1. USC Chairperson
Mandy: We would like to acknowledge the presence of our USC Chairperson, Cid Manalo.
Mark: We now give the floor to him.
a. Cid is the co-convener of Rise for Education, UP Manila, which is an alliance of organizations
against the 2.2 billion budget cut.
b. Manifesto of Unity to pass to Chancellor Padilla to call for a higher, actually full, state subsidy
1!
c. UP is getting only 400-500 million for STS. If we check hospital fees collected by PGH, its
400-500 million pesos.
d. What we want is a long-term solution for the government to realize that education is a right, and
should be fully subsidized by the government.
e. MSCs Role: Decide whether or not we want to be part of this alliance.
i. Ian: Who is part of the alliance, and what do we have to do if we sign that we are part of the
alliance?
1. Cid: Its a very wide alliance, and it will come from the councils whatever they feel they
can contribute to the campaigns. Its very broad. We want all student councils to
participate, because if Chancellor Padilla sees that all student councils are against this
budget cut and for higher state subsidy, she will sign it. If your council, the MSC, signs, it
admittedly has a lot of weight; it will make a statement.
ii. Din: Are there concrete goals that we can do as an MSC or as a student body? What are your
expectations from us?
1. Cid: What we expect is continuing support for our campaigns, information dissemination.
We also have signature campaigns, administrator-student relationship - well ask for your
help to work with your administration to back the campaign. The campaign is going to
last for a long time; what were doing right now is strengthening our alliance and widening
our network so that we appear stronger.
iii. Anna: Is there a formal statement already?
1. Cid, Leonard: Posted the statement in the group.
2. MSC: No one saw it. But we will read it as soon as we get home.
iv. Mark: What will happen to these documents after our councils terms are over?
1. Cid: Transfer to the next Rise for Education Alliance. There will be a formal endorsement
of the USC. I believe whatever political color we have, we are all against the budget cut,
and all for a fully subsidized state university.
v. Din: What is the plan of action?
1. Cid: There will be a series of activities. There will be a signature campaign, a walk out, a
white shirt day, black shirt day.
vi. Anna: Its weird to decide on something that we havent studied yet.
1. We can set a deadline to decide; well read the statement tonight, and decide by
Thursday.
2. Social Issues
a. Crosstalk
i. Ball has started rolling for Crosstalk. It will be on November 10 and 17. VolCorps needed for
SIC. Send Medics a letter. Have Rappler cover it. Live feed online.
1. Kring: Please write a letter to Dean about the Tuesday conference.
b. Assembly on Issues
i. Tap socially-aware people for the Assembly on Issues, for LU5, LU6 and LU7.
ii. Jenn, Kyle: There should be an issues representatives per LU, but the Assembly on Issues is
open to all.
iii. Mark: Many social issues have come and gone, and we have not come up with a statement
yet.
c. Statement for Lumad Killings and the UP Budget Cut
i. Mandy: If these issues are pressing to us, which they are, I think as the MSC, we are duly
representative of the student body, and we can come up with a statement on our own.
ii. Resolution: Facebook group for Social Issues to talk to people

3. Chairpersons Report
a. Certain People
i. Biometrics done in Rob - can the MSC make a biometrics project here in UPCM?
1. Kring, Kyle, Mandy: Are they serious? Robinsons is already so near, as is CAS. Just tell
them to walk there.
ii. CEB: As early as now, we can plan a budget for the election.
1. Kring: Budget for what? Its a paperless campaign.
a. There are still some costs accrued, like the papers printed for voting, etc.
2. Ideally, the Chairperson should lobby for a budget for printing of posters, and printing of
papers. CEB does not get reimbursed for all the papers they print.
3. Din: Can whoever the person you talked to give us a budget report from last year so that
we know how much money theyre asking for?
iii. ImMUnity

2. University wide campaign where they oer vaccines for the students
3. Do not need to pub mat, all that is needed is word of mouth, and Chairperson will pass it
through Liderato
iv. PLM Student Council is organizing a Med Party. Their target is 1,800 people at Palacio de
Manila for a tugs-tugs people. Five schools: four schools have said yes. UST, SLCM, PLM,
ASMPH. Theyre just waiting for UP to say yes. Theyre asking for 20,000 pesos.
1. We do not have the money for this. There is no one from the Finance Oce here, but we
can likely say that they would be unwilling to shell out 20,000. Besides, UP MSC is
pushing through with Med Ball this year, and any resources we can give to have a
camaraderie party will likely go to that to subsidize the fees for the students.
4. External Aairs
a. Medical Students Summit
i. Thank you to Therese and Anna, and our honorary EA, Kyle and Ian.
ii. Thank you to everyone who went.
b. MGMR
i. Let us help Med Rhythmics and Med Choir with their production and their fundraising.
c. SOGIE
i. RTR for SOGIE by tomorrow or Wednesday
ii. Pat: 2/10 participants, but the UP MSC logo is already there; we still need 8 more participants
from the MSC.
5. Internal Aairs
a. Volunteer Corps
i. Mandy: I would like to apologize for the late Volunteer Corps. It was my fault, and I am sorry,
but rest assured that you will have Volunteer Corps by this weekend.
ii. Again, the MSC Volunteer Corps is a mirror of the MSC Central Committee, with centralized
assemblies and workshops (both once a month), although each committee may hold their
own committee meetings and have their own projects.
iii. GAs: tentatively on September 18, October 21, November 18, January 20, February 17,
March 16, April 20, May 18

i. Release of bracketing on Thursday.
b. PGH Court
i. Reservation available to us on Monday to Friday, 8-9pm and on Saturdays and Sundays,
6-9pm. No waiving of fees.
ii. To USC: What is their plan for a centralized PGH Court, and Bakbakan? It is September, and
there are no plans yet despite follow-up.
1. Leonard: Will bring it up with USC!
c. Biochemistry Court Status
i. Reservation for us until December
ii. Right side has no light, but left side does. The Womens volleyball varsity are willing to
shoulder the cost to light the right side of the court. Tell co-captains Ria and Sam what light is
needed. I told them to talk to Pat about it, since its under the GSTRW Pailaw Project.
d. Varsity Night
i. Need a marketing team for Varsity Night, November 27, PGH Court, with UP Pep, etc.
e. Pledge Cards
