominations of Young/Emerging Evaluators can be found below. But first a definition
of Young/Emerging Evaluators (YEE).
Definition of Young/Emerging Evaluators:

Evaluators under age of 30 years OR


Novice evaluators who have less than 5 years of professional experience OR
Recent university graduates who are interested and willing to join the evaluation profession OR
Development professionals who have technical knowledge on evaluation and willing to become professional
evaluators.
For the purposes of this call, they are also expected to be active members of their national VOPE.

Where can these eight additional YEE come from?
Given the geographic restrictions attached to these additional funds, only VOPEs from the
following regions are invited to submit names of YEE whom they would like to nominate to be
considered for invitation to the GEF: Africa, Asia, Latin America, CIS and MENA.
Note: YEE from the following VOPEs have previously been accepted and invited to the GEF, and
are excluded from this call for additional YEE nominees: AEA (USA), AES (Afghanistan), AMENA
(Afghanistan), ANZEA (Aotearoa New Zealand), PEA (Palestine), RedParaguay, RFE (YEE from
Canada), SAMEA (South Africa), SOMDEA (Somalia) TEN (Tunisia), UEA (Uganda) and ZEA
(Zimbabwe).

Other VOPEs from Africa, Asia, Latin America, CIS and MENA are welcome to submit
nominations of their own YEE to be considered for this additional opportunity. VOPEs in
francophone countries are especially encouraged to nominate YEE delegates.

Background on the Global Evaluation Forum:


The main goal of the EvalPartners Global Evaluation Forum is to start the implementation
of the Global Evaluation Agenda 2016/2020 by developing action plans in seven thematic
areas:

policies and systems, especially those related to SDGs

Building partnerships/creating innovative solutions (small grant mechanism focused on VOPE
capacities)
VOPE Institutional Capacity Building
Knowledge Management/ communication

Previously regional and national VOPEs willing to send their representatives to the Global
Evaluation Forum were invited to identify which of these areas they commit to work on in
the next two years period. Organizations with the capacity to do so are encouraged to
mentor less established VOPEs. VOPEs that can do so were encouraged to sponsor their own
representative to attend the Global Evaluation Forum. Individuals nominated by their VOPEs
were able to apply for sponsorship, as described below, to the limit of funds available.
The EvalPartners Global Evaluation Forum will be held in English. Therefore all participants
should be sufficiently fluent in English to understand what is said in plenary sessions. There
may be language-specific break-out sessions (e.g. in French). Applications can be accepted
in English or French. Application deadline is midnight (GMT) 28th September, 2015. Please
submit your applications via email to IOCE@Earthlink.net. Selection results will be notified by
12th October to the YEE applicant and the VOPE leadership.
The application process is competitive and submission of an application does not guarantee
that the applicant will be invited to attend the Global Evaluation Forum, with or without
