FIRST NSChE MOUAU STUDENTS CHAPTER EXECUTIVE COUNCIL MEETING

HELD ON THE 29TH DAY OF MAY 2014, AT CHEMICAL ENGINERRING ANALYSIS

LABORATORY
The meeting started as at 9:45am with opening prayer led by Comr. Ogoke Martha
N. This was followed by a brief introduction of people.
The agenda of the day was listed, and the first to be treated was preview of
election and financial rundown of election. This was suspended following the
absence of the chairman NSChE Electoral committee, Mr. Ibeh Wisdom as at then.
The NSChE president Comr. Eze Nwakuba N spoke about his meeting with the
NSChEEC chairman, who was asked to bring a financial report today or face sanction
from the executive council. He also stated the NSChEEC chairmans reply, which was
that he would be unable to present a financial report, due to the forth coming
exams, and a project still at hand, which was the creation of certificate, and
therefore can only be possible next semester, since he needed more time to
concentrate.
The initial agenda of the day was brought to the table, following the arrival of the
NSChEEC chairman as at 9:45am. The NSChEEC chairman apologized for being late
at the meeting. He spoke about the election being a success, despite the ups and
downs incurred. There was a brief interruption following the NSChE presidents
request for s financial report.
The NSChEEC chairman stated that the electoral committee would be unable to
provide an account of the financial statement due to the limited period to the exam.
The chairman went on to say that he doesnt see it right, that a pioneer executive
should start up with requesting for financial report, and that the executives should
have first sat down and had proper introduction among themselves and with
lectures. He made it known that the electoral body would give an account, but at
time convenient for them.
The NSChEEC chairman, asked whether it is in the constitution for the electoral body
to make accounts to the executives and that from his review from other
associations, that the electoral body should expire when a new body is formed, also
that there are certain positions, vacant which the electoral body should fill up. The
chairman further stated that the constitution says that a certificate should be
produced in collaboration with the HOD, on or before service. He also stated that he
has a project at hand, and does not see it right to make a financial report now, and
also that if he retires as the electoral committee chairman, who will be in charge
to issue the certificate, if it was to be given after service.
DELIBERATIONS AND REACTIONS OVER THE NSChEEC CHAIRMANS
STATEMENT

 The NSChE president, Comr. Eze Nwakuba N said that the electoral committee
chairman was going out of the bone of contention.
The NSChE Director of Socials, Comr. Abiaka Nnaemeka C spoke over the
issue, and that requested, that the electoral committee should still exist, but
should not work beyond their limits.
The NSChE Director of Welfare, Comr. Suleiman Godwin said that from the
caretaker committee meeting, the electoral committee stands invalid after
election. He further stated that the vacant positions should be filled up by
appointment not election. Comr. Suleiman also said that he sees this report as
the basic thing that should be discussed, since for an executive to function
properly they need fund.
The NSChE Assistant Secretary General Comr. Mbaka Victor said that the
report must not be a financial report, but evidence should be presented to at
least secure the positions of the executives. He stated that the electoral body
should still stand but be paramount to changes if needed. He went on to say
that if the certificate should be presented after service, then not every
executive would be issued a certificate.
The NSChE Vice President Comr. Ugochukwu Onyinyechi stated that from the
caretaker committee, the electoral committee were given two weeks to
conduct election and be dissolved.
The NSChE Director of Research and Project Comr. Ukandu Okemefula C said
that it seemed that the NSChEEC chairman was giving us a seminar and that
if the NSChE executive council dont request for a financial report, then they
dont know what they are doing. He said that the NSChEEC chairman was
making much emphasis on the borrowed constitution.
The NSChE Director of Welfare Comr. Suleiman Godwin said that he does not
agree with Comr. Mbaka Victor, since his statement would invalidate the
caretaker committee discussion. He said that the electoral committee should
not be compared with the National electoral committee, and that the
committee should not be the ones to merit us.
The NSChE president stated that from article 13, section D of the borrowed
constitution, it states that The committee shall perform all the duties usually
performed by the executive council and shall hand over power when the
executive council is elected. The president went on to say that the NSChEEC
chairman should not tell the executives how to run. He stated that the
inability of the electoral committee to provide the certificate was a flop, since
it was meant to serve as an evidence of power to the executives. He also
specified that from the caretaker committee that the electoral committee is
invalid after election and should be called up by the executives when in need.
The NSChE president stated that the unfilled positions from Article 10, section
C, subsection IX of the borrowed constitution says All office vacant in the
executive council will be filled, election to hold within 30 days of its vacancy.
He stated also that the electoral committee had no right to create position
with reference to the Director of Sports created. He said that the excuse given

by the electoral chairman was reasonable, but that he should given the
council a date for the report.
The NSChE Director of Socials Comr. Abiaka Nnaemeka said that he thinks
that the basic issue needed to be discussed with the electoral committee
should be discussed and that they should be allowed to leave for the
executives to discuss.
The electoral committee chairman made some references to the borrowed
constitution and said that he would give us a financial report by the second
meeting next semester. He went on to say that the committee conducted the
election with basically fund sourced from other sources, and that we can
source for fund to run the association from other sources.
The NSChE Vice President Comr. Ugochukwu Onyinyechi said that if the
electoral committee presents a report at the second meeting how do we
intend to hold the first meeting, since there is no fund.
The NSChE President said that he would not love to hear that there are
conflicts within the NSChE. He made it clear that he had no personal issues
with anyone. He stated some misconducts the NSChEEC chairman which
