It gives me great pleasure to welcome all the distinguished
partners, sponsors, presenters and participating SMEs to the
first National MSME Conclave being organized by the Indian
Institute of Corporate Affairs- Centre for Micro, Small and
Medium Enterprises (MSMEs).
The MSME sector is the most dynamic and vibrant sector of the
economy and has emerged as the thrust area for future growth in
the country. As a critical part of the supply chain, sub-assemblies
and services to larger companies, the infinitely more flexible
MSMEs can perform activities that are not economically viable
for large enterprises. There is huge potential, which, once
tapped, could unleash unprecedented growth, powering the
Indian economy ahead.
IICA's initiative in hosting the 'National MSME Conclave 2014'
in New Delhi on November 19, 2014, will bring together the best
minds from the MSME sector to understand and overcome the
challenges and difficulties faced by the MSMEs today and
discuss the key issues for sustenance and growth.
We welcome you all and look forward to constructive
deliberations, distilled into recommendations and outcomes
which would inform our work and also the future vision of the
MSME Sector in India. Let us work together to seek ways to
empower the SME Sector so that it is able to take its rightful
place as the growth engine of the economy.

India's premier educational and research institution :
The Indian Institute of Corporate Affairs
The Indian Institute of Corporate Affairs (IICA) was registered as a society on September
12, 2008 under the Societies Registration Act, 1860. An autonomous institute, IICA
works under the aegis of the Ministry of Corporate Affairs to deliver opportunities for
research, education, and advocacy. It is also a think tank that curates a repository of data
and knowledge for policy makers, regulators as well as other stakeholders working in the
domain of corporate affairs.
Set up as the premier organisation that aims at providing astute and credible intellectual
leadership in corporate regulation, governance and running sustainable businesses,
IICA is a think-tank, capacity building and service delivery institute. Its work enables
corporate growth, reforms and regulation through synergised knowledge management,
and global partnerships thus offering real-time solutions. IICA propels knowledge and
training through its network of schools and centres. It has six departments and six hubs
of excellence carrying this vision forward.
The institute, spread across a sprawling 14-acres, has state-of-the art infrastructure. Its
main building is eight storeyed high and is eco-sensitive. The campus has residential
blocks, hostel facilities for staff and students, recreational centre, a well-stocked library,
an in-house auditorium and an efficient knowledge management system.
Key activities carried out by IICA include induction and in-service training to Indian
Corporate Law Service (ICLS) officers, capacity-building and training programmes,
policy advisory functions, public outreach and stakeholder consultations through
seminars, conferences and forums.
IICA also supports Ministry of Corporate Affairs (MCA) initiatives on all matters relating
to Corporate Affairs. Anticipation of corporate needs for effective functioning, reviewing
corporate laws for effective amendments to cater to evolving business environments,
exploring new paradigms such as investor education, and periodic reviews and updation
of definitions, components and activities related to corporate governance are other
prominent initiatives of the institute.

Background
Worldwide, Micro, Small and Medium
Enterprises (MSMEs) have been accepted
as the key component of industrial
development and a significant
contributor to national income. In a
developing economy, this sector not only
provides employment opportunities to
millions of people, but it also creates an
enabling environment for entrepreneurs
to develop their talents and necessary
skills.
In India too, the role and contribution of
MSMEs in the growth of economy and
entrepreneurship development is well
established. The importance of MSMEs in
our country is attributable to the fact that
it has low investment requirements,
location wise mobility and in many cases
it uses traditional skills and natural
resources. Despite this, the MSMEs in
India continue to face many challenges
such as stiff competition from large scale
industries, shortage of funds, lack of
updated technology, unpredictable
market scenario etc.
Hard policy choices, challenges of
implementation, regulation &
governance, an uncertain macroeconomic
environment and global sectoral
transformation have added to the
difficulties & challenges faced by the
MSME sector in India.
The
establishment of a sound process whereby

a workable course of action may be


decided upon, is the need of the hour,
whereby the potential for growth in the
MSME sector may be unleashed in India.
It is bearing these challenges and issues
in mind that the Indian Institute of
Corporate Affairs (IICA) in association
with the Indian Industries Association
(IIA)-an apex body of small and medium
industries, is organising a National
MSME Conclave on the 19th of
November, 2014 at the Scope Complex
Auditorium, New Delhi. Aptly named
Let's unlock India's MSME Potential: A
New Vision, the conclave seeks to identify
and address issues that are creating
hurdles in the growth path of the small
and medium industries sector.
Objectives:
The objective of the conclave is to help
MSMEs leverage the current
opportunities offered by industrialization
and explore solutions to the key issues of
finance availability and access to
technology, skill-upgradation of
manpower, manufacturing incentives
and other services. In order to fulfil this
objective, one complete session has been
assigned to the discussion of the existing
challenges and opportunities for the
acceleration of growth of the Indian
Large, Medium, Small & Micro units.

Mr. Surendra Nath Tripathi is Joint


Secretary, Ministry of Micro, Small and
Medium Enterprises (MSME),
Government of India.
Mr. Tripathi is Orisha Cadre 1985 batch
IAS Officer. Mr. Tripathi has done MA
(Political Science) from University of
Allahabad and MBA in Public Policy
Management, University of Ljubljana,
Slovenia.
While working for Government of Odisha
at various positions during 1985 to 2013,
handled different assignments like Land
Revenue & Management, Industries,

Finance, Communication & Information


Technology, Information & Broadcasting,
Administration, Textiles & Handicrafts,
Urban Development, Rural Development
and Panchayati Raj etc.
Mr. Tripathi has also worked as
Chairman, Orissa Computer Application
Centre during 2006 to 2009. He has also
worked with United Nations Children's
Fund (UNICEF) during 1995-96. In April
2013, Mr. Tripathi has joined
Government of India as Joint Secretary in
the Ministry of Micro, Small and Medium
Enterprises.

Rajesh Batra is currently responsible for


several development activities through
Capacity Building measures,
Entrepreneurship Education,
Information, Research and Consultancy,
Collaboration for Policy Facilitation,
institutional strengthening, Sector
guidelines and advocacy to develop best
practices for SMEs.
He has long experience of dealing with
promotion, development and financing of
Micro, Small and Medium Enterprises as
well as Agriculture Rural Industries
segments, SME competitiveness
enhancement and institutional
strengthening. Over the last 22 years, he
has worked extensively in the Policy
development work, Business Strategy,

Project Management, Imports, Program


management, Procurement & Logistics /
Supply Chain Management (SCM) and
Business development.
Rajesh has done his masters in commerce
and post graduate management courses
in the areas of Foreign Trade and
Marketing.
Rajesh is with Indian
Institute of Corporate Affairs (IICA) as

Dr. Sandeep Garg

Energy Efficiency Services Limited (EESL)

A Doctorate degree in Management from


AMU, Aligarh. Dr. Sandeep Garg is
Mechanical Engineer from G. B. Pant
University at Pantnagar in the year 1988.
He is a Post-Graduate in Business
Management from XLRI, Jameshedpur
and majored in Finance and Marketing .
Dr. Garg is also a fellow of Institution of
Engineers and also a Fellow of Institution
of Lighting Engineers.
Dr. Garg has joined Energy Efficiency
Services Limited as Head of Energy
Efficiency to work on the schemes of GOI
for their implementation. Earlier he had
worked at United Nation Development
Programme as Program SpecialistEnergy Efficiency and has been dealing
with the UNDP work area on Energy
efficiency along with the other projects. In
the past he was engaged in the

implementation of the National Mission


on Enhanced Energy Efficiency and PAT
(Perform Achieve and Trade Scheme), a
mission under the Prime- Minister
Mission on Climate Change for improving
Energy efficiency in Indian Industry. He
had previously successfully implemented
the Energy Labeling Scheme in the
Country through Standards and Labeling
and has commenced the labeling program
for 14 products and has been working on
the area of Transport efficiency including
development of Fuel Efficiency norms for
vehicles. Beside this, Dr Garg has also
implemented other programs in
Municipal sector, Climate Change and
Adaptation. Dr. Garg has pioneered in
setting new standards in the area of
Lighting and Motors which have set new
benchmarks in these industries.

Mr. P. Udayakumar is holding a degree in


B.E. and Post Graduation from IIM
Bangalore and he has close to 26 years of
experience in Petroleum, Fertilizer and
SME sectors in various capacities. He
was instrumental in creating
a
Customer-friendly Single-window
Business Model for the Marketing
Department of the Petroleum Company
he served and introduced a novel and
customer-friendly packaging system for
the Petroleum Industry. He is well
experienced in handling large direct
customer base with maximum customer
orientation.
He was a key member of various task
force teams and Strategic initiatives in
different organisations. He is well
experienced and Key management
Personnel in for developing and

approving strategies and New models for


the Business Development and
Marketing. He is the Head of the
Screening Committee for finalising the
proposals under Marketing Assistance
Scheme for MSMEs in NSIC. NSIC has
started a separate business vertical for
distribution of Petrochemical products
under his guidance.
He is actively
involved in development of Futuristic
verticals in Defence Procurement,
Logistics, IT and Public Procurement for
the MSMEs. He is the convener of the
Defence Committee formed by Ministry of
MSME. He was a member of Delhi
Productivity Council in 2012-13.He is a
member of IPR Cell of the FICCI MSME
Council. He was one of the Member of the
Selection Committee FIEO's Export
Awards for the year 2013-14.

Dr. (Mrs.) Jyoti S. A. Bhat

Dr. Jyoti S.A. Bhat has held diverse


responsibilities spanning research and
new product development, industry
executive, national government policymaking and programme implementation,
administration, teaching, training and
consultancy. She is currently Adviser in
the Department of Scientific & Industrial
Research, Ministry of Science &
Technology, where she is closely
concerned with aspects related to
technology advancement through
facilitation of technology promotion,
development, utilization and transfer.
She began her career with the Bhabha
Atomic Research Centre, Trombay,
Mumbai, Department of Atomic Energy,
where she was involved in research and
development of advanced multiprocessor
controlled instrumentation. She later
worked as a senior industry executive in
Enfield India Limited before joining the
DSIR.
She is an Honours Graduate, University
First Ranker, Gold Medalist in
Electronics and Communications
Engineering from the College of
Engineering, Guindy, Univ. of Madras
and a Ph.D. in Innovation Management
from Indian Institute of Technology,
Delhi. She worked with Prof James
Utterback at Sloan School of
Management, Massachusetts Institute of

Technology, USA under a Senior PostDoctoral Fulbright Fellowship.


She is handling programmes concerned
with the promotion of technology
innovation, industry-institute
collaboration, knowledge dissemination
and consultancy promotion. She is
responsible for the Consultancy
Development Centre, an autonomous
society under the DSIR, which is mainly
concerned with the fostering of
consultancy capabilities in the country.
She has steered the Technology
Management Programme of the DSIR
that has generated a voluminous
knowledge base of more than 400
technical reports and case studies. Under
her guidance, more than 200 Executive
Management Development Programmes
focusing on various innovation and
technology management aspects have
been organized across the country.
She has undertaken consultancy
assignments in several countries. She has
been invited to speak and chair sessions
by organizations such as CSIR, CDC,
Industry associations including CII,
FICCI, ASSOCHAM, PHD Chambers and
has been a Visiting Faculty and a guest
speaker in several of the IITs, IIMs, NITs
and other leading institutions. She has
also published widely in National and
International Journals.

Dr. J.S. Juneja

Dr. J.S. Juneja has a unique experience of


over three decades both in the public and
private sector managements. An MBA
from the University of Oregon, USA, Dr.
Juneja was conferred Doctoral Degree by
the University of Bombay in Applied
Economics (1989).
He is an international and national
consultant, author and has been a
Visiting Professor to the University of
Rhode Island, USA and prestigious
Indian Institute of Technology, New
Delhi. He has also been an External
Examiner for Doctoral students for the
Osmania University, Hyderabad and
Indian Institute of Mines, Dhanbad. His
expertise lies in capacity Building
through training, research and studies.
Dr. Juneja has been invited as a guest
faculty by several institutions and
organizations.
Dr. J.S Juneja is the Chairman of the
Global Projects & Services (P) Ltd. since
November 1995 and has been providing
m a na g e ment consultancy to the
Governments of Egypt, Syria, UAE

(Dubai), Mauritius, Botswana, Kenya,


Swaziland, United Nations, UNDP,
UNIDO, Commonwealth Secretariat,
Food and Agriculture Organisation of the
United Nations (FAO), ESCAP, ECA and
many other countries apart from several
institutions in India and abroad. He has
traveled extensively.
He has been the President of All India
Management Association (AIMA) - an
Apex Indian organisation in Professional
Management and is its life fellow. He has
been the Chairman and CEO of India's
apex SME development organization

Chairman, SME Chairman of AIMA,
Chairman and Vice President to World
Union of Small and Medium Enterprises

Dr. Juneja completed the study on 'SMEs


in Asian Region: Harnessing the Growth
Potential' for AAMO (Asian Association of
Management Organizations) and just
completed 'Policy Guidebook for SME
Development in Asia and the Pacific' for
the United Nations ESCAP (Economic
and Social Commission for Asia and the
Pacific and the same was released at the
Asia and Pacific Business Forum at Kaula
Lumpur. He also set up Software
Technology Park in Delhi housing over 40
budding entrepreneurs in IT & IT related
services, which was inaugural by Dr. K R
Narayanan, the then Vice President of
India. Many of them have graduated and
created thousands of jobs both for men &
women.

Dr. Juneja has researched and written
extensively just completed study on
Policy Guidebook for SME Development
in Asia and the Pacific Region for ESCAP.

Dr. Dietrich
Kebschull
Chairman
IGEP
Foundation
Professor Dr. Dietrich Kebschull is
presently the Chairman of IGEP, New
Delhi. He has been in India since 1987 as
Director of Indo-German Export
Promotion (IGEP), which was run by the
Indian and the German Governments till
2005. Since then IGEP works as an
independent non-profit organization for
enhancing trade and investment
relations between India and EU
countries. Dr. Kebschull is also the
Representative of the German Federal
States Hamburg and Schleswig-Holstein
for Economic Relations. The Business
Social Compliance Initiative (BSCI), an
initiative of European retail companies
initiated by the Foreign Trade
Association (FTA) Brussels, has
appointed him as the official
representative of BSCI in India. He was
also the Chief Programme Coordinator of
EU-India and Investment Development
Programme (EU-TIDP).
In his work he always put special focus on
the social and environmental impact of
private sector activities. Therefore he
introduced already in 1994 the
RUGMARK-label, which assures that
carpets are produced without illegal child
labour and helped to avoid a boycott of
Indian carpet exports. Therefore he was
awarded with life time award by the
Carpet Export Promotion Council (CEPC)

of India. In addition he successfully dealt


with the German ban of Penta Chloro
Phenol (PCP) which was followed by even
bigger threats in the case of azo dyes,
formaldehyde, nickel, heavy metals and
the latest TBT regulations etc. IGEP
under him developed a new standard
ISES 2000/2020according to Indian
conditions, which is to be seen as a
predecessor of SA 8000.
The ISES
standard became after the first tests in
the Indian shoe and textile/garment
industry the basis for the BSCI (Business
Social Compliance Initiative) of today's
Brussels based Foreign Trade
Association. Social and environmental
compliance has been introduced in sectors
like carpets, leather, handicrafts,
jewellery, natural stones, mica, textiles &
garments and many others are normally
financed by exporters and importers from
the private sectors. In the RUGMARK
initiative five schools and one children's
home with boarding schools are run in the
region of Varanasi-Mirzapur-Badhoi in
Uttar Pradesh for the children of weavers
and other poor sections of the society. At
present about 2500 children attend these
schools. In addition the Little KebSchools have been introduced in New
Delhi and in Jharkhand. Till end of 2011
four such schools for the weakest sections
have been established. They all provide
officially acknowledged education and
offer first courses in vocational training.
Also regular health care is organized, in
addition to special campaigns for
villagers, who do not have other access to
medical care.
For his work in India he has been

in the Ministry of Power he played a key
role in preparation and enactment of the
Electricity Act, 2003, and the rules and
policies under the Act. This created a new
liberal framework for the development of
the power sector in India and was one of
the major pieces of reform legislation at
that time. He was also instrumental in
promoting private sector participation in
the Power Sector and the ultra-mega
power projects. He conceived the Rajiv
Gandhi Gramin Vidyutikaran Yojana for
completing the rural electrification.
As CEO, Greater NOIDA Industrial
Development Authority, he was
responsible for the development of one of
the most attractive industrial townships.
He was Secretary to the Lt. Governor of
Delhi for over 5 years, and has also been
Commissioner, Kanpur and Chairman,

Indian Industries Association (IIA) an
apex body of MSME in India, is
registered under the provisions of
Societies Registration Act 1860 under the
laws of [India], having its registered office
at IIA Bhawan, Vibhuti Khand, Gomti
Nagar, Lucknow and liaison office at New
Delhi at 3E/6, Jhandewalan Extension,
Near Videocon Tower.
IIA came to existence in 1985 and today
the association has its 40 chapters in
Uttar Pradesh, Uttarakhand and Delhi
having a strong membership base of
about 7000 Micro, Small and Medium
Scale Enterprises. Direct members of IIA
also exist in other parts of the Country.
IIAs motto is to create an enabling
environment for the development of

Security Promotion Group of India (SPGI)
is a group of Security Professionals who
have come together for the sole and
selfless purpose of betterment of the
Indian Security Industry.
Each of the founder members has played a
crucial role in the evolution of the Indian
Security Industry. The founding
members have a combined experience of
over 200 years in Indian Security
Industry and are from the senior
management of leading security
companies of India.
The objective is driven by the sole motive
of structuring the industry and unitedly
making a representation in various
segments for the growth and benefit of
Indian security professionals and
organisations and in turn making the end
user benefit from an organised and
structured industry. We do not compete
with any other trade organisations.
In a short span of time, SPGI has become
an invincible force and is successfully
working in multiple fields which will
prove beneficial to the Indian Security
Industry. SPGI been appointed as a CoOrganizer of IISE 2014 and is also an
Event Partner of IBEX 2015.

activities as may be necessary, desirable
or incidental to gaining recognition for
SPGI and the attainment of its purposes,
