Easing the process
Bill sparked by potential
MCMC-Spectrum merger
passes Michigan Senate

LANSING – Legislation
designed to ease a potential
merger between Mecosta
County Medical Center
and Spectrum Health was
unanimously passed by the
Michigan Senate on Thursday.
The legislation would amend
the state requirement that
mandates a nonprofit hospital
must create a separate legal
and nonprofit entity into
which a publicly-owned
hospital can merge. The bill
would allow MCMC – which
is owned by Mecosta County
– to merge directly into the
Spectrum Health network,
should the merger be approved
by the Mecosta County Board
of Commissioners in the
summer of 2011.
“That would have been very
expensive and would involved
many lawyers,” said state Sen.
Tom George, R-Kalamazoo,
who voted in favor of the
legislation. “(The bill) doesn’t
make the merger happen itself.
It just makes it easier for it
occur, should the boards of
both entities wish to merge.”
If approved, the merger is
expected to become official
on July 1, 2011. There was no
opposition to the bill in the
Senate.
“This is way to streamline
the process to help make a
friendly merger take place that
will benefit Mecosta County,”
said Sen. Michelle McManus,
R-Lake Leelanau, whose
district includes Mecosta
County.
The legislation now heads
to the state House of
Representatives. If approved,
Spectrum Health estimated

that the measure would save
approximately $300,000 on
the merger. The Grand Rapids-
based health system operates
facilities in several West
Michigan cities, including two
in Reed City. The estimated
costs would include legal
fees and consultant expenses
incurred to create a separate
entity with its own tax identity.
The legislation won’t just
apply to the MCMC-Spectrum
merger, but rather integration
between all municipal health
facilities and nonprofit health
systems. The legislation also
would establish guidelines
and requirements for the
integration process.
“This is a friendly merger as
the medical center in Mecosta
County approached Spectrum
about the possibility of
forming a partnership,” said
the bill’s sponsor, Sen. Bill
Hardiman, R-Kentwood, in
a statement. “The legislation
would allow the two facilities
to merge without extensive
legal fees and filings. The
money saved could be used for
patient care instead.”
A Big Opportunity For
Small Contractors
(NAPSI)-There is good news
for small businesses looking
for contracting opportunities.
The Small Business
Administration (SBA) is
working to make sure small
businesses get their fair share
of contracting opportunities
resulting from the 2009
Recovery Act.
The Recovery Act of 2009
requires all the federal
agencies to provide
opportunities for small
businesses to compete for
contracts. To make sure that
small businesses are aware of
existing opportunities and how
to take advantage of them, the
SBA is working with its district
offices to provide information
and guidance.
For example, while the
Recovery Act is a federal
program, the projects funded
by the act will, in many cases,
be administered at the state
or local level, with the funds
provided directly to state and
local governments.
To be competitive, contractors
must be “contract ready.” This
means they must be registered
and certified to do business
with the state and local entities
awarding the contracts and
familiar with their procedures.
All federal government
contracting opportunities
over $25,000 will be posted
on the Web site FedBizOpps
(www.fbo.gov). Subcontractors
can also learn about
opportunities directly from
prime contractors. These can
be identified through the SBA
Subcontracting Network at
sba.gov/subnet/search/index.
cfm.
Small businesses can also
contact the Office of Small
and Disadvantaged Business
Utilization in any participating
agency procuring services.
These offices are designed
to assist small businesses
with obtaining contracts
from agencies and prime
contractors.
The SBA has long had a
commitment to helping small
businesses compete in the
market place. Its work with
the Recovery Act of 2009 is a
logical extension of that work.
