Archipelagos
After King Gia Long had taken over the reign, he conducted various political,
economic'cultural and socialactivitiesto build up and maintain the dynasty,and expressed
his specialinterestfor the maritime boundary.One ofthe boundarymanagementactivities
of King Gia Long was to deploy one military unit together with the Hoang Sabrigade to
conduct the survey on the Hoang Sa (Paracel)Archipelago. According to The kuthful
Accountsof Dai Nam PresentDynasties(Dai Nam Thuc luc Chinh Bien), in the year of At
Hoi, the 14thyear of Gia Long'sReign(1815),the King appointedPham
QuangAnh to the
Hoang Sa (Paracel)Archipelago to explore the searoute,l and in March of the l5th year
Gia Long'sReign (1816),the King continuedto deploy a navy unit and the Hoang Sa

bridgade to the Hoang sa (Paracel)Archipelago to explore the searoute.2
King Gia Long passedawayin 1819and his grandsontook over the reign in 1820
named as Minh Menh. King Minh Menh followed his ancestors'policyto maintain the
regime. As for the administrative machine, King Minh Menh establishedthe Cabine-tto
assistthe King in administering the country, including the exerciseof the sovereigntyover
the the Hoang Sa (Paracel)and Truong Sa (Spratly)Archipelagos.Basedon the Official
Documents' the bodiesin chargeof the managementof the exerciseof sovereigntyover the
Hoang Sa(Paracel)and Truong Sa(Spratly)Archipelagosincluded the Cabinet,Ministry
of Public Works, Ministry of Finance,Ministry of National Defense,Ministry of
/ustice,
Ministry of Internal Affairs, and Provincial Administration of Quang Ngai, Binh Dinh . . .
The Ministry of National Defensewas in chargeof the military deployrnent3and patrol of
the maritime areas.aThe Ministry of Public Works was in chargeof the survey,tuilding
and managementof the Hoang Sa(Paracel)and Truong sa (Spratly)Archipelagos.
Undertaking the King'sorder,many surveyteamscameto the Hoang SaArchipelago.
Theworks of theseteamsvaried from searoute exploration and mapping to the plantation

Works showed that the Chief of the Navy appointed to plant the sovereigntymarker in
the Hoang Sa (Paracel)Archipelago was Pham Huu Nhat. There were two iines in this

secondly,

Les Chau ban de la dynastiedesNguyen sont des actesofficiels des 6tatsf6odaux du
Vietnam sousla dynastiedesNguyen qui portent lbvis 6crit en encrerouge du roi. A l'heure
actuelle,selonles statistiquesde 1993du Centrenational desarchives1, Ddpartementdes
documentset des archivesde l'Etat relevantdu Ministdre de I'Int6rieur,les Chau ban de
la dynastiedes Nguyen sont classdsen734 recueilslavecdes milliers d'extraits.Ce sont
tous destextesoriginaux mais au cours desguerres, en raison du manque de moyensde
conservation,un nombre important d'entreeux ont disparu ou 6t6 abim6sde diftrents
degrds(coll6s,moisis ou pourris). Cependant,les chercheursont pu collecterbeaucoup
de Chau ban dont le contenu concerneles deux archipelsde Hoang Sa (Paracels)et de
Truong Sa(Spratleys).

(Paracels)en 1938: le grouped'exp6ditiona visit6 25 iles (dont 12ilesavaient6t6explordes
par les groupesprdcddentset 13 iles sur lesquellesces derniers n'avaientjamais mis les
pieds).
Sousle rdgne Thieu Tri (1841-1847),ont 6t6 ddcouvertsdeux documentsrelatifs
aux activit6sd'exercicede la souverainet6sur les archipelsde Hoang Sa (Paracels)et de
Truong Sa (Spratleys).A lire cesChau ban, on peut constaterque les autorit6sen charge
de l'exercicede la souverainet6sur les archipelsde Hoang Sa (Paracels)et de Truong
Sa (Spratleys)observenttoujours les instructions de l'Etat. Cependant,ir cette 6poque,
en raison des perturbations historiques,I'explorationdes deux archipelsde Hoang Sa
(Paracels)et de Truong Sa(Spratleys)a 6t6suspendue.
2.2. Politiques de la dynastie desNguyen relatives aux activitds de de sauvetageen mer
Assur6eque les paragesdes deux archipelsde Hoang Sa (Paracels)et de Truong
Sa (Spratleys)reldventde la souverainetddu Vietnam, la Cour des Nguyen menait une
politique de sauvetageet de traitement favorable au profit des bateaux de commerce
6trangersnaufrag6s.Dans son rapport en datedu 27 juin de la I 1c-' ann6edu rdgneMinh
Menh (1830)de NguyenVan Ngu, Chef de la brigadede gardefrontidre au port maritime
de Danang, ce dernier a rapportd que, ayant appris le naufraged'un bateaude commerce
frangaisi Hoang Sa,il a imm6diatement envoy6un bateaude patrouille portant de I'eau
douce i sa recherche.Dans un autre rapport du Ministdre des Financesen date du 22
d6cembredela22E^"anndedu rdgne Tu Duc (1869),a 6tErelatele fait qu'un bateaude
commerceayantil bord 540habitantsde la provincede Phuc Kien a coul6 d Hoang Sa.Le
Chefdela brigadefrontidreauport maritime de Dananglesa sauv6set pratiqu6lapolitique
de soutien ir leur profit. Ces activit6sde sauvetageont fait preuve de la responsabilitdde la
Cour desNSufen; lgard de la gestiondesfrontidresmaritimes.

Chief Officer Idoir and elevencrew members sailed on a small boat into the port and reported,'At the Hour of the Ox (1-3am)on the 21't,our ship passingthe Westof the Paracel
archipelago,was stranded and submergedmore than eight "thuoc" in the water.The crew
decidedto sharethe two silver-coin trunks, sometools and food, then sailedon two smaller boats to the shore.However,the boat of Mr. D'Ochilie had not reachedthe port at the
time. I immediately sent patrol boats carrying fresh water to go searchingfor the missing
boat.I respectfullyreport to your Majestythat at the Hour of the Horse (11am- lpm), we
met with D'Ochilie, the envoy and other 15 crew members and accompaniedthem to the
port safeand sound. Envoy Le Quang Quynh and his companionssaid they were all tired

Ministry of Public Works submitted a report about the summer grain harvest damageand requestedfor a tax exemption for the two provincesHai Duong and Thai Nguyen.
Following the order, we have confirmed the damageand in accordancewith the law, we
respectfully requestan order to grant such exemption.
- With respectto the three investigation documents by Gia Dinh, Quang Nam, we respectfully request an order to give these documents to ... 3 to further investigateand
report accordingly.
- The other day, Eunuch Nguyen An conveyedthe questions to the Cabinet about the
delayedreturn of the soldiersand sailors,who were sent to Paracels.Also, whether Corporal Pham Van Nguyen and anyone elsecommitted embezzlementmust be revealed.If
there is any embezzlementcommitted, the casemust come before the Ministry of |ustice
for further punishment. If there is not any embezzlement,Pham Van Nguyen should be
immediatelyreleasedwithout being sentencedto 80 lashes,and reinstatedto his previous
post. The oficers who did not carry out the mapping properly havebeen sentencedto 80
lashes,but all havebeen released.The pilots havebeen rewardedwith small "3 mai" coins
each, and Soldiershave been rewarded with one quan each.The laborers taking part in

We now receive Do Mau Thuong and Imperial Guard Le Trong Ba, who are our
Ministry's officers,and returned from a mission to Paracels.Our Ministry havebeen informed by these two officers that this time, the surveying team reached 25 islands in 3
groups of island The team revisited 12 islandsand landed on other 13 islandsfor the very
first time). According to the pilot Vu Van Hung, the entire region of Paracelscomprises
four groups, and this time, the team conducted the survey in 3 groups, the remaining
group in the South is rather far away,and strong Southern wind blew so powerfully' so it
was unfavorableto go there; it would be late to wait for favorablewind, therefore, ships
should be sent there next year.Considering four mapsbrought back (three of them depicted individual group and the fourth one depicted all three areasas a whole) together with
a yet edited logbook, our Ministry would like to requestfor a thorough examination and
modification to the mapsbeforesubmission.
Accordingto the report by thesetwo officers,they had collectedone bronze-covered
cannon,red corals,someseabirds and turtles.Now they had brought them all back home.
