Biting the Bullet
Two big international events which the country is
hosting this month necessitate an immediate solution
to the laglag-bala racket at the NAIA.
These are the Asia Pacific Economic Cooperation
(APEC) Economic Leaders' Meeting from 1819
November 2015 in Manila; and the Pacific Asia Travel
Association (PATA) New Frontiers Forum on Nov. 2527 in Albay.
The bullet-planting scam which has become a
national source of shame needs not just a deeper
investigation, as suggested by Liberal Party
candidate Mar Roxas in his recent Bicol visit but a
total shake-up in the NAIA operations.

We need not repeat the obvious. This
scheme is
nothing new in the NAIA culture which has become
synonymous with bribery and extortion activities,
albeit, in either discreet or embarrassing ways.
We are saying the bullet planting is rooted in
the Pinoys creativity at designing schemes to earn
money the easiest way.
Those who are doing this therefore are clearly
dyed-in-the-wool shady characters.
Ergo, the Pnoy administration should not just
make a teka-teka or well dig into that, assurance
about it.
It either should take the advice of the police chief
in the Charles Bronson movie, Death Wish, to scare
off, the vigilante Paul Kersey which Bronson plays;
or quote Dirty Harrys question to a rogue cop: Do I
feel lucky?
Were saying the Aquino administration should
bite the bullet in the bullet planting brouhaha at
NAIA.

Many who have booked flights as early
as July when the President announced
that Nov. 18 and 19 would be non-working
holidays are also having problems. Their
flight cancellations leave no alternative
because their planes wont be flying to
their destinations. How can people fly out
of MM when their pre-booked flights have
been cancelled? Does this show lack of
planning on the part of our government
or plain braggadocio? Ano ba ito - Haay,
Naku!
CREDIT: Consumer loans extended
by Philippine banks jumped by 19.3% in
the first semester of 2015 on the back
of the strong demand for auto and real
estate loans. BSP data showed consumer
loans extended by universal, commercial
and thrift banks amounted to P959.2B
up to end-June, which is P155.13B
higher compared to P802.05B last year.
The amount is 2.83% or P26.4B higher

Malacanang is not a monopoly of
Opposition Metro Manila and other antiMarcos bastions. It is pulsating in every
nook and corner of the archipelago.
No, never again. That is the battle
cry of many Filipinos today who have
gone through the dark days of martial
law.Is that good for Bongbong?
The estimated Bicol votes of about
a couple of millions are admittedly
not enough to install a Bicolano as
vice president. But harnessing the still
smouldering anti-Marcos sentiments
and turning them into votes will make a
difference.
But who among the five has the
resources and the organization to send
Bongbong to the canvass, down and
out, except Leni Robredo who has the
support of the LP machinery.Todays

at least it puts us at par with Malaysia (and Indonesia).
PBC CALL: Filipino businessmen are urging the Aquino
administration to lower both personal income rates and corporate
income tax rates stressing that this will be a positive signal to the
investor community that will outweigh whatever projected losses
in government revenues. The PCCI said lowering the income tax
rates will empower both individual taxpayers and corporations
to spend, thereby creating economic activities that will lead to
higher taxes.
With bigger personal income, consumption will also grow
and companies will have more capital to expand to meet higher
demand. The commercial group further explained that on top of
the regular 30% Income Tax, corporations are also paying other
taxes on their products. With the I/T reduction, Philippine-based
companies will become competitive even as other ASEAN
countries are also poised to lower their I/T rates (Indonesias
I/T rate down to 18% next year from 25 %).
POLITICS: My VP candidate is still lagging behind her more
popular adversaries. But I predict that in due time once the
voting public come to meet her (as I did at the Kamay ni Hesus
Shrine) they will realize that in her simplicity, there is that good
faith and sincere desire for honest service to our people. All
those who are inspired by her should multiply their votes by
convincing their friends and associates to go for Leni Robredo.
We will never lose with her simple smiles!
Thats why I am happy that Sen. Serge Osmena has thrown
his personal support (Simple Adviser daw lang) for Congw. Leni.
The veteran politician has varied influences that can bolster
support for our candidate.
The wait-and see developments for a Rudy Duterte
presidential inclusion seem going the way of the Mayor. He has
long spoken his piece and his supporters should respect his
decision. With him out of the derby, VP Binay and LP-anointed
Mar should benefit therefrom!
WISDOM: Happiness is in our hearts. It is seen in our eyes,

Lagman said he would convince his constituents to go allout for Robredo because of her
excellent traits like humility,
sincerity, and risk-taking.
He said she will also push
for the bill authored by his
son, Grex, for the repeal of a
Comelec ruling allowing elective officials seeking higher
posts (president and vice president), especially senators, to
return to their post even if they
lose.
At the forum, the elder Lagman urged party leaders to
support Robredo by boosting
peoples awareness level about
her candidacy as recent poll
surveys indicate that her rating
has improved from 3-percentage point to 15 percent.
Robredo lamented that she
has no logistics to spend for
television and print advertisements but she would rely much
on interpersonal campaign.

improvement of her rating in

grassroots organizations have played a vital role.
The youth votes, said to comprise 35 per cent of the
countrys votes, can not be taken lightly. The youth are fiercely
independent and they will go for anybody who has captured their
imagination.
Escudero has topped poll surveys for vice president but
surveys do not guarantee poll victory. Besides, many things can
happen between now and May 2016 polls. VP Binay repeatedly
topped surveys but where is he now?
Escudero has a problem with his personal life. And he runs
as independent. No one has won the vice presidency as an
independent.Trillanes does not rate much in surveys despite his
image as a fearless graft fighter.So is Honasan who has lost
his luster, having been out of the limelight for sometime, So is
Cayetano, a well known lawyer but who does not seem to excite
peoples imagination.
But if they run for the Senate, all of them will have little trouble.
Bicolanos, because of their hardy character,their being Oragon,
always triumph in the end.

We are looking at the
five biggest crab-consuming
countriesChina, USA, Japan,
Korea and Thailand. Cornering just a portion of the international market, especially during
the winter season when these
countries experience considerable drop in the supply of crabs,
would be a big lift to our industry, Gov. Araceli Wong had earlier said.
All the province needs is the
participation of all stakeholders,
including the private sector, in
the provincial governments efforts to maximize the development of the industry towards the
production of more export quality products, she stressed.
The PDRP will be a big boost
once the PCIP for mud crab is
approved and funded, given that
the project involves the provision of key infrastructure, facilities, technology, and support
information using science-based
tools such as vulnerability and
suitability assessment, VCA,
geomapping and geotagging,
according to Ceballo.
So far, the Catanduanes mud
crab industry is enjoying the
support of the Bureau of Fisheries and Aquatic Resources,
crab OF catanduanes

Technology, Department of
Environment and Natural Resources, Department of labor
and Employment and Catanduanes State University.
The provincial government,
for its part, is maintaining the
Catanduanes Crab Center (CCC)
which serves as a source of crablets for grow-out and fattening

crabs designed to ensure the
sustainability of the industry in
the province, which originally
owned the crab capital of the
Philippines title and lost to Ne-
tion.
