local government units and

Change Office (CCO) of the
Climate Change Commission
will serve as secretariat of the
Board and will receive and
evaluate the proposals to be
approved by the Board. Sec.
Cesar Purisima of the Department of Finance serves

Our Flawed Character
Media and survey outfits will have
a large role in the outcome of next
years election. As we all know, most
media companies are extensions of the
countrys ruling class whose idea of
politics is really perpetuation in power.
Surveys are also often accused of the socalled trending, that is, pre-determining
voters behaviors and preferences.
While the media and surveys are part
of our democratic system, they can
also be instrument of undermining
the democratic character of elections.
There is therefore the challenge
incumbent upon these institutions to
establish their independence as well as
their credibility. This clear lack of trust
and faith in these institutions permeate
even the very institution that handles
election, i.e. the COMELEC. Remember
the Garci Controversy years back. We
do not know if the electoral body has
recovered from that infamous phase
of its existence. Thus, even if we are
already trying to automate our election
process, there is still that prevalent
distrust on the system, There are even
sectors punning on the PCOS machines
as Hocus-PCOS.
If we take this lack of faith in the
electoral process as but an extension
of our flawed character then the
shameful laglag-bala scandal which
plagued NAIA (which punsters now dub
as National Ammunition Implantation
Airport); is part of our flawed culture
which needs reform.
Even if we hold elections year in and
year out, we will not be electing good
leaders if we ourselves are problematic.
As electorates then, we should demand
the highest standards from our leaders.
Yet, even this, also demand that we
ourselves should raise the bar of our own
characters. Otherwise, we will get the
kind of leaders we deserve. Otherwise,
too, our country will always end up in
gutter.

the season of Advent, preparatory to
Christmas. So also, one week after
Christmas Day comes the New Year.
Regardless of what happened to
you this year, the newyear 2016 will
certainly come! The year-end is the
right time for us to evaluate our past
even as we have to plan whatever
amends or improvements we need to
embark on in the coming year. There
are many things that must be complied
with before the end of year 2015.
Be sure your old currency bills
are fully spent or replaced by the
new generation bills by December
31. If you fail to do that you may
still exchange your old bills with new
ones through any banking institution
for the whole year of 2016. Another
major undertaking that must be done
before year end is the amendment of
Articles of Incorporation or Partnership
to exactly indicate in that charter the
complete business addresses of head
offices and branches.
MORALITY:
Several things
exemplify morality. These include
honesty, respect for life and for others,
loyalty to institutions, and sincere
selflessness. On all these scores

OVERBILLING:
The Energy
Regulation Commission has reminded
all power distributors to always make
sure that their customers are fairly
billed. This was the gist of the ERC
ruling which favored a businessman
against MERALCO. ERC warned
power distributors that the Commission will hold accountable any
power utility whose negligence
results in clear disadvantage to its
customer. It added that it is the right
of every customer to have accurate
meters to correctly register their
consumption.
In the decided case, ERC found
out that MERALCO extrapolated

the supposed electric power


consumption of its customer
even in the absence of an
accurate electric meter. The power
distributor was ordered to refund
the overbilled power charges. With
this ERC ruling, nationwide electric
cooperatives are advised to see to
it that the electric meters of their
consumers are properly installed
and that the consumptions are
accurately read and billed.
ENVIRONMENT:
A coalition
of countries vulnerable to climate
change has called for an ambitious
and legally binding international
agreement that will limit global
warming below 1.5 degrees Celsius.
Other key leaders are lobbying for
putting a high price on carbon dioxide
pollution.
Leaders of countries
from the Climate Vulnerable Forum
(CVF) have proposed a reduction of
carbon dioxide emissions to ZERO
and adopting 100% renewable
energy by year 2050.
In the Paris Summit Conference
on Climate Change, our own
President P-Noy called on the
international groups represented
to practice bayanihan towards
buldinga fairer, more climate
proactive world. He highlighted the
Pnoy concept so that a stronger
global action will be undertaken to
stave off the disastrous effects of
climate change. He explained that
bayanihan refers to communal action
borne of communal responsibility.

Science teaching is not a mere transaction of Science
based knowledge so as to load students mind with facts. If a
learner can recall it is just but only remembering information
well, in a quiz competition he or she may score high, but so
far as science education is concerned, it has hardly anything
to do with.
Teaching of Science is a process in which the three essential
components are to acquire knowledge, to understand the
concepts or principles and to apply the learning to solve a
problem.
In school, science is taught through theory as well as
practical. Science is Doing it is very desirable to incorporate
activities supporting the theories taught so as to leave
permanent impression of understanding.
Science facilities are not always available in school so,
as teachers we need to IMPROVISED, be CREATIVE and
INNOVATIVE. Designing an apparatus or device from easily
available materials or wastes or recyclable materials can be
used to invent or create a teaching aid. Instructional materials
help teachers meet individual differences of the learners in the
class, using aids or devices that appeal to different senses of
the learners.
Improvised Science teaching learning aid makes learners
enjoy doing experiments. It supplements verbal explanations
of concepts or any description so that lesson could be real to
students. With the help of improvised materials lessons can
be easily demonstrated thus learning and understanding can
be achieved.

A business plan is a written description of your businesss
future, a document that tells what you plan to do and how you
plan to do it. If you jot down a paragraph on the back of an
envelope describing your business strategy, youve written
a plan, or at least the germ of a plan. Business plans are
inherently strategic. You start here, today, with certain resources
and abilities. You want to get to a there, a point in the future
(usually three to five years out) at which time your business will
have a different set of resources and abilities as well as greater
profitability and increased assets. Your plan shows how you will
get from here to there.
Business plans are decision-making tools. The content and
format of the business plan is determined by the goals and
audience. For example, a business plan for a non-profit might
discuss the fit between the business plan and the organizations
mission. Banks are quite concerned about defaults, so a
business plan for a bank loan will build a convincing case for the
organizations ability to repay the loan.Venture capitalistsare
primarily concerned about initial investment, feasibility, and exit
valuation. A business plan for a project requiring equity financing
will need to explain why current resources, upcoming growth
opportunities, andsustainable competitive advantagewill lead
to a high exit valuation.
Preparing a business plan draws on a wide range
of knowledge from many different business disciplines:
finance, human resource management, intellectual property
management, supply chain management, operations
management, and marketing, among others. It can be helpful
to view the business plan as a collection of sub-plans, one for
each of the main business disciplines.
A good business plan can help to make a good business
credible, understandable, and attractive to someone who is
unfamiliar with the business. Writing a good business plan cant
guarantee success, but it can go a long way toward reducing
the odds of failure.

mother-to-be. The programs
include: the integration of
health delivery services,
provision of facilities like
infirmaries and delivery centers, and Philhealth accreditation of the City Hospital,
City Health Office, and the
city-operated Our Lady of
Lourdes Infirmary.
The city also instituted
programs that provide expectant mothers with health
care during their pregnancy.
These include the NutriNanay Program, Peer Counselors Program, free pre-natal
check-ups and counselling,
free Tetanus Toxoid Vaccination, and provision of Iron
with Folic Acid vitamins.
The city furthermore puts

premium on maternal health

These programs fall under
Executive Order 2010-024
for Maternal Newborn Child
Health and Nutrition, Executive Order 2012-021 which
creates the Breastfeeding
TWG, and Ordinance 2014068 which states the creation

Children.
All the 27 barangays of
the city have Maternal Newborn Child Health and Nutrition center providers, ten
of which maintain their own
birthing facilities.
There are also programs
for early child education system as called for by Executive Order 2015-030 which
mandates and advocates the
importance of enrolling children who are 3 to 4 years old
in the citys Educare Centers.
The city has also created the
Preschool Teacher on Foot

These are the Reception
and Study Center for Children (RRCY), Home for
Women and Girls both located at DSWD Complex in Barangay Nasisi, Ligao City and
the Regional Rehabilitation
Center for Youth (RRCY) at
Our Ladys Village, Pangpang Sorsogon.

The DSWD Central Office Standards Bureau conducted the assessment of the
residential care programs and
services to ensure that they
met the standards set for delivery of quality services to
their clients.
The Reception and Study
Center for Children (RRCY)
is a home and social laboratory which provides protective custody to children needing special protection such as
those abandoned and neglected. These children are provided with their basic needs

17 regions in the country
composed of administrators, coaches, trainers and

PASUC President Dr. Ricardo E. Rotoras in-cooperation
with PASUC Regional President Dr. Modesto Detera of
Sorsogon State University
and all SUC presidents of
the host region, is a national
scholastic competition conducted by the SUCs throughout the country to determine
the champions who will

represent PASUC in other


intercollegiate or interscholastic socio-cultural-artistic
events.
The annual festival aims
to provide opportunities for
tertiary level students who
are skilled and talented to
participate in socio-cultural
competitions and to develop
among them the character
of excellence and appreciation of the Filipino culture,
aesthetic values, knowledge,
understanding and socially
desirable traits.
Student-participants
competed in various competitions under four general
categories: Musical competition (chorale, instrument
solo, vocal solo, vocal duet,
and pop solo); Performing
arts (radio drama, sweet and
short play) and Dance competition (indigenous dance,
contemporary, hip-hop, and
folk dance); Literary competition in English and Tagalog (story-telling, essay
writing and extemporaneous
speech); and Visual arts competition (on-the-spot painting
and charcoal rendering).
