Present Status:

a) Procurement:

1. About 42 seasonal procurement centres are opened and collection of wool through
wool collectors is made.
2. About 3 to 4 lac Kgs of wool are purchased annually.
3. The wool so purchased is put for grading and then disposed off with in and
outside the state on the market rates.
4. In view of globalization in the wool market, the Board is not is a position to earn
sufficient revenue to meet the establishment cost, through the direct overheads and some
nominal profits are being charged yet it is insufficient to meet the establishment cost.

In case the Board has to formulate the Action Plan as per the proposed production
analysis of wool made by the Directorate of Sheep Husbandry Deptt., i.e. 75 Lac Kgs for
the year 2010-11 and for the year 2014-15, but as per the market intelligence report only
40% of wool i.e. 30.025 Lac Kgs for the year 2010-11 and 32.122 Lac Kgs for the year
2014-15 are proposed to be disposed off by the breeders rest is being domestically
consumed. The proposed targets are tabulated as under:-

1. If the Board has to procure the entire quantity as shown in the tabulation, it
requires additional adequate infrastructure atleast by 8 times as against the
existing one and sufficient Revolving Fund if purchase and processing against the
assured market which is possible only after conversion of the quantity so procured
into value added products by involving public and private entrepreneurs who
reportedly at present the capacity of about fifty thousand blankets and similar is
the case with other products per annum, as such, thrust is also to be imposed for
creation of sufficient infrastructure at the processing level both in public and
private sectors in the State against the assured market i.e. Police, Hospitals,
Tourism and other like departments which will not only help in revival of woolen
sector in the State, but also provide better remunerative prices to the breeders who
are economically backward.

The following infrastructure is proposed by the Board against the assured


market:-

• Creation of 3,20,000 Sq. Ft. space i.e. eight times against the existing one for
storing as well as grading process at an estimated cost of Rs. 12.50 crores.
• Rs. 18.00 Crores are required under Revolving Fund in case of procurement.
• Sufficient Revolving Fund of about 12.00 crores is to be created for getting the
raw material processed into blankets and other woolen products which will rotate
on quarterly basis.
• Required number of machines involving cost of about Rs. 1.00 Crore for packing,
stacking, weightment etc. etc.
• Additional manpower is required to be engaged i.e. eight times the present
available strength which comes to about 1200 employees.
