REQUEST FOR QUALIFICATION (RFQ) FOR 08- LANE ACCESS CONTROLLED

EXPRESSWAY ON THE
BANK OF UPPER GANGA CANAL ON DBFOT IN PPP MODE

Uttar Pradesh Expressways Industrial Development Authority (UPEIDA),an Authority constituted by GoUP,
proposes to develop 8-lane access controlled Expressway on the right bank of Upper Ganga Canal(UGC) from
Sanauta Bridge (Greater Noida) to Uttar Pradesh-Uttarakhand Border near Purkazi (Dist. MuzaffarNagar) and
hereby invites Request for Qualification (RFQ) for short listing of Developers for participation in the next stage of
bidding i.e. Request for Proposal (RFP) on the basis of International Competitive Bidding.
The last date of submission of RFQ is 3rd March 2010; up to 1300 hrs.

 Expressway: 149 km (approx.)
 Links: 76 km (approx.)
 Meerut International Airport and Terminal point of DFC
at Partapur (Meerut) -25 km approx.
 Deoband (Saharanpur) - 26 km approx.
 Other Links with mutual consent-25 km. Max. 02 links.
 Land for ROW of Trunk Expressway (571 ha approx.)
available free of cost.
 Land at 7 locations (94.67 ha. approx.) on Left hand
side of canal available free of cost for establishing way
side amenities, tourism, transport etc.
 Land identified at strategic locations for granting of
development rights.
 Tax concessions and Tolling Rights as per GoUP policy.
 Potential Traffic Feeders - NCR, Aligarh, Bulandshahar,
Saharanpur, Karnal, Panipat, Yamunanagar, Haridwar,
Dehradun, Paonta Sahib
 The project also includes development of Hydro
Power Project at seven locations on Upper Ganga
Canal.
 Option for Navigational Facilities in the canal.

As per RFQ issued on 24th Jan. 2010 for the above project, Pre- RFQ Meets have been held on 3rd & 11th February
2010 at New Delhi & Lucknow respectively. The clarifications of queries received and Addendum to the RFQ have
been uploaded on UPEIDA’s web site www.upeida.in. The Next Pre- RFQ Meet is scheduled on 22nd February 2010
at 1130 hours (IST) at Taj Mahal Hotel, 1 Mansingh Road, New Delhi.

All those interested in getting the RFQ document may obtain the same from the office of UPEIDA at the address
given below with a non refundable fee of Rs. 50,000 (Rs. Fifty thousand only) in the form of demand draft in favour
of “UPEIDA”, payable at Lucknow, on all working days till 2nd March, 2010 between 1000 hours (IST) to 1700 hours
(IST). The RFQ document can also be downloaded from the website i.e. www.upeida.in . However in such case
interested party will submit non-refundable fee of Rs. 50,000 (Rs. Fifty thousand only) as mentioned above along
with the application.
