51.Highlights of the minutes of the Barangay Consultation in Barangay Marayag
for the Rehabilitation/Concreting of Magsaysay-Bobonaon Spur Sta. Cruz-Paco
FMR held last November 4, 2015, 2:30 pm at Brgy Marayag Multi-Purpose
Hall. The meeting was attended by the memebers of the Provincial Project
Management and Implementing Unit (PPMIU).
52.The meeting was started by Brgy Captain Larry M. Peril, who welcomed all the
participants in the consultation. It was followed by the rationale of the project
which was given by Engr. Marilyn E. Pono. She explained that the project
costs over 200 million and as a requirement, PRDP wants to ensure the social
acceptance of the project that is why a barangay consultation is a necessity.
PRDP wants to get the feedback of the community regarding the concreting
project. She further explained that the province had already conducted a
barangay consultation with the barangay officials last June 15, 2015,
however, the NPCO has commented that the residents should be included in
the consultation. She highlighted that the establishment of the road right of
way (RROW) would affect a number of households in the area based from the
survey conducted. She emphasized that PRDP is very strict in their
requirements that is why the PPMIU would need every residents support for

the project. Lastly, she encouraged everyone to ask any queries they have
and actively join the workshop.
53.The discussion was followed by Engr. Longay Soter, who discussed the details
of the project. He explained that his role was to make the plan of the
concreting project and he encountered problems regarding the establishment
of the 10-meter RROW. He stated that the project is complete with canals and
cross drains. A resident from Brgy Marayag, questioned if its possible to
change the curve pathways into a straight line. Engr. Soter answered that in
the plan, the existing curve pathways will be followed.
54.The discussion of the RROW was done by Mr. Walter Andit from the Provincial
Assessors Office. He showed the result of the survey and explained that
there were 16 identified households that will be affected in the establishment
of the RROW. He explained that the affected households will be asked to sign
the quitclaims as part of the legal documents needed by the PRDP. He asked
all the present participants if they all want for the implementation of the
project. All of the participants raised their hands to show their support for the
project. The names of the affected households were each called and
identified.

The consultation was then followed by the workshop, Engr. Pono lead
the workshop. The intention of the workshop was to ask the stakeholders; opinions,
suggestions and concerns. They were tasked to provide answers to six questions
originally formulated in vernacular. These were as follows;
1. What is the current situation of your lives or livelihood with the existing
condition of the road?
2. Do you need and support the rehabilitation and concreting of the road
from Magsaysay-Bobonaon Spur Sta, Cruz-Paco FMR?
3. What are the prevalent impacts on your lives or livelihood once the road is
restored?
4. There are problems or hindrances in making proposal or feasibility study
like the road right of way, what else do you think you can do to resolve
such problems?
5. During the implementation of the project, what else do you think you can
contribute to make the construction as smooth as possible?
6. If there are complaints, as barangay official or citizen, what can you do
about it?

The participants were grouped into three groups. One group was for
the Mamanwa who were present in the consultation. Each group was made to
answer all aforementioned questions. Every member of the group was encouraged
to present their opinions on the questions through provided metacards and pasted
on a Manila paper.

After the given time for the group to discuss, each group was given the
chance to present their consolidated outputs.
