C = k*v2 + 300.
So, for 48 rs per hour cost at 16 per hour speed,
48 = k*16*16 + 300
48 = k*256 + 300
k = -252/256
now for the most economical speed, differentiate the function. This gives
2kv + 300 = 0.
v = -150*256/-252
v = 152.38 km/hr.

fuel cost per hour = k speed^2
48 = k 16^2
k = 48/256 = 3/16
distance = speed * time
for a given distance and speed, time = distance/speed
fuel cost in that time = fuel cost per hour * time
= fuel cost per hour * distance/speed
= k * speed * distance
additional cost = 300 per hour = 300 * distance/speed
total cost = (3/16)*speed*distance + 300*distance/speed
total cost per km = (3/16)*speed + 300/speed
d/dspeed = (3/16) - 300/speed^2 = 0 at an extremum of cost.
speed = 40 kmph
