INTRO
Mandaue City is one of the highly urbanized cities of Metro Cebu included in the Mega Cebu
Program of the Metro Cebu Development and Coordinating Board or MCDCB. Strategically
located between the cities of Lapulapu and Cebu, it is ten - fifteen minutes away from the
Mactan-Cebu International Airport in Lapu- Lapu City and another fifteen minutes from the Cebu
iInternational and domestic pPorts and 2 major domestic ports, Pier 7 Gothong and Pier 8
Shuttle.
Mandaue is home to about 10,000 industrial and commercial establishments. It also accounts
for about 75 percent of the countrys total exports in the furniture sector, making the city the
furniture capital of the country.
Over 300,000 people live in Mandaue, which is projected to grow to more than 500,000 in 2050.
According to the Metro Cebu Sub-Roadmap Study for Urban Structure and Land Use,
Mandaue is one of the core areas of Metro Cebu included in the Green Loop, a project that aims
to identify urban boundary, promote more attractive urban functions and develop comfortable
road space for all users.
However, due to the rapid growth of urbanization, Mandaue has very limited land area for further
land development to accommodate the growing demands for civic and recreational sites. And
because of its strategic location as the gateway to Northern and Southern Cebu, as well as to
Mactan Island, its land traffic is in a constant gridlock.
Believing that greater things are beckoning in the horizon for Mandaue City, the Gothong
Southern Group proposes to partner with Mandaue in the realization of its mission, that is To
Create an Environment for Sustainable Economic Growth and a Livable Society Through
Responsive Governance and Multi-Sectoral Involvement.
THE PROJECT PROPONENT
Equally passionate in its own vision and mission, Gothong Southern provides a well-rounded
and complete chain of cargo movement for its valuable customers. It has investedments in
various assets and equipments to meet the demands of the market. Today, the company has
various ships, container yards, prime movers, trailers, and cargo containers among others. In
just 10 years, the company now operates seven ships and one tugboat. To date, our ports of
call are in Manila, Cebu, Cagayan, Tacloban, Ozamis, Iligan, and soon Davao and General
Santos.
THE PROJECT PROPOSAL
Bringing this track record of growth, Gothong Southern proposes a project called The
MANDAUE SOUTH POINT SEASIDE PARK & TERMINALxxxx, which aims to reinforce the
transport connectivity of the core area of Metro Cebu Cebu, Lapulapu and Mandaue - by
reclaiming a piece of the city's foreshore land for the use of its residents, neighbors and
visitors.

LOCATION
Located at Subangdaku, Mandaue, directly across the Mactan channel, the project site is
around close to 9 hectares, including about 3,165 square meters owned by the City of
Mandaue, and 9 hectares subject to a foreshore land reclamation and horizontal development.
SITE DESCRIPTION
The development will roughly be a rectangular parcel of reclaimed land stretching approximately
300 meters from the frontage of the Gothong Southern property and extending to about 300
meters seaward, partially covering an existing navigational hazard known as the (Banilad
Sshoals).
CONNECTIVITY
It can be accessed thru Mantawe Avenue and F.E. Zuellig Avenues. It is proposed that shuttle
buses from major malls will be encouraged to service this site, including the loading/unloading
stations of the Bus Rapid Transit. Berthing facilities for water taxis, passenger/cruise ships, and
cargo ships will be provided. Together with the water taxi, which the developer will provide, this
inter-modal transport system will provide a seamless connectivity for commuters to and from
Mactan island and visitors to the sSeaside pPark.
SUSTAINABILITY
The site is currently underutilized unutilized because of the surface-navigation hazard posed by
the Banilad Shoals at coordinates 10deg 190 N and 123deg 5559 E. Ships have ran
aground here. This has become a lay up area for derelict ships, creating an eyesore in
Mandaue. By reclaiming and developing to a seaside park & terminal with green technology,
Mandaue will benefit from tourism, commerce, less pollution from traffic, and improved social
well-being of its residents.
Passenger terminal/s will be developed with retail spaces for restaurants, specialty shops, and
services to support residents and visitors. Thirty (30) percent of the reclaimed land will be
allocated for open/green spaces, ensuring that a Green corridor shall thrive to separate the
recreational / public area from the port area.
PROJECT GOALS
The site will be a catalyst for Mandaue's growth in the commercial, civic, and tourism sector.
The property that was long inaccessible to the public will now be open for everyone to explore,
and aligned with Mega Cebus attributes, particularly on Mandaue being Interconnected and
Compact.
Among the important considerations in developing the project design include the following:

 Provide for needed mixed use development projects at the site, including commercial

and recreational uses.

Opening up of previously closed sections of the site to the public with the Mega Cebu

green loop concept of creating open and green spaces or a park, an esplanade that
will provide views of the Mactan channel, and other open space amenities
Enable Mandaue to develop a specific green growth area as part of its comprehensive

plan involving land use, green buildings and transportation to become a Low Carbon
Model Town (LCMT).
Achieve landmark stature, recognizable from the air, and water
Streets for cars, pedestrian and biking enthusiasts shall be separate from cargo handling

vehicles
Restore waterfront ecological resources
Use of solar-powered technologies
Decongest the Connectivity gridlock in Mandaue by moving people seamlessly between

two (2) Transit Engaged Waterfront Development Projects via an Inter-Modal transport
platform of Bus-Water Taxi-Bus-BRT system connecting Mactan Island with Mandaue
and the rest of Mega Cebu.
Facilitate the establishment of a water taxi and passenger/cruise ships terminals.
Reconnect the waterfront to inner Mandaue, building a sense of community and

becoming a source of local pride.

Accommodate anticipated waterfront industrial uses associated with a designated port

area, such as a container terminal.

Promote water dependent businesses and water transportation.
Complement the vibrant new community planned by Mandani Bay
Build the foundation to grow jobs, businesses, tourism, and recreation
