The Evesham Township School
District has compiled its annual
State of the Schools report for
the 2014-15 school year.
The report gives an overview of
student achievement using assessments and performance reports from the previous year.
Director of Curriculum and Instruction Danielle Magulick and
Curriculum Supervisor Robin
Collins presented the results at
the most recent board of education meeting.
One area Magulick highlighted
was the districts reading recovery program, which gives special
attention to the most at-risk first
graders in regard to their reading
skills. Last school year, the program served nearly 120 students.
Of those students, 65 percent
were successfully discontinued
from the program, 10 percent didnt finish the program due to moving out of district or other reasons,
while the remaining students finished the program but still needed

District has only just begun the
formal process of preparing the
2016-2017 budget, and already Superintendent John Scavelli Jr. believes the use of banked cap will
be necessary to balance expenses.
Scavelli made the announcement at the most recent meeting
of the ETSD Board of Education,
during which he gave a report on
the ongoing planning process for
the 2016-2017 budget.
Banked cap is the state mandated rule under which school districts may only increase their
local tax levy by 2 percent per
year, unless they were under that
cap within the previous three
years.
For any year a district is under
that 2 percent cap, the remaining
difference gets banked and the
district can raise its levy in a future year over the 2 percent cap
by an amount equal to the
amount it has banked.
Any amount banked by a dis-

trict in a given year expires after


three years.
Scavelli said he believes the use
of banked cap will be necessary
to replace the loss of increased
revenue from the states 2011 Pension and Health Benefits Reform,
part of which required school employees to pay a portion of their
health insurance costs.
The employee contribution had
a four year phase-in period,
where at first employees paid a
smaller amount of the contribution requirement and then that
percent was increased an equal
amount in the next three years,
until in the fourth year when the
employee pays the entire contribution.
According to Scavelli, the district is virtually 100 percent
phased in and it will not realize
the benefit of the increased revenue from one phase to the next
as it has for the past three years.

as significant, since the increase of revenue for just the cur-

County library system undergoes upgrades


The Burlington County Library System will undergo a comprehensive, system-wide modernization in the next few weeks that
will enhance user experience
through improvements to virtual
systems, cataloging, circulation
policies and more.
The upgrades are part of the library systems Explore the Future initiative, an ongoing effort
to ensure that the BCLS continues to move forward to meet the
needs of the public in the fastpaced, ever-changing digital age.
When completed, library customers will have access to an
array of exciting new features
that will make visiting the library both in person and online
a more rewarding experience.
We are aware of how our cus-

tomers use the library, and these


changes are an attempt to adapt
to their needs, said BCLS Director Ranjna Das. Our analytics
tell us our users are visiting us
more and more on phones and
tablets, and the new responsive
catalog will enhance the user experience by adapting to this virtual environment.
The planned improvements to
the BCLS cataloging system include:
The option to track up to two
years of reading history
Online fine payment
The ability to link family accounts
The ability to save and re-run
specific search parameters when
logged into the catalog
The ability to reset PIN, con-

tact and address information via


the online catalog
The option to be notified of
pre-overdue materials, fines and
holds via text message
Easy, one-click borrowing of
ebooks, audio ebooks, and
streaming video via the BCLS catalog
The ability to place holds on
new movies
Ultimately, library users want
more convenience and we are positioned to offer it, Das said.

Evesham Police responded to


the unit block of Lee
Court early Thursday
morning, Oct. 15, following a 911 call reporting an unresponsive male who had
overdosed on heroin.
This was the second heroin overdose the officers handled during
their shift.
Responding officers found the
victim lying unresponsive and
not breathing inside the home.
Officers quickly administered
nasal Narcan and revived the victim, who was then taken by the
Evesham Rescue squad and paramedics to a local hospital for further medical treatment.
All 75 of Eveshams sworn officers, are trained and issued nasal
Narcan kits. Narcan is a brand
name of the generic drug naloxone hydrochloride. When someone is not breathing adequately
because of an opioid overdose,
there are only minutes to intervene. Narcan reverses an overdose caused by an opioid drug,
such as heroin, and can restore
breathing within a few minutes.

In 2013, legislators passed the


Opioid Antidote and Overdose
Prevention Act, which made it
legal for law enforcement officials
to carry Naloxone/Narcan, a
heroin antidote previously only available to
hospital staff.
The act provides immunity for witnesses
and drug overdose victims, and allows both
health-care professionals or pharmacists and non-health-care professionals to dispense the antidote in emergency situations.

On Oct. 17 at 2 p.m., Evesham


Police responded to the GNC
store located in the Marlton
Crossing Shopping Center, 101
South Route 73, for a female attempting to pass a counterfeit
$100 bill.
The female was located by officers and arrested. During a subsequent search of the females
property, she was found to be in
possession of additional counterfeit U.S currency, merchandise
from other stores in the complex
that was purchased with counterfeit bills, heroin and drug paraphernalia. All recovered property
was returned to the stores.
A woman, age 44, of Philadel-

and a disorderly persons offense
for possession of hypodermic
needles. She was committed to
the Burlington County Jail in default of bail.
On Oct. 13, a victim reported to
the Evesham Police that her unlocked vehicle was entered and an
iPad was stolen while parked outside the Starbucks, 300 South
Route 73.
During the investigation, the
victim reported that pictures of
an unknown male and female surfaced through her iCloud account. Investigators were able to
identify the couple depicted in the
selfies with the assistance of the
Lindenwold Police Department.
Arrest warrants were issued
for the couple, and on Oct. 21, the
Voorhees Police Department arrested them both and recovered
the stolen iPad, which will be returned to the owner.
A male, age 38, of Voorhees,
was charged with third-degree
burglary and fourth-degree theft.
He was lodged in the Burlington
County Jail in default of bail.
A female, age 26, of Voorhees,
was charged with third-degree
burglary and fourth-degree theft.
She was lodged in the Burlington
County Jail in default of bail.

Temporary service interruptions in place during upgrade

throughout the changeover.
There will be, however, a few temporary
service interruptions the public should be
aware of to help ensure a smooth transition:
Beginning Nov. 5, no holds may be
placed on library materials, although digital materials, including ebooks, audio
ebooks and streaming video, will remain
available at this time via the Overdrive app.
From Nov. 11 to Nov. 18, neither staff
nor customers will be able to log into online accounts or renew items. Late fees will
not accrue during this time.
The My List feature will no longer be

available after Nov. 11. Those who wish to


save their lists should print or email them
by logging into their accounts via the online catalog. (Those who fail to save their
lists prior to Nov. 11 will lose all information stored in their lists.)
From Nov. 12 to Nov. 18, BCLS will run
in offline mode, meaning customers will
be able to continue to check out and return
materials in person with their library
cards, but other services will not be available. During the transition, Items may not
appear correctly in the catalog, for example.
In addition, unscheduled delayed openings and library closings are possible during the transition, and any changes in operating hours will be posted on the BCLS
website.
The new improved system is scheduled
to officially launch on Nov. 18 when all
services are expected to be restored.
At that time, customers will be intro-

duced to the exciting array of new BCLS


features that will provide an enhanced user
experience when searching the catalog,
placing holds, renewing items and using
other online tools. To ease the transition,
the new catalog also will include a Help
section with guides to demonstrate functionality and explain basic operation.
In addition, as part of the system-wide
overhaul, customers who use the BCLS mobile app by Boopsie will find that service
disconnected.
Instead, visitors to the BCLS catalog will
find a responsive design that will automatically reformat content to display properly
on any device. Additionally, customers who
use tablets and smartphones will be presented with this mobile-friendly view when
visiting catalog.bcls.lib.nj.us
Customers who use the Overdrive digital
app to borrow ebooks, audio ebooks, and
streaming video will continue to use that
service.

rent year was projected at
$700,000, and that will need to be
replaced with another source of
revenue in 2016-2017.
What has helped us over these
last three years is Chapter 78, because it did bring in increased
revenue to the district as it was
phased in. Each year we saw the
benefit of additional revenue
coming into the district to help
offset expenses, and thats one of
the ways that we were able to stay
below and not have to actually
use and stay under the cap in
most cases, Scavelli said.
Scavelli said the district has
gone up to the 2 percent cap levy
just two times in six years, and
has never used any of its banked
cap since the rules governing the
2 percent tax levy cap and banked
cap came into effect six years ago.
However, now, with such a significant amount of money that
has to be made up, Scavelli said
for the upcoming school year, it
would be essential to consider
using banked cap.
All school districts coming out
of phase four will be facing this
situation in the upcoming year, so
were not alone, Scavelli said.
Scavelli also pointed out that in
addition to the $700,000 that will
need to be made up, the district
will still have to deal with the natural year-to-year increases for
employee salaries and benefits.
Scavelli noted the districts
general fund expenditures continue to mainly stem from staff
salaries and benefits, which account for approximately 84 percent of the districts spending.
Every year is the same thing
because of the tax levy cap wall.
Every year you have the same
challenges and issues, Scavelli
said.
According to Scavelli, the districts annual community budget
meeting, where it will outline the
tentative budget and take input
from the public, is still planned
for early February as in years
past.

student should be entered into
various programs.
While the report would also
normally include scores from the
New Jersey Assessment of Skills
and Knowledge standardized test,
last year much of the NJASK was
replaced with the Partnership for
Assessment of Readiness for College and Careers test, for which
scores were not yet available.
For the NJASK science exam,
which was still administered to
grades four and eight, in the
areas of life, physical and earth
sciences, 90-99 percent of students scored as proficient.
Overall, Magulick said results
from such exams and assessments drive conversations between district officials and help
set the direction for student goals,
student strengths and needs, district program goals, teaching
goals and more.
Basically, what were looking
for are patterns, trends and surprises, Magulick said. We have
conversations about cohorts of
kids, specific, individual kids, are
they getting the support that they
need, is there more that we need
to do? We really draw out a lot of
what well do.
