SCOPE
This Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for the procurement of the following flooring materials and systems
intended to be used in Saudi Electricity Company (SEC), Saudi Arabia.

SEC General Specification 01-TMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

Use
This system is to be used for internal flooring in all the SEC Transmission
Substations as specified by SOW/TS which includes switchgear rooms, mechanical
rooms etc.
If this system is specified for external areas exposed to sunlight, such as sidewalks,
platforms etc., it shall be UV (Ultra Violet) resistant and as specified in SOW/TS.
This system shall not be used where raised flooring or Ceramic flooring tiles are
used.

It shall penetrate concrete surface and make it hard, free from dusting and
high resistant to corrosion and abrasion.
4.2.3
Chemically resistant
Shall resist acids, alkalis, oil and salts.

Durable
Shall have good wear and tear and abrasion resistance.

Hygienic
Shall be Impervious, self-leveling, seamless floor surface which can be easily
cleaned.

Surface preparation
4.4.1
General
It is essential that the surface preparation of the concrete is done properly to
obtain optimum performance.
The new concrete shall have completed the curing and drying period as per
TCS-Q-113.03. The moisture content of the concrete should be below 4% by
weight. The factors responsible for the release of surface water like the
thickness of the concrete, the season, the temperate and relative humidity of
the environment and the prevailing ventilation conditions should always be
checked and measured prior to the coating application.
The moisture content at the concrete surface shall be measured using an
instrument called a Protimeter or in accordance with BS 8203 Appendix A or
by a Vaisala thermohygrometer type MHI 31.
The weak top surface layer (laitance) in the concrete floors is to be removed.
4.4.2
Floor Preparation
Proper surface preparation shall be ensured to have good substrate adhesion
and long-term protection of any floor coating.
The following methods to be applied as required;

Scarifying (Scrabbling)
The scarifier uses rotating wheels and brushes to scour the concrete
surface. The scarifier is pushed on the floor and the enclosed rotating
wheels abrade the surface. Care shall be taken not to cause excessive
damage to the substrate. The work shall be done by skilled operator.
This method shall be used for small areas or areas where abrasive
blast cleaning cannot be carried out.
d.
Power grinding
This method can be used to open up holes and voids and to remove
loose materials from the surface of poured concrete and Precast slabs.
Recommended for small external floor areas only.
e.
Wire brushing
This method can be used to remove loose material from the surface
and open up holes and voids in poured concrete. This can be either
power or hand wire brushing.
f.
Impact tools
Poured concrete surfaces can be roughened using impact tools such as
Needle Guns etc. This method shall be considered for small areas.
Granulating or Hammering machines work quicker but should only
be used if flooring screeds are to be applied.
Impact tools are normally electrically or compressed air driven and
work on principal of a sharpened tool vibrating against the surface.
Work shall be done by skilled operator and sufficient supervision to
be done to avoid damage to concrete as well as physical injury.

Acid Etching
This method of surface preparation is recommended for use on
existing/old concrete floors. It is carried out to remove laitance, and
should only be used in areas where sufficient drainage exists to allow
the water and acid solutions to be easily removed. To carry out acid
etching, the following procedures should be followed;

Use
Raised floor system shall be used in the communication room and other locations as
specified in SOW/TS.
5.2
General Requirements
Access flooring shall be portable assembly of modular floor panels on an elevated
support system (under structure) forming a complete under floor cavity to
accommodate electrical cables/ communication cables. Panels shall be gravity held
with bolted stringers under structure system. Depth of raised floor system shall be
900 mm for Control and Relay room and 600 mm for Communication Room.
Access flooring shall comply all the test requirements in accordance with "Ceiling
and Interior System Construction Association", Recommended Test Procedures for
Access Floors", "CISCA/AF".
Access floor system shall consist of the Floor Panels, Floor covering, Understructure

5.3.2
Floor Covering
Floor covering shall be conductive grade and factory applied high-pressure
laminate (HPL) with following specifications. The laminate should be
bonded using professional fabricating technique and procedure. Adhesive
shall also be conductive.

Floor covering shall be clean, with ease of maintenance, long and
high wear, dust free environment and rigid and with washable
surface.

Electrical Conductivity
The floor shall be conductive for control of static electricity.
Conductive laminate flooring must be properly grounded by utilizing
a variety of terminals and grounded cords properly attached to the
laminate and a suitable earth ground.

Trim
Edge trim shall be used to protect the panel and covering against mechanical
damage and humidity. Trim shall be mechanically attached to perimeter of
each panel to eliminate any potential separation of edge trim with the panel.
Edging will be interlocked with top sheet and fixed by up turned edge of
bottom steel sheet.
5.3.4
Understructure
The under structure shall be bolted stringer system. It consists of pedestal
assembly and stringer system.
Following are the details given about the pedestal assembly and the stringer
system:
Pedestal Assembly: Includes base, column with provision Galvanized and yellow
steel
for height adjustment and head cap made either of steel or passivated
construction

Pedestal Assembly shall provide vibration proof mechanism for making and holding
fine adjustments in height for levelling purposes over a range of not less than 2 in.
include means of locking levelling mechanism at a selected height which requires
deliberate action to change height setting and prevents vibratory displacement.

Gantry lock collar to provide anti-vibration displacement.

When under floor cavity is not enclosed by abutting walls, column,
Closures beams or downward slabs, provide manufacturer's standard plates
(Fascia)
with factory-applied finish.
Fit cutouts with manufacturer's standard grommets in sizes indicated or where
size of cutouts exceeds maximum grommet size available, trip edge of cutouts
with manufacturer's standard plastic molding having tapered top flange. Furnish
removable covers for grommets.
Provide foam rubber pads for sealing annular space formed in cutouts by cables
and trim edge of cutout with molding having flanged and edge for capturing and
supporting pads.

DESCRIPTION
Ultimate concentrated load shall not be less than the value
obtained from multiplying the factor indicated below by the
specified concentrated design load on floor panels. Failure is
defined as the point at which access- flooring system will not
take any additional load.

Ultimate Uniform Loads without Failure: Ultimate uniform
load shall not be less than the value obtained from
multiplying the factor indicated below by the specified
uniform design load on floor panels. Failure is defined as the
point at which access-flooring system will not take any
additional level.

Design Uniform Load: 25 KN/m2
Rolling loads as noted below applied to panels through
CISCA/FA wheel with combination of local and overall
deformation not to exceed 1mm measured across panels 610
mm span and an as permanent set not to exceed 1mm after
exposure to rolling load as per CISCA/AF path A or B
whichever path produces the greatest top surface
deformation.
10 Passes of Wheel Load for path A: 4500 N (1,000 lbs)
10,000 Passes of Wheel Load for path B: 4500 N (1,000 lbs)
A load of 670 N (150 lbs) shall be dropped 915 mm into an
inch square indenter, there shall be no system failure.
Other requirements
Electrical Resistance of Systems
Provide access-flooring system with the following electrical resistance
characteristics: Less than 1 ohm measured across surface of bare panel to under
structure by test method as specified in NFPA 99.

Installation
Installation shall be done by highly skilled personnel. The following steps shall act
as guide for installation. The installation shall be done carefully and approval shall
be obtained from COMPANY REPRESENTATIVE.

Install access floor system and accessories under supervision of the access
flooring manufacturer's authorized representative to ensure rigid, firm
installation free of vibration, rocking, rattle, squeaks and other unacceptable
as performance.
5.6.2
Set pedestals in adhesives to provide full bearing of the pedestal base on the
sub-floor
5.6.3
Layout floor panel installation to keep the number of cut panels at the floor
as perimeter to a minimum. Scribe panel assemblies at as perimeter to
provide a close fit with no voids greater than 3.2 mm where panels abut
vertical surfaces.

Cutting and trimming or other dirt or debris producing operations will not be
as permitted in the rooms where the floor is being installed.

Level installed access floor to within 1.5 mm of true level over the entire area
and within 2.5 mm in 3.0 m length.

started prior to approval.

Quality Assurance
To ensure good Quality control/Quality assurance, following guidelines shall be

Handle and store packages containing access flooring in a manner that avoids
overloading building structure.
5.8.9 Do not proceed with installation of access flooring until after substantial

minimum technical requirements for the procurement of the Ceramic flooring materials and
systems intended to be used in Saudi Electricity Company (SEC), Saudi Arabia.
