Thestatebudgetsituationisveryfluidatthispoint.AsoflateFriday
evening,theSenateandHousehaveadjournedwithouttakingasinglevote
onanyfinalbudgetrelatedbill.Theyhaveplansforworkingthroughthe
weekend,butsofarnada.
SenatePresidentProTemporeJoeScarnati(RJefferson)summedupwhat
washappeningverynicelyearlyFridayeveningwhen
hetoldPA
LegislativeServices
theyhavetogetvehiclesinpositiontomove,but
nothingisininkyet.

Hereswhatweknowsofar,whichisnotmuchdifferentthanwhatweknewbefore

SenateandHouseRepublicansareworkinghardtofindthevotestopassthebudgetthey
andGov.Wolfagreedtolastweek.Thehardestnuttocrackisraising$600million,notto
provideanypropertytaxrelief,buttobalancewhatisexpectedtobea$30.7billionGeneral
Fundbudgetandhelpfund$350millioninneweducationspending.
Theyhavealready,forthemostpart,ruledoutraisingthePersonalIncomeandSalesTax
ratesorenactinganewnaturalgasseverancetax.
Theonesolutiontheyvetalkedaboutiseliminatingalaundrylistofexemptionstothe
SalesTax,includingtaxingitemslikemuseums,symphoniesandbusinessessuchasbowling
alleys,amusementparks,golfcourses,skislopesandcampgrounds,gymtrainersandmore.
Alsoonthetableisanincreaseinthecigarettetaxandothertobacco.
Butnothinghasbeendecidedasofthiswriting.

Gov.Wolfsaidtherewas
anagreementwithSenateandHouseRepublicansonhowtodistributetheadditionalschool
fundingtobeincludedinthebudget.
Talksalsocontinueonchangestothestateandschoolemployeepensionsystemsto
incorporateanew401(k)typeplanfornewemployees,butagain,nothingisyetintheformof
legislation.

AtapressconferenceThursday,agroupofconservativelawmakers
unveiledareport
sayingtheWolfAdministrationhasspent$30.4billioninstateandfederalfunding(mostly
federal)sincethebudgetimpassebeganonJuly1.
Atleast$2.7billion,theysaid,wasthroughtheuseofwaiversforspendingprevious
fiscalyearfundsgrantedbytheAdministration.
"We'veheardcountlesspromisesfromGov.Wolfpledgingopenness,accountabilityand
transparencyinhisadministration'soperations,"saidRep.CrisDush(RJefferson)."Thisreport
clearlydemonstratesanabsolutebetrayalofthosepromisestothepeopleofthisCommonwealth.
Beyondthegovernor'slackoftransparencytothepeople,heiscircumventingtheresponsibility
oftheexecutivebranchtobeaccountabletotheLegislature.Heisnotaking.TheLegislature
writesthelaws.Hisresponsibilityistoexecutethoselaws.ThisisaRepublic,nota
dictatorship."

moniestheynormallypassalongtothestateuntilthebudgetimpasseisresolved.ForChester

DuringavisittotheMediterraneanSea,herfamous
grandfather,Jacques,outfittedthesevenyearoldwithan
oldfashionedrubberfacemask,securedasmallcompressedairtanktoherbackandplaceda
regulator,whichcoveredmostofherface,inhermouth.
WhenIshuffledtotheedgeoftheboatinmylittle,red,rubberfinsandpeereddown
intothedarkwater,Ithoughttomyself,Imgoingtodie.
Shedidnt.Insteadshediscoveredapassionthatdefinedtherestofherlife.
WhenIlookedup,Isawthesunlightshimmeringthroughthewater.ThenIsawa
schooloffishswimmingtowardsme.Theyenvelopedmeforamoment,andwhenIputmy
handout,theywouldmoveawayinunison,andIthought,Thisissocool.Ihadasenseofawe
andwonder.
Now,Cousteaucontinuesherfamilyslegacybysharingthatsenseofaweandwonder

withtherestoftheworld.
Through
BlueLegacy
,anonprofitorganizationshefoundedin2009,Cousteautells
immersive,personalstoriesthatexploretheinterconnectivityoffreshwaterandoceanissues
aroundtheglobe.Hergoalistoinspireandempowerpeopletoreclaimandrestorewater
resources.
In2009,shetraveledacrossfivecontinentsfor100days,withateamoffilmmakersand
journalists.Thenextyearsheledan18,000mileexpeditionaroundNorthAmericacreating
shortfilms,raisingmoneyandtalkingtothenewsmedia.
ThatswhyCousteauwasselectedtoreceivetheStroudAwardforFreshwater
Excellence,saidDirectorBernardW.Sweeney,Ph.D.,whenheintroducedherduringthe
nonprofitsannualWatersEdgegalaonNovember19.
Eachyear,since2011,StroudCenterhasconferredtheawardonsomeonewhohasmade
anoutstandingcontributionthatprotectsfreshwaterresourcesimprovesthequantityandquality
offreshwatergloballyorhelpssecureclean,freshwaterforfuturegenerations.
Alexandrasdoneitall,declaredSweeney.
Cousteausaidreceivingtheawardwasnice,butshewasmostexcitedabouttouring
StroudCentersresearchandeducationcomplexandmeetingitsscientists.
Scientistsaccompaniedusduringallofourexpeditions,shesaid.EverythingIveseen
atStroudCenteriswhatIvebeendreaming,thinkingandwritingabout.
Duringafacilitiestourearlierthatday,CousteauwasintroducedtoStroudCenters
citizensciencewatermonitoringtools,suchas

onlinesuitethatwillallowpeopleacrossthecountrytoexplorewhatisknown
abouttheirregionalwatershed.

,anonlinecommunityhostedbyStroudCenter,
wherepeoplecancollaboratetocreateaffordable,opensourcedataloggersandsensorsthat
enablethemtomonitorwaterqualitylocally.
CousteauwasalsointroducedtoStroudCenters

thatteachespeoplehowtoassesswaterqualitybynotingthenumbersandtypesofaquatic
insectsthatcolonizeleafpacks.
Whenweask,dowehaveenoughwaterwhenweneeditandwhereweneedit,andis
thewaterqualitygoodenoughforourchildrentoswimin,drinkfromandfishin,toooftenthat
answerisno,shesaid.
CousteauaddedthatoneofthethingsshelovedabouttheUnitedStatesisitsappetitefor
courageousideasandwillingnesstothinkoutsidethebox.Forthatreason,shebelievesthe
UnitedStatescouldprovideleadershiptotherestoftheworldinsolvingthegreatestcrisisof
ourtimeandthatisthequantityandqualityofourfreshwaterresources.

TheLowerSusquehannaRiverissickandsoarethefishwithin
itjustlookatthesightingsofintersexandlesioncovered
smallmouthbassfoundinthewaters.
Weallknowthisstory.Forfartoolong,agriculturalrunoff,acid
minedrainage,andpollutedurbanrunoffhavebeenfoulingthe
SusquehannaRiver.Thistoxicbrewthreatensapowerful
economicengine,apartofPennsylvaniasheritage,andthecritters
thatcalltheriverhome.
Inthecomingweeks,Pennsylvaniasleadershaveachancetostepinandstartcleaning
upourriver,butifwewantthemtoact,wemustspeakoutinthesenextfewcrucialdays.
StandwithCBFPAanditspartnersinurgingGov.WolfandtheDepartmentof
EnvironmentalProtectiontosaveourriverbylistingtheLowerSusquehannaRiverasimpaired.
ListingtheSusquehannaasimpairedisntaboutrecognitionforaproblemwealready

DEPispreparingdraftrecommendationsforthe2016ImpairedWatersListalistthat
identifieswaterwaysthatarepollutedandstartstheprocessofdevelopingplanstomakethem

ofrestoration,resourceinvestment,andpollutionstudyfortheriver.

andPennStateUniversity,wheresheearnedanenvironmentalengineeringdegreewithafocus
onwaterwithhonors.
Inadditiontobeinganavidpaddlerandanopenwaterswimmer,Parenzanisachildrens
bookauthor,andherworkincludescreativenonfictionmaterialsforschoolsandlibrariesthat
focusontheenvironment.

EnergyCommittee,isshowinghissupportforcleanwaterinPennsylvaniawiththeintroduction
of
HouseBill1737
whichwouldallowoperatorsofsomewastetoenergyplantsinthe
Commonwealthtorunprogramsofferingfreeandsafedisposalofpharmaceuticals,thereby
preventingthecontaminationofsurfaceanddrinkingwaters.
The
ChesapeakeBayFoundation
supportsHouseBill1737andurgespassageofthis
legislation.
Scientistsarefindingthatpharmaceuticalsandtheirbyproductsarefoundnotonlyinour
riversandstreams,butintreateddrinkingwateraswell.
AninvestigationbytheAssociatedPressin2008,foundatotalof56pharmaceuticalsor
byproductsantibiotics,painrelievers,andheart,mind,andveterinarydrugsintheCityof
Philadelphiasdrinkingwater.
TheresnoreasontobelievethatthisisisolatedtoPhiladelphia.
Infact,smallquantitiesofdrugs,includingantibiotics,sexhormones,andantiseizure
compounds,weredetectedinpublicdrinkingwatersuppliedtoover40millionAmericansacross
thecountry.
Privatewells,whichmayalsoharborpharmaceuticals,oftenreceivelimitedtono
treatmentbeforeconsumption.
While70percentofallantibioticsareusedareforagricultureandanimalhusbandry,the
U.S.GeologicalSurveyfoundthatwithinthelowerSusquehannaRiverBasinthatthegreatest
sourceofpharmaceuticalsintheriversandstreamsissewagetreatmentplants.
Whiletreatmentplantsmayremove95to98percentofpharmaceuticalsfromsewage,
lowconcentrationsarestillactivebiologically.Noonetreatmentmethodcancurrentlyremove
allpharmaceuticals.
Pharmaceuticalcollectioneventsarecosteffective,excellentwaystoreducethese
hazards.However,underAct190of1996,pharmaceuticalscollectedbysuchsafedisposal
programsaredefinedashazardouswasteandthereforetheycannotbesentfordestructionat
Pennsylvaniawastetoenergyfacilities.
HouseBill1737willamendAct190toenablePennsylvaniaswastetoenergyfacilities
toprovideanimportantstepinthedestructionofpharmaceuticalsandthus,helptoprotectour
preciouswatersuppliesandriversandstreams.

individualswhohaveworkedtoaddresswaterquality
issuesimpactingSlipperyRockCreekanditstributaries.
Becauseoftheseefforts,over15milesofstreams
havebeengreatlyimprovedduetothe

environmentallyfriendlytreatmentofbillionsofgallonsofdegradedwaterfromabandonedcoal
mines.
OnFridayOctober9,theindividualsandorganizationsmostinvolvedinrestoringthe

muchas3,048MWofwindpowercouldbebuiltinthestateinthenextfiveyearswiththeright
policiesinplace.
WindpowerhereinPennsylvaniacangrowsteadily,reducingpollutionandhelpingto
solvetheclimatecrisis,saidStephenRiccardi,WesternPAFieldAssociatewith
PennEnvironment.Butweneedgovernmentpoliciestoprovidesteadysupportforthisclean
energyresourcetobuildourmomentuminthefightagainstglobalwarming.
Thereport,

,comesasstateofficialsdeterminehowtocomplywith
theCleanPowerPlan,thecenterpieceofPresidentObamasClimateActionthatsets

metrictonsofcarbondioxidemorethanayearsworthofcarbonemissionsfromtheentire
countryofCanada.

climatechangingemissions,environmentaladvocatessaidwindpowershouldplayacritical

expectations.Whilewerepleasedwithourpalmoilsustainablesourcingprogresssofar,we
knowthereismoreworktobedone.Thiseffort,alongwithourPulpandPaperPolicy,willhelp
uscontinuetoensurethatwereachievingourhighsustainablesourcingstandards.

outlinesthecompanyscommitmenttoensure
thatthevirginfiberinanypulpandpapersourcedbythecompanycomesfromsourcesthatmeet

andverificationthroughthirdpartyduediligencesystems.
Forestsarecriticalpartsofournaturalecosystem,servingasimportantreservoirsof

Beyondpulpandpapersourcing,Hersheysadditionaleffortstoreduceitsimpacton

Asofthesecondquarterof2015,Hersheyhastraceditssupplychaintoapproximately
90percentofallthemillswherethecompanyspalmoilisprocessed.Additionally,Hersheyhas
achieved10percenttraceabilityofitspalmvolumetotheoriginalpalmoilplantations.
TheseresultskeepHersheyaheadofscheduletodeliverplanationleveltraceabilityby
theendof2016.
Mappingtothemilllevelisespeciallyimportantbecauseofthenatureofpalmoil
harvesting.Freshpalmfruitbunches,whichthepalmtreeproduces,mustarriveatamillfor
processingwithin24hoursinordertoensuregoodquality.
Duetoregionaltransportationconstraints,tracingtoamillslocationcanbeastrong
indicatorofwherepalmoilwasharvested,thusprovidinganopportunitytoreviewwhetherthere
aresocialorenvironmentalrisksintheregion.

Foryears,residentsofWesleyvilleBoroughinErieCountyandresidentsofnearbycommunities
haveusedtheBoroughsrecyclingcentertoleaveoldfurniture,mattresses,tires,computers,
evenpaintandhazardouschemicals.
In2013,theBoroughresearchedthepurchaseofsecuritycameras,buttheBorough
CouncilfeltthecamerasweretooexpensivesotheBoroughresigneditselftocleanuppilesof
debrisatthecentereachMondaymorning.
Thishasbeguntochange.
SinceJune19th,WesleyvilleBoroughhasbeenabletomonitoritsselfserverecycling
centerforillegaldumpingthanksto
KeepPennsylvaniaBeautiful
anditsgenerousloanofthree
highqualitymotionactivatedsurveillancecamerasthatprovideinstantwirelesstransmissionof
siteactivity,photodocumentationoflicenseplatesandclearphotosofactivitydayornight.
Eventhoughthecamerasareinplainsightandlargesignscautionwouldbedumpersof
thepenaltiesofleavingnonrecyclablesbehind,Boroughofficialsweresurprisedtoseea
completedisregardforrecyclingcenterrulesandnearlyalwaysinbroaddaylight.
TheBoroughreviewedimagesfromthesurveillancecamerasaweekafterinstallation
andquicklycompileddozensofphotographsofpeopleleavingtires,televisions,furniture,and
othernonrecyclablematerials.
TheBoroughworkedwiththelocalPoliceDepartmenttorunlicenseplatesofthe
offendersandquicklyfiledsummarychargesagainstthedumpers.Manyrespondedbyadmitting
guiltandpayingfinesrangingfrom$50to$200.
TheBoroughalsocaughtpeoplestealingrecyclablematerials,roadsalt,andasphalt.

furnitureandtelevisions.
FineshavebeenusedbytheBoroughtodisposeoftelevisionsetsandcomputermonitors

aswellasatruckloadoftires.
Whiletheprocesstoinvestigatethecrimesandbringchargesinvolvesboroughstaffand
policedepartmenttimeandcanbeseveralweeksbeforechargesarefiled,theenforcementeffort

reporteddatafromtheDepartmentofEnvironmental
Protectionshowsfrom2010to2013,ruralrecyclingdeclinedby145,100tons,or12percent.
Overthesameperiod,urbanrecyclingincreasedby732,800tonsor17percent.
Pennsylvaniaresidentsandbusinessesrecycledalittlemorethan1milliontonsofplastic
bottles,newspapers,aluminumcans,andotherrecyclablesin2013.
Thatamountstoabout628poundsofrecycleditemsperperson.
UrbanPennsylvanians,however,recycled5milliontonsofitemsor1,080poundsper
person.Themostfrequentlyrecycleditemsamongbothgroupswerecardboardandpaper.
Theitemsthatruralresidentsandbusinessesrecycledin2013alsoincluded:24,200tons
ofnewspaper,22,300tonsofplastic,15,400tonsofglassbottles,5,200tonsofaluminumcans
and4,500tonsofewaste,suchascomputers,otherelectronics.
Beaver,ChesterandSchuylkillcountieshadthehighestnumberofpoundsrecycledper
capita,eachaveragingmorethan2,000poundsperperson.
GreeneandMcKeancountieshadthelowestnumberofpoundsrecycledpercapita,with
lessthan50poundsperperson.

Itisthetimeofyearwhenallthingspumpkinaremainstream:lattes,
soup,beer,piesandthelistgoeson.Accordingtoa2014study,by
theU.S.DepartmentofAgriculture,itisestimatedthat,outofthe
1.91billionspoundsofpumpkinsthatareproducedintheUnited
States,onlyasmallfractionareactuallycompostedoreven
consumed.
Only,onefifthofthosepumpkinsarecannedandsentto
grocerystoreshelves.Thevastmajorityareusedjustfordecoration,
arecarvedintojackolanterns,ortheyarejustsimplyleftoutside,
rottingfordaysbeforebeingtossedinthetrash.

localPittsburghgardenforcomposting.
Findinglinkagesandcommonthemestodonate/exchangeresourcesbetweenevents,
businessesand/orschoolsdoesnothavetobedifficult.
Wealreadyseeitbeingimplementedwithfooddonationswhynotexpandtosharing
otherresourcestoo?Inturn,thismodelcansavevaluableresourcesfromheadingtolandfills,

Morethan18,000treeswillbeheadingtomilitaryinstallationsthroughoutthecountry
thismonthasapartoftheannualprogram.
Itsnosurprisethatourtroopsaredeployedtoplacesthatcanbebleak,especially
duringthisfestivetimeofyear,saidMajorGeneralJoseph.Treessentoverseaswillhelp
lightentheburdensofthoseawayfromtheirfamilies,andthetreesthatstaystatesidewill
brightentheheartsofourtroopsandfamilieswhoareabletobehomefortheholidays.These
treesareagreatwaytoletallourmilitarypersonnelknowthatwethinkaboutthemeveryday,
thatweprayfortheirsafety,andthatweareforevergratefulforthesacrificestheymaketo
ensureourfreedom.
Since2005,TreesforTroopshasprovidedmorethan157,000ChristmasTreesto
militaryfamiliesandtroopsintheUnitedStatesandoverseas.
Theprogramispartofthe
ChristmasSPIRITFoundation
,a501c(3)oftheNational
ChristmasTreeAssociation,whichrepresentsmorethan700activememberfarms,29stateand
regionalassociations,andmorethan4,000affiliatedbusinessesthatgrowandsellChristmas
treesorproviderelatedsuppliesandservices.

NaturalLandsTrust
FridayannouncedtheconservationoftheYoderFarm,a114acreproperty
in
WarwickTownship
,ChesterCounty.
ThescenicfarmformsthegatewayvistaintoWarwickTownship.Thepropertyliesin
theupperreachesofFrenchCreeknearthewesternboundaryoftheHopewellBigWoods,the
largestunbrokenforestremaininginsoutheasternPennsylvania.
Inadditiontoitsproductivecropfieldsboastingsoilsclassifyingitas"primefarmland"
and"farmlandofstatewideimportance,thepropertyalsocontainsimportanthabitatforan
endangeredspecies.
Theintricaciesofthisprojectwereremarkable.Kudostothepartnersandfunderswho
workedwithustonavigatethetwistsandturnsalongthewaysowecouldarriveatthis
successfuloutcome!saidMollyMorrison,President,NaturalLandsTrust.
Thepropertywasslatedforahousingdevelopmentwith26residences,aninehole
executivegolfcourseandcountryclub,anda30,000squarefootcommercialspace.The
economicdownturnledtheownerstoabandondevelopmentplans,andWarwickTownship
reachedouttoNaturalLandsTrusthopingtofindaconservationsolution.
Together,theTownshipandNaturalLandsTrustdevelopedapreservationstrategyin
whichthefarmfieldswouldbepreservedbyanagriculturaleasementandthewetlandsthrougha
conservationeasement.
Underaneasement,propertyremainsinprivateownershipbutisprotectedfromfuture
developmentinperpetuity.
Withthefarmsrollingterrainoffarmfieldsandwetlands,youtrulygetafeelingof
WarwickTownship,saidJoanGrimley,WarwickTownshipadministrator.Thankyou,Natural
LandsTrust,forallyourhelptoprotectthisiconicproperty.

Oncetherestrictionswereinplace,thepropertyinitsentiretywaspurchasedbyBill
Beam,alocalfarmerwhowashonoredwithChesterCountysFarmeroftheYearawardin
1990.Theawardrecognizesafarmerwhomaintainsandexemplifiesoutstandingfarming
practices.
MysonMattandhiswifeRebeccaplantooperatethefarmandrenovatethehouse,
makingittheirhome,saidBillBeam.Itfeelssogoodtopreservethisfarmforever.
SupportforthisconservationofthefarmwasprovidedbytheChesterCounty
AgriculturalLandPreservationBoardandtheChesterCountyPreservationPartnershipProgram.
ChesterCountyCommissionersTerenceFarrell,KathiCozzone,andMichelleKichline
noted,Preservationofthisworkingfarmandimportantnaturalareahighlightsthecountys
commitmenttobalancingprogressandpreservation,andwearegratefulfortheexceptional
skillsoftheNaturalLandsTrustandtheotherpartnersinbringingthistofruition.Thisprojectis
aperfectexampleofthehighreturnoninvestmentprovidedbyopenspacepreservationin
ChesterCounty.
Becausetheundisturbedwetlandsandstreamsthatrunthroughthepropertyareimportant
forprotectingwaterquality,thisconservationprojectreceiveda$250,000grantfromthe
Open
SpaceInstitutesBayshoreHighlandsFund
.
TheFund,createdwithfundingfromthe
WilliamPennFoundation
,seekstoaccelerate
strategiclandconservationinthePennsylvaniaHighlandsandNewJerseyBayshore.
Byprotectingbothdrinkingwaterandeconomicopportunityforfarmers,theYoder
Farmprojectistrulyawinwinfortheresidentsintheregion,saidOSIExecutiveVice
PresidentPeterHowell.Thecombinationofthetwotypesoflandpreservationononefarmis
anoptimalmodelofhowtobalancetheprotectionofagricultureandnaturalresources.
