I- MISSION
To help ensure sustainable worldwide environmental stewardship, as well as employee and customer safety, this
specification list identified materials whose use is either prohibited or restricted because of national or international
regulations, health or environmental concerns. They require special consideration and continuing awareness in the
manufacture, use and disposal of Whirlpool products.
SCOPE
The Whirlpool Restricted Materials List includes those materials that experience has shown are of special
significance. The RML clarifies requirements regarding materials (chemical compounds and substances0 FOR
Whirlpool products. Further, more stringent requirements for the product or constituent materials can be specified in
the individual technical description (e.g., products which when used will come into contact with foodstuffs). This RML
reflects those materials that have been of concern in the past and those that are most obvious as potential concerns
in the future. It also reflects the fact that close attention to the choice of materials can have far reaching significance
in terms of product safety, reliability, consumer product acceptance, end-of-life disposal costs and the environment.
Whirlpool and its suppliers of parts, components, and materials must all comply with the requirements of
this Specification.
NOTES AND DEFINITIONS:
PRC: process; the material may be used in Whirlpool manufacturing processes.
PRT: product (part, component, material, or appliance)
CAS REGISTRY NUMBER- Materials are referenced by their universally recognized chemical abstract service
number (CAS number), in most cases, and acronyms will only be used after the full name of the substance has been
listed. This number is not to be confused with the Whirlpool designated category rating described below. Rather than
include each and every member of a class of compounds, the term multiple will be used to avoid listing the entire
class: for example, the CAS number will be listed for cadmium, but multiple will be used instead of listing all
cadmium salts or compounds of cadmium. Blank spaces in the list suggest the material is not suspected as a
concern or the material rating will be addressed at a later date.
CATEGORIES OF RESTRICTED MATERIALS
1.

Materials Prohibited.

2.

Materials that are being used for a limited time for a specific use with a specific phaseout schedule.

3.

Materials which must be used, or result from use, because there is no acceptable alternative. Extra
precautions must be taken or extra awareness must be used to prevent negative impact. This could
include material confinement or concentration limits. This also includes materials that are being used
for evaluation only.

4.

Materials that are not presently regulated but are a possible target for future regulation or concern.
The use of these materials should be monitored closely with strict adherence to review schedules.

CHANGES IN ENGINEERING MATERIALS - It is strongly recommended and encouraged that any change in
material (being contemplated in product design or manufacture) should result in the use of only materials with the
same or lower risk. For example, if a category 3 material being used is going to be replaced with another material on
this RML, the replacement material should be in category 3 or 4, not in category 2. In addition, changes in materials
should not make any requirement of landfill disposal more restrictive.
RESTRICTED MATERIAL - A material that could reasonably be expected to be an important consideration in the
manufacture, use or disposal of a Whirlpool appliance. Such a material could appear on this list because of legal
restrictions or as a result of Whirlpool policy.
REVIEW SCHEDULE Whirlpool will update this RML Specification from time to time, possibly on a quarterly basis.
Suppliers must check the website to ensure compliance with the most recent RML Specification.

CATEGORIES - Identified materials are divided into categories respective to the Whirlpool regions: USA &
CANADA, LAR, WE, MEX, and ASIA. It is to be noted that the Global category is for materials that are used in
Whirlpool products that are marketed globally. The regional ranking of a material in a specific region can be
different from that in other regions or globally due to regional exemptions. For example, a material ranked 3 in USA
& CANADA can be ranked 1 in GLOBAL because, while being produced in the USA, Whirlpools product will be
distributed beyond the USAs borders. Therefore, the strictest regulations in application in the other regions will
apply.

PROCEDURES

A complete materials evaluation must include referral to all documents that apply. FPA submittals must include
a certification document of compliance with this RML Specification.
Purchase of raw materials or semi-manufactured products must comply with the RML. FPA submittals must
include a certification document of compliance with this RML Specification.
The Whirlpool Chemistry, Materials and Analytical Sciences department may be available to help.

art.1,inc.I: it prohibits, nationwide, the extraction, production, manufacturing and


commercialization of actinolite, amosite (brown asbestos), anthophyllite, crocidolite
(blue asbestos) and tremolite, mineral varieties belonging to the amphibole group,
as well as of products that contain those mineral substances.

art.1,inc.II: it prohibits, nationwide, the spreading of all types of fibers among which
asbestos/amiante of the chrysotile variety.

art.1, inc.III: it prohibits, nationwide, the sales of bulky powder fibers, among which
asbestos/amiante.

III-LEGISLATIVE REFERENCES

1. Directive 76/464 of the Council, d.d. May 4, 1976, concerning pollution deriving from the exhaust of harmful
substances into the water environment of the Union, granted by Legislative Decree no. 133/92 whose main
object concerned industrial exhausts of harmful substances into water. This directive, on considering necessary,
by Member Countries, a general and immediate action in order to safe the whole water environment of the
Union, established two groups of harmful substances. First list includes substances, which are treated as
primary importance for their toxicity, persistence and bioaccumulation; second list includes substances whose
negative effects can be restricted only in some places and conditions: nevertheless their discharge must be
minimized.
2. Directive 76/769 and following changes, concerning the approximation of legislative, regulation, administrative
disposition of the Member Countries concerning the restriction to put on the market and to use relevant quantity
of some particular substances and harmful compounds: therefore the substances foreseen by this Directive
have to be forbidden.
3. Directive 78/319 of the Council, d.d. March 20, 1978, concerning toxic and noxious wastes, lists some

IV- HEAVY METALS FACTS


Lead if used in PVC is bound to the wire insulation. Exposure was thought to be to be negligible prior to Prop. 65
except for incineration and potential leaching in landfills under acidic conditions. Lead is bioaccumulative and
causes many affects including brain & kidney damage. Lead compounds are the predominant stabilizers in wire and
cable worldwide. Lead compounds are also used as colorants. If lead is not introduced voluntarily in a compound
(such as paint) but exists as a natural contamination or as a by-product, the safety limits will have to be taken into
consideration and respected. See sections below (Annex II and drinking standards)
Cadmium if used in PVC is also bound to the wire insulation and may be released by incineration or potential
leaching from landfill. Cadmium compounds are toxic and bioaccumulative damaging the lungs and kidneys and has
been determined to be a carcinogen by the US National Toxicology Program 2001. Cadmium compounds have
been used as a stabilizer and colorant in plastics, but has been phased out of production due to health concerns.

Chromium exists in two common forms Cr(III) & Cr(VI). Cr(VI) is carcinogenic. Chromium compounds have been
used as colorants for plastics. See sections below (Annex II and drinking standards)

Mercury is highly toxic. Long-term exposure to the metal may be fatal. Inhalation may lead to liver, kidney and CNS
damage. Danger of cumulative effects. Harmful by ingestion and by skin contact. See sections below (Annex II and
drinking standards)

Arsenic is very toxic and may be fatal if inhaled, swallowed or absorbed through the skin. This is a known human
carcinogen, which may cause reproductive disorders.
Nickel may cause allergic reactions for people sensitive to it. The DHHS has determined that nickel and certain
nickel compounds may reasonably be anticipated to be carcinogens. However, the EPA MCL of 0.1 ppm was
remanded in 1995.

Copper is harmful if swallowed or inhaled and causes irritation to skin, eyes and respiratory tract. It affects the liver
and kidneys and chronic exposure may cause tissue damage.
Aluminum is not classified by the EPA as a human carcinogen. It is not considered toxic, but contact may cause
irritation with redness and pain. Persons with pre-existing skin disorders or eye problems or impaired respiratory
function may be more susceptible to the effects of the substance. Aluminum hydroxide is widely used as an
inorganic flame retardant in plastics due to low cost and ease of incorporation into manufacturing process.
Iron may cause irritation if inhaled. Ingestion of extremely large oral dosages may produce gastrointestinal
disturbances.
Calcium is a typical nontoxic filler material for plastic, which may include precipitated calcium carbonates and
ultrafine ground calcium carbonate or Dolomite CaMg(CO3)2.

VI-Annex II-RoHS and WEEE


In 2003, the European Union passed 2 directives: (1) Waste Electrical and Electronic Equipment (WEEE) Directive
which created mandatory collection and recycling of certain products, and (2) Restriction of Hazardous Substances
(RoHS) which bans use of 4 heavy metals (lead, mercury, cadmium and hexavalent chromium) and brominated fire
retardants PBB & PBDE in manufacturing certain products. RoHS has currently created a Directive limiting these
metals. Effective July 2006, new products covered under the WEEE Directive are prohibited from being put into the
marketplace in the European Union Member States if they contain any of the Hazardous Substances set forth in the
RoHS Directive. Because Whirlpools appliances fall within these Directives, Whirlpool and its suppliers identified
for the GLOBAL column of the RML Specification must comply with the requirements of these Directives. For more
information on these Directives, see the information provided below, as well as visiting the European Union official
website at: http://europa.eu.int/eurlex/en/index.html.

DIRECTIVE 2002/95/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL


Of 27 January 2003 on the restriction of the use of certain hazardous substances in electrical and electronic
equipment Prevention
1. Member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market
does not contain lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) or polybrominated
diphenyl ethers (PBDE). National measures restricting or prohibiting the use of these substances in electrical and
electronic equipment which were adopted in line with Community legislation before the adoption of this Directive
may be maintained until 1 July 2006.
2. Paragraph 1 shall not apply to the applications listed in the Annex.
3. On the basis of a proposal from the Commission, the European Parliament and the Council shall decide, as soon
as scientific evidence is available, and in accordance with the principles on chemicals policy as laid down in the
Sixth Community Environment Action Programme, on the prohibition of other hazardous substances and the
substitution thereof by more environment-friendly alternatives which ensure at least the same level of protection for
consumers.
Article 5
Adaptation to scientific and technical progress
1. Any amendments which are necessary in order to adapt the Annex to scientific and technical progress for the
following purposes shall be adopted in accordance with the procedure referred to in Article 7(2):
(a) establishing, as necessary, maximum concentration values up to which the presence of the substances referred
to in Article 4(1) in specific materials and components of electrical and electronic equipment shall be tolerated;
(b) exempting materials and components of electrical and electronic equipment from Article 4(1) if their elimination
or substitution via design changes or materials and components which do not require any of the materials or
substances referred to therein is technically or scientifically impracticable, or where the negative environmental,
health and/or consumer safety impacts caused by substitution are likely to outweigh the environmental, health
and/or consumer safety benefits thereof;
(c) carrying out a review of each exemption in the Annex at least every four years or four years after an item is
added to the list with the aim of considering deletion of materials and components of electrical and electronic
equipment from the Annex if their elimination or substitution via design changes or materials and components which
do not require any of the materials or substances referred to in Article 4(1) is technically or scientifically possible,
provided that the negative environmental, health and/or consumer safety impacts caused by substitution do not
outweigh the possible environmental, health and/or consumer safety benefits thereof.

In these Regulations
electrical and electronic equipment means equipment which is dependent on electric currents or
electromagnetic fields in order to work properly and equipment for the generation, transfer and measurement of
such currents and fields falling under categories set out in Annex 1A to Directive 2002/96/EC on waste electrical and
electronic equipment(c) and designed for use with a voltage rating not exceeding 1,000 volts for alternating current
and 1,500 volts for direct current;
enforcement authority shall be construed in accordance with regulation 10; hazardous substance means
lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls or polybrominated diphenyl ethers in
quantities exceeding the maximum concentration value levels set out below
0.1% by weight in homogenous materials for lead;
0.1% by weight in homogenous materials for hexavalent chromium;
0.1% by weight in homogenous materials for mercury;
0.1% by weight in homogenous materials for polybrominated biphenyls:
0.1% by weight in homogenous materials for polybrominated diphenyl ethers; and
0.01% by weight in homogenous materials for cadmium; and
producer means any person who, irrespective of the selling technique used, including by means of distance
communication according to Directive 97/7/EC(a) on the protection of consumers in respect of distance contracts:
(i) manufactures and sells electrical and electronic equipment under his own brand;
(ii) resells under his own brand equipment produced by other suppliers, but for these purposes a reseller
shall not be regarded as the producer if the brand of the producer appears on the equipment, as provided
for in (i); or
(iii) imports or exports electrical and electronic equipment on a professional basis into a member State,
Norway, Iceland or Liechtenstein(b).

Definitions of homogeneous materials


Homogeneous material means a material that cannot be mechanically disjointed into different materials.
The term homogeneous is understood as "of uniform composition throughout", so examples of "homogeneous
materials" would be individual types of plastics, ceramics, glass, metals, alloys, paper, board, resins and coatings.
The term mechanically disjointed means that the materials can, in principle, be separated by mechanical actions
such as unscrewing, cutting, crushing, grinding and abrasive processes.
Using these interpretations, a plastic cover (for example) would be a homogeneous material if it consisted
exclusively of one type of plastic that was not coated with or had attached to it (or inside it) any other kinds of
materials. In this case, the maximum concentration values of the RoHS Regulations would apply to the
plastic.
On the other hand, an electric cable that consisted of metal wires surrounded by non-metallic insulation materials
would be an example of something that is not homogeneous material because mechanical processes could
separate the different materials. In this case the maximum concentration values of the RoHS Regulations would
apply to each of the separated materials individually.
A semi-conductor package (as a final example) would contain many homogeneous materials, which include the
plastic moulding material, the tinelectroplating coatings on the lead frame, the lead frame alloy and the gold-bonding
