Roll Call
Minutes from last meeting- no changes or corrections
Planning board suggests sending plans to HPC for advisory
Ms. Willis is against approval of land use circulation plan (TBD next meeting) and
against unification
Resolution for Application 2364: Montclarion Bloomfield Associates, LLC
-40 units above first floor retail
-Approved
Application 2385: Santraam Real Estate, LLC 111-115 Watchung
Avenue. (Block 3402, Lot 8).
-part of watchung plaza business
-1 story building owned by watchung liquors and hair salon
-Proposal-Add a second story. 2 residential apartments (2 bedroom). Add
office space and storage space to be utilized by the liquor store
- NC neighborhood commercial zone
-application has been reviewed by the HPC (historic commission) which
seems to be in support
-Site plan approval-seeking many variances and a few waivers- parking
deficiency variance
-existing building virtually takes up entire property
- relies upon public parking to satisfy parking demands.

-owner of SRE LLC. (owner of property of discussion)
-has owned property since 2002
-also owns watchung liquors (since 1998)
-1 full time, 1 part time, him or brother there. (Mostly 2 at a time, 3 on
weekends)
-currently park in public parking (2 24 hour permits since 1998) in watchung
plaza lot
-hair salon does not have permits
-purpose of office- liquor store doesnt have any office space currently.
-purpose of storage- currently rent space from wholesale provider to store
product
-not planning on increasing employees
-purchased 1 night permit for residents of each apartment (weekday nights
and weekend)
-required 2 spots per apartment as per ordinances
- 2 spots required for office space
-RSIS requires 1.5 spots per 2 bedroom
-trying to encourage people to use public transportation
-will maintain those permits

-most people in apartments either have 1 or no cars


-if they have more than one car, will be required to purchase another
permit (condition of lease)
-conducted informal survey of other informal survey
- 1 1 bedroom 1 2 bedroom = 1 car
-3 1 bedroom = 1 car
-currently have dumpster located next to UPS store (Shared by 4 businesses)
-recycling is currently stored behind building
-only put out recycling on day of pick up

-principal of Sionas architecture
-prepared site plans and architectural drawing
-described existing conditions
-3773 sf, brick face
-install dumbwaiter to provide access to storage area
-frontal apartment will be back about 6 ft to create a terrace
-rear wall will be set in 10.5 ft to provide another terrace to align with
neighboring building
- proposing pitched roof but center will be a low area which will house the
HVAC systems
-Variances
-signage- existing sign on back of building will be removed and will get
permission for new sign
-proposed wall signs are above max height of 12 ft and they are
proposing 13.5 ft. So will be aligned with other signs
-variance for window signs bc they cover more than 20%
-rear yard set back (20 ft required). Proposing 11.75 ft on second floor and 3
ft on first floor (which is existing) bc stairs to second floor
-impervious coverage required (80% max) existing is at 100% and so is the
proposal
-parking see above notes
-Waivers
-trash and recycling- construct new trash and recycling enclosure
-residential storage- additional 250 sf of storage required for each dwelling
unit somewhere close) propose a shared 109 sf shared storage space
-architect believes variances can be granted without being detrimental to
public good
-board believes if second 24 hr pass is not used as owner says, it should be tied into
agreement if necessary
-owner will agree to participate in common trash scheme town is presenting

Minutes. Approval of the minutes from the September 8, 2014 meeting.
Old Business:
Resolution for Application 2364: Montclarion Bloomfield
Associates, LLC - 10 Pine Street. (Block 4202, Lots 2.01 & 2). Site plan
application for mixed-use building with 40 dwelling units.
Resolution for Application 2373: Mountain View Properties, LLC
15 Lenape Trail. (Block 902, Lot 2.01). Res judicata issue since application was
previously denied by the Planning Board.
Application 2376: Montclair Loft Partners, LLC. (Block 3307, Lots 4, 5
& 6). Site plan application to convert former DMV building to commercial use. The
public will have an opportunity to comment on this application. Application
continued from the August 25 meeting.
New Business:
Application 2385: Santraam Real Estate, LLC 115-117 Watchung
Avenue. (Block 3402, Lot 8).Minor site plan to permit 2nd story addition with 2
apartments. The public will have an opportunity to comment on this application.
