Sub : Working of Trolleys and Lorries.
************
PREAMBLE: CES Circular No.4/98,22/98,and1/99 were issued regarding working of
trolleys / lorries. This circular is issued detailing a few additional instructions to be
followed for proper working of trolleys and lorries.
1) OFFICAL INCHARGE OF TROLLEY OR LORRY WHEN ON THE LINE:
No trolley or lorry shall be placed on the line except by a qualified person (prescribed in
SR vide rule No.15.22) holding a valid competency certificate. The competency
certificate is valid for a period not exceeding 3years. The competency certificate shall be
renewed as per the provisions of SR 15.22.
2) EQUIPMENT OF TROLLEY/LORRY:
Trolley shall have the equipment prescribed in GR.15.20. Every trolley or lorry on the
line shall a red flag at day and red light by night and other circumstances impairing the
visibility. No trolley or lorry shall be attached to a train.
3) WORKING OF TROLLEYS:
Trolley shall be worked in accordance with SR 15.24 and Para 1118 and 1120 of
IRPWM 1986. During day in clear weather, trolleys shall be worked the rules for
working trains in the notified sections vide SR 15.24 (i)(a) in conjunction with form
No .T.1524-A. If detention is likely to be caused due to line clear, it may be decided
according to urgency of work whether to work in conjunction with form No.T.1524-B or
to wait until line clear is obtained without detaining the train. If it is decided to work in
conjunction with T.1524-B , the trolleys shall be worked in conjunction with SR15.24
(ix)(a) and (b)in case of single line and 15.24 (x) (a),(b),(c) and (d) on double lines.
On all other sections during day, in clear weather trolleys worked in conjunction
with form No.T.1524-A if the working is likely to cause detention to trains, may be
worked in conjunction with form No.T.1524-B.Trolleys may also be worked in sections
other than notified sections during day and in clear weather only on the sole
responsibility of the official in charge of the trolley, without block protection (T.1524-A)
or caution order protection (T.1524-B).
It is the responsibility of the official in charge of the trolley to ensure safety of
the trolley and its occupants while proceeding on a section without block protection or
caution order protection.
After placing the trolley on the line and entering the block section without
block or caution order protection, if the visibility becomes reduced to less than 1200 m on
BG and 1000m on MG sections on account of thick or fogged weather dust/sand storm,

rain or any other cause, the official in charge shall remove the trolley from the line
immediately.
Working of trolleys in conjunction with form T.1524-A and 1524-B, the SR
15.24 shall be strictly followed. When two or more trolleys are worked together on the
same line in the same direction, care shall be taken to ensure that they are kept atleast
100m apart to allow the rear trolley being stopped in time.
The speed of a trolley shall not exceed 15km/h. On notified sections and when
visibility is impaired, the speed shall be 5km/h.
Permanent way staff like gang mates, key man, gangmen and gatemen shall
exhibit a stop hand signal to warn for approaching train when they see a trolley on the
line or shall continue to exhibit till the trolley has passed atleast 1200m on BG or on
1000m on MG or until it is removed from the line.
4) WORKING OF LORRIES:
On all sections, the lorries shall be worked under the rules for working of trains in
conjunction with form No.T.1524-A both during day and night whether loaded with
heavy materials or not. The speed of the lorry shall not exceed 10km/h.
5) PROTECTION OF TROLLEY/LORRY ON THE LINE:
Trolley on the line shall be protected in accordance with GR. 15.26 and lorry on the
line shall be protected in accordance with GR 15.27.
6) TROLLEYS AND LORRIES OUT OF USE:
Trolley/lorry when not in use shall be placed clear of the line and the wheels
thereof be secured by a chain and padlock as per General rule No.15.28.
7) NUMBERING TROLLEYS AND LORRIES:
All trolleys and lorries of every section shall be numbered serially, with distinct
numbers and painted on the trolleys/lorries.
8) Rail dollies shall be worked on line strictly as per provisions of IRPWM Para 1122.
