Youth Involvement & Empowerment thru Learning Development (Project YIELD)


A CAPACITY DEVELOPMENT TRAINING
FOR BARANGAY TASK FORCES ON YOUTH DEVELOPMENT
for the Barangays of the Municipality of San Mateo, Isabela
Rationale:
Republic Act 10632 otherwise known as "An Act to Postpone the Sangguniang
Kabataan Elections on October 28, 2013, Amending for the Purpose Republic Act 9340,
and for other Purposes", and its Implementing Rules and Regulations provide for the
effective carrying out of measures to ensure that the welfare and development of the
youths in all barangays is still buttressed and given premium consideration, in the light of
the postponement of the SK Elections in 2013. The IRR of the abovementioned law
mandated the creation of the Task Force on Youth Development in all barangays,
including its membership and chairmanship. Moreover, said rules and regulations
prescribed the utilization of the SK Fund, emphasizing how the fund should be allocated,
through the integration of a Youth Development Plan and Budget in the Barangay
Development Plan.
Considering these developments, there is a necessity to capacitate the members of
the Barangay Task Forces on Youth Development in identifying the primary concerns and
problems that affect them, and accordingly develop and implement strategies, measures
and activities to continually promote their development.
Furthermore, the Chairperson of the Committee of the Youth and Sports
Development of the Sangguniang Barangay, needs to be oriented in ensuring that the
identified concerns and priorities of the youth in their respective barangays are indeed
undertaken and integrated in the barangay agenda for development.
Finally, the youth in all barangays need to be apprised on the current condition,
problems and challenges faced by their sector on aspects of health and adolescent
reproductive health program, economic development, environmental management,
disaster preparedness and general youth welfare development. Hence, this capacitydevelopment activity was designed.
Objectives:
Generally, this activity is aimed at providing a venue for the members of the
Barangay Task Force on Youth Development to discuss and surface the over-all or
general condition and state of the youth in the country and in their communities, which will
serve as a tool for them to formulate their development goals.
Specifically, this training program has the following objectives:
1. Orient the youth participants on the primary development concerns and problems
that affect them particularly on reproductive health, education-employment and
disaster preparedness and climate change adaptation;

2. Orient the members of the Task Force on Youth Development on the salient
provisions of RA 10632 and its Implementing Rules and Regulations as well as
Youth-Related Laws and Issuances;
3. Discuss with the participants the guidelines on the utilization of the 10 % SK Funds,
including the other requirements such as posting of reports on the fund utilization;
and
4. Inspire among the participants an appreciation on the fundamentals of citizenship
and nation-building, as well as Leadership and Team-Building Development.
Output:
The Task Forces shall come up with the FY 2015 SK Development Plan, for
integration in the Barangay Development Plan, and as basis in the formulation of the FY
2015 SK Annual Budget.
Date and Venue:
The activity is part of the Universal Childrens Month Celebration (UCMC) and this
is scheduled on October 3-4, 2014 at the Livelihood Training Center, Brgy.3, San Mateo,
Isabela.
Participants:
The training program will be attended by the eight (8) members of the Barangay
Task Force on Youth Development and the Chairperson of the Committee on Youth and
Sports Development.
Training Management:
The Municipal Local Government Operations Officer (MLGOO) of DILG shall be the
Training Manager of the activity, with the Municipal Mayor and the Liga ng mga Barangay
President as Training Consultants. Staff of the Municipal Planning and Development Office
(MPDO) and Officers of the San Mateo Youth Council (SMYC) shall provide administrative
and secretariat services, while the DILG Cluster Officer shall provide technical assistance
in the over-all conduct of the activity.
Outline of Topics:
1. The Filipino Youth in History
2. Assessment of the Current State of Youth in the country, outlining the prevailing
issues, problems and concerns affecting them;
3. Challenges to the Filipino Youth:
a. Adolescence Reproductive Health
b. Education-Employment
c. Disaster Preparedness and Climate Change Adaptation

4. Salient provisions of RA 10632 and its Implementing Rules and Regulations;


5. Youth-related Laws and Issuances;
6. Crafting of the Youth Development Plan.
Budgetary Requirements:
The amount of Sixty Six Thousand Pesos (PhP 66,000.00) shall be
needed to defray the cost requirements of the activity broken down as follows:
Snacks (PhP40.00 x 275 pax @2 days)
Meals (PhP50.00 x 275 pax @2 days)
Kits (Supplies @PhP35.00/pax)
Professional Fee (3 Speakers @2,000)

A registration fee of Two Thousand Pesos (PhP2,000.00) will be collected


from each barangay to be charged on the Capacity-Building component of the SK
Fund.
