Two city employees, Marcus Banks and Percy James Watkins, were arrested on December 15, 2015 for stealing water services at their residences. Banks and Watkins worked as Water Service Representatives for the City of Jackson Public Works Division. An investigation was launched after the Public Works Director filed a complaint. Banks was charged with felony embezzlement while Watkins was charged with misdemeanor embezzlement. The police department is continuing to investigate the water theft and additional arrests are possible.

The two individuals were stealing water services at their residents. The employees are classified as Water Service Representatives in the City of Jackson Public Works Division. Their job duties include installing and removing water meters. The Jackson Police Department Property Crime Division responded to the employees resident because of a complaint filed by the Director of Public Works, Keisha Powell. It was discovered that the employees were, in fact, stealing water and responsible for the installing the device that aided in the process. Marcus Banks was arrested and charged with felony Embezzlement. Percy James Watkins was arrested and charged with misdemeanor Embezzlement. The investigation is ongoing into the water theft. Additional arrests are possible pending the outcome of the investigation.
