Applications are invited for various positions in the project titled "Promoting Professional
Excellence in Planning Commission/ Planning and Development Division @hase-I) (Revised)".
The positions are to be filled on contract basis, initially for two years, extendable on satisfactory
performance and requirement till completion of project. Detailed TORsijob descriptions are as

Name of the Post: Senior Specialist (Science and Technology)/Higher Education

Age: 65 years maximum
Remuneration: Equivalent MP-tr Level
Qualification: PhD in naturaUphysical sciences from I{EC recognized university.

Experience: o Minimum 20 years experience in policy planning of science &

technologylhigher education sectors.
o Strong quantitative and analytical skills and ability to design policy
and develop planning models for science & technologylhigher
education.
o Able to lead and participate effectively in multidisciplinary team and
contribute in policy dialogue at highJevel forum.
Responsibilities: o To recommend policy measures to Planning Commission for
development of science & technology and higher education in country.
o Ensure that designed projects and programmes are in line with
national and sectoral development strategy and priorities.
o Assist in Long Term @erspective), Medium Term @ive Year Plan)
and Short Term (Annual Plan) for integrated development of higher
education and science & technology in the country.
o Identify the major issues for development of science &,
technology/higher education policy formulation and implementation.
o To carry out evaluation of existing programmes of institutions to
determine the impediments in the way of smooth functioning of these
institutions/universities and recommend measures for their
improvement.
o Project preparation to advance the goals of national development.
