yield$700to$800millioninaddedrevenue.

Riverareendocrinedisruptingcompoundsandherbicidesand
pathogensandparasites.
TheDepartmentofEnvironmentalProtectionandtheFishandBoat
Commission,alongwithnearly50participantsand6partner
agencies,releasedthefindingsMondaythatnarrowthelikely
causesfromaninitialfieldof14candidatecausestothosetwo.
Moreresearchintothesecausesisneeded,butevidencecollectedduringthestudypoints
totheselikelysourcesmorethananyothercandidatecauses.
DEPSecretaryJohnQuigleysaidthestudyresultsarejustpartofthedatasetforan
impairmentdesignationbyDEPandthatnodecisionhasbeenmadeonimpairment.
Hesaidheanticipatesputtingtheresultsofthestudyoutfora45daypubliccomment
periodinFebruaryaspartofthelargerIntegratedWaterQualityReportaspartofthedecision
makingprocess.
Followingasmallmouthbasspopulationcrashin2005,andadditionalobserved
maladies,suchastumorsandlesionsonsmallmouthbass,theteamusedgroundbreaking
monitoringstrategiestocollectmorethan30,000waterqualityrecordsannually,alongwith
reviewofexistingresearchtoisolatethepossiblecauseskeepingyoungoftheyear(YOY)
smallmouthbassfromgrowingtoadulthood.
ThepanelofexpertswaschallengedbythefactthattheSusquehannaRiverisacomplex
systeminwhichthetributariesattimesdontmixformorethan40miles.
Whatlookslikejustonebodyofwateractslikefiveuniquerivers,allwithdifferent
characteristics,saidJohnQuigley,DEPSecretary.TheJuniata,WestBranch,andmainstem
eachtendtorunintheirownisolatedlanesintheriverbed,withthesmallertributarieshugging
bothshorelines.
Collaboratingscientistsbeganthestudyin2014,usingascientificprotocolknownas
CADDIS(CausalAnalysis/DiagnosisDecisionInformationSystem).
Ofthe14initialcandidatecausesidentifiedbytheworkgroup,onlytwoweredetermined
tobelikelycausesofthepoorrecruitment:Endocrinedisruptingcompounds/herbicides,and
pathogensandparasites.
WeappreciatetheassistanceoftheU.S.EPA,DEPandourotherpartnersinthe
evaluationofmanypossiblestressorstothesmallmouthbasspopulationusingtheCADDIS
processsaidExecutiveDirectoroftheFishandBoatCommissionJohnArway.Thehealthof
thesmallmouthbassintheSusquehannaRivercontinuestobecompromisedandthisanalysis

rulesoutcertaincauses,prioritizesotheruncertaincausesforfurtherstudyandmostimportantly
identifieslikelycauseswhichcanbetargetedforaction.
Theoriginalpotentialcausesincludedhighflows,pHanddissolvedoxygen(deemed
unlikelyasaresultofthisstudy),aswellasinvasivespecies,habitat,andalgalblooms(deemed
uncertain).
Thenextstepistofocusonidentifyingthesourcesoftheendocrinedisrupting
compoundsandherbicides,andwhatiscausingtheincreasedprevalenceandlethalityofthe
pathogensandparasitesinsmallmouthbass,includingmonitoringinthetributariesofthe
Susquehanna.
TheU.S.EnvironmentalProtectionAgencydevelopedCADDIStohelpagenciesconduct
causalassessmentsinaquaticsystems.ThisscientificpanelrepresentsDEP,PFBC,the
SusquehannaRiverBasinCommission,theUnitedStatesGeologicalSurvey,UnitedStatesFish
andWildlifeService,SusquehannaRiverHeartlandCoalitionforEnvironmentalStudiesand
nearly50stafffromfederalandstateagenciesandpartnerorganizations.
Thisstudydoesnotidentifyasinglesmokinggun,saidQuigleyButitdoespointthe
waytowardlikelycauses,whichwewillcontinuetopursue.Ontopofthat,throughthisstudy,
DEPstaffdevelopednewapproachestomonitoringthiscomplexsystem,dramaticallyincreasing
ourwaterqualitymonitoringcapacityintheSusquehannaRiver,andprovidingtoolsthatwecan
usetoensurefishable,drinkablewaterstatewide.
TheSusquehannaRiver'ssmallmouthbassfisheryonceattractedanglersfromallover
theworld,saidArway.IamconfidentthattheresultsfromtheCADDISstudyalongwiththe
continuedcommitmentbyDEPtoidentifythecausesandreducethesourceswillprovideforthe
recoveryandreturnofthatonceworldclassrecreationalfishery.

andpathogensandparasites,arethetwomostlikelycausesofdiseasedanddyingfishinthe
LowerSusquehanna.Thesicknesswasfirstdiscoveredin2005.

ThestudyresultswillbeamongevidenceDEPwillconsiderindecidingwhetherto
includethelowerSusquehannaonitsimpairedwaterslist,whichwillbereleasedinFebruary.
ThetimetostarttoremedythesickSusquehannaRiverandsaveaworldclasssmallmouthbass
fisheryisnow.
Ascausesofdiseasedanddyingsmallmouthbasscontinuetobestudied,itprovides
evenmoreevidencethatthe98milesoftheLowerSusquehannaRivershouldberecommended
forimpairmentwhenthe
DEPsIntegratedWaterQualityReport
comesoutinFebruary.
Animpairmentdeclarationwillstartthehealingprocess,sothatthewaterwaythat
millionsofPennsylvaniansdependupon,andprovideshalfofthefreshwatertotheChesapeake
Bay,canbenefitfromanunwaveringlevelofrestoration,resourceinvestment,andpollution
study.

theRalphAbeleConservationScholarshipFundwastheperfectstepinexpandingthereachof
thecampaignsinceMr.Abelewasaleaderinconservationandlovedtheriver.Thefundwasset
uptoprovidefortaxdeductiblecontributionstothecampaignwiththefundingbeingusedbythe
CommissionforprojectstoimprovethewaterqualityoftheSusquehannaanditstributaries."
ThisisanopportunitytocarryonMr.Abeleslegacybyfurtherraisingawarenessofthe
issuesplaguingtheSusquehannaRiver,headded.Atthesametime,theonlinesitewillhelp

deliveraconservationmessagetoafargreateraudienceandprovideamechanismforothersto
contributetoafundtohelptheriver.
ThePFBClauncheditsS.O.S.campaigntosavetheriveronJune2byannouncingthata
portionoflicensesalesandproceedsfroma$10S.O.S.buttonwouldbededicatedtofunding
waterandsoilconservationprojectsalongtheSusquehannaRiver,whoseyoungsmallmouth
basspopulationhasbeenplaguedoverthelastdecadebyillnessandelevatedmortalityrates.
Tokickoffthecampaign,thePFBCpledged$50,000inmatchingfunds.
Sofar,concernedcitizenshaveraisedmorethan$29,000fortheS.O.S.campaign,
includinga$1,000donationfromtheEnolaSportsmensAssociationinCumberlandCountyand
a$5,000donationfromtheFishingCreekSportsmensAssociationinColumbiaCounty.

bythePFBCandstate
DepartmentofEnvironmentalProtection,whichconcludedthatherbicidesandendocrine
disruptingcompoundsarelikelycausescontributingtothesmallmouthbasspopulationdecline.

Thereportreleasedthisweekconfirmswhatwevesaidallalong,thattheSusquehanna
Riverissickandneedsourhelpbeforeitstoolate,Arwayadded.Thenextstepistoidentify
thesourcesoftheherbicidesandEDCsandtodevelopplanstoreducethemintheriver.
TheSaveOurSusquehannamessageisresonatingwithanglers,withsportsmens
clubsandwithotherswhocareabouttheriver,headded.Imoptimisticthatwiththenew
FirstGivingsite,wewillraiseandexceedthe$50,000fromanglers,otherconservationists,and

HepointedtoaPJMInterconnectionstudythatpredicts,undercertainscenarios,the
impactoftheCPPinPennsylvaniacouldcreate29to44percenthigherwholesaleenergyprices
by2020.
Meanwhile,anotherRTO(RegionalTransmissionOrganization)haswarnedthatthe
CPPcouldresultintransmissionreliabilityissuesduetothelossoffossilfuelfiredgeneration
resourcesinandaroundmajorurbancenters.
AnotherreasoncitedbyPowelsonisthedifficultysitingnaturalgaspipelines.
Giventhatnaturalgasisaclean,affordableandabundantsourceofpowerintheUnited
States,aninevitableresultoftheCPPwillbeasurgeinnaturalgasfiredgeneration.However,
todayspipelineinfrastructurecannotsupporttheincreaseingasgenerationneededunderthe
CPP,andunfortunately,buildingpipelinesisnotaprocessthatoccursovernight,especially
consideringtheextensivepermittingprocess.

Thuswearefacedwithaconundrummoregasgeneration,andrelatedlymore
pipelines,areneededfortheCPPtosucceed,andyet,theObamaAdministrationhasnot
introducedanycorrespondinginitiativetoexpeditethepermittingprocess.
AsthelongestservingmemberofthePennsylvaniaPublicUtilityCommission,Iam
troubledthattheCPPisbeingusedbytheEPA,inthenatureofafinalrulemaking,tocreate
nationalelectricitypolicy,muchofwhichislegallywithintheexclusivepurviewoftheFederal
EnergyRegulatoryCommission.
ThebottomlineisthattheEPAhasoversteppeditsauthorityandisunderminingthe
FederalPowerActbyimposingadefactonationalenergypolicyonthestatesviatheCPP.

Background
HowisclimatechangeaffectingtheDelawareRiveranditssurroundingforestsand
lands?Whatnewcontaminantsareflowingofffarmsandintostreams?Arecurrenttechnologies
sufficienttodealwiththeseissuesoraremoresophisticatedtoolsneeded?
AdministeredbytheAcademy,theDelawareWatershedResearchFundwasdevelopedto
investigatetheseandothermajorquestionsrelatedtowatersheds,particularlytheDelaware
RiverBasin,whichflowsfromtheCatskillMountainsinNewYorktotheAtlanticOcean.
Thestudyofwatershedsandtheirfunctionisoneofthemostimportantwaysto
understandissueslikewaterpollutionandthehealthandresiliencyofournaturalsystems,said
AcademyPresidentandCEOGeorgeW.Gephart,Jr.Weareverypleasedtoenterthisnew
phaseofcommitmentwiththeWilliamPennFoundationtorestoreandprotecttheDelaware
watershedandimprovewaterquality.
TheAcademys
PatrickCenterforEnvironmentalResearch
hasahistoryofmorethan70
yearsofnationalleadershipinusingsciencetoinformtheprotectionofenvironmentalqualityin
bothaquaticandterrestrialecosystems.
TheAcademyswatershedresearchusesfieldandlaboratorystudiestoanalyzeand
simulatethefunctioningofaquaticsystems,integratingmappingwithhydrologic,bioenergetic,
ecologicalandothermethodsofmeasurementandanalysisatmultiplespatialscales.
TheDelawareRiverWatershed(theregionthatdrainsintotheriver)coversmorethan
13,500squaremilesspanningPennsylvania,NewJersey,DelawareandNewYork.
Inadditiontobeingamajorsourceofdrinkingwaterfor15millionpeople,thewatershed
supportsanarrayofwaterrelatedeconomicenterprisesvaluedat$25billionperyear,aswellas
significanthabitatforwildlife.
Althoughtheconditionoftheriverhasimprovedgreatlysincethe1960s,thankstothe
regulationofindustrialandmunicipaldischarges,manyofthestreamsandriversflowinginto
theDelawareRiverremainimpairedbyagriculturalrunoff,municipalstormwater,erosion,
sediment,andavarietyofothercauses.
TheDelawareWatershedResearchFundisanoutgrowthofthe
DelawareRiver
WatershedInitiative
,amultiyeareffortofmorethan50environmentalnonprofitsandnumerous
publicandprivatepartnerstomonitor,protectandrestoreconditionsinthestreams,riversand
landscapesineighttargetedgeographieswithinthewatershed.

Throughtheinitiative,theFoundationhasbeenaleadfunderandprovidedmorethan$40
millionoverthreeyearsto50nonprofitorganizations,includingtheAcademy,thatareworking
cooperativelytoprotecthighqualitywaterwaysandrestoredamagetowatershedsfromstresses
suchasurbanstormwaterandagriculturalrunoff.
Thisalignedwork,inplacesrangingfromthePoconosandUpstateNewYorktothe
BrandywineValleyandNewJerseysDelawareBayshoreiscomplementedbyasignificant

DEPAnalysisConcludesNoRadioactivityDangerinTenmileCreek,GreeneCounty

AnextensivesixmonthinvestigationbytheDepartmentofEnvironmentalProtectionhas
concludedthatthereisnoindicationofanyelevatedradioactivityinTenmileCreekinGreene
County.
The
latestDEPstudy
wasconductedafterconcernswereraisedabouttheresultsofaset
ofsurfacewatersamplestakeninthespringof2014.
DEPsBureausofRadiationProtectionandDistrictMiningOperationsconducted
comprehensivesamplingatthesame3locationswheretheearliersamplesweretakenatthe
ClydeMineTreatmentFacilitynearClarksville,GreeneCounty.
Additionally,samplesweretakenat9otherlocationsbothupstreamanddownstreamof
theCMTF.Surfacewatersamplesweretakenalongwithsamplesofsediment,sludge,soil,
aquaticvegetation,andfish.
Ourgoalwastogetacompletepictureofanypossibleradiologicalcontamination,said
JohnStefanko,DEPExecutiveDeputySecretaryforPrograms.Theoriginal2014samplesused
abasicmethodologythatprovidesalimitedsensitivityfornaturallyoccurringradioactive
materials.The2015sampleswereanalyzedusingU.S.EnvironmentalProtectionAgency
approvedmethodologiesfordeterminingradium226andradium228inwater,plants,soil,or
fish.The2015watersamplesweretakenwhentheaveragedailystreamflowswithinthe
watershedwereatnearnormalflowconditions.
AllwatersampleswerebelowtheEPAdrinkingwaterlimitof5picocuriesper
liter(pC/L)forradium226andradium228.DEPdidnotfindanyindicationofaccumulated
radiationinthesediment,plants,orfish.
Onesample,oftreatmentsludgeinatankattheCMTF,indicatedaradioactivitylevelfor
radium228at19.539pCi/L,whichisnotalevelofconcernbutwasapointofinterestforDEP.
DEPsBureauofMiningProgramsstaffdeterminedthatbecausethetreatmentfacility
usesahighdensitysludgewhichrecirculatestreatmentsludgetoremovecontaminantsfrom
water,theradiumvalueswouldbeconcentrated.
WaterexitingtheCMTFdidnotcontainaradiumlevelabovetypicalbackground
radiationreadings.
AlthoughtheDepartmentdoesnotbelievetheradium228leveliscauseforconcern,asa
matterofpublicinterestitwillperiodicallyresampleandanalyzetheCMTFsludgein2016.
Asetofnonradiologicalwatersampleswastakensimultaneouslywiththeradiological
samplestocharacterizethewaterflowingintothecreekfromtheCMTF.
DEPsBureauofMiningProgramsstaffanalyzedthesampleresultsandconcludedthat
theflowofrawandtreatedminewaterwastypicalminedrainage,consistentwithwhatwould
originatefromafloodedundergroundcoalmineinSouthwesternPennsylvania.

Ultimately,therewerenosurprisesintheenvironmentalsampleswetook,said
Stefanko.Theradiologicalresultswereinlinewithexpectedbackgroundradiationreadings.
Thenonradiologicalsampleswereconsistentwithwhatweregularlyseeinflooded
undergroundminesinthisregion.

settleviolationsofthestatesOilandGasActandtheFishandBoatCode.
Asaresultoftheagreement,CNXwillpay$345,750toDEPand$105,000toPFBC.
ProtectingthewatersoftheCommonwealthisacorefunctionofbothDEPandthe
PFBCandthisagreementunderscoresthefactthat,together,wetakethisresponsibilityvery
seriously,saidEricGustafson,managerforOilandGasOperationsintheSouthwestOilandGas
DistrictOffice.WeexpectthatoperatorswillfollowtheirWMPsanddrawdownpermitsto
theletter.DEPappreciatestheassistanceprovidedbythePFBCinresolvingthiscase.
PFBCExecutiveDirectorJohnArwayaddedthatwaterisoneofourmostprecious
publicresources,whichmustbeprotectedandresponsiblymanaged.DEPwatermanagement
plansareengineeredtoensurethatwaterisallocatedinproperamountssothatallwaterusers
canappropriatelysharetheabundantsuppliesprovidedbyourCommonwealthsstreams,rivers
andlakes.Noncompliancewiththeplansandpermitscouldresultinharmtootherwaterusers
likeaquaticlifeandpublicwatersupplies.
CNXdidnotadheretoitsapprovedplan,andDEPdetermineditexceededitsapproved
dailywithdrawallimitsfromareservoirinNorthFranklinTownship,WashingtonCountyon43
daysbetweenOctober23,2011andJune8,2013.
InorderforoilandgasoperatorstoremovewaterfromwatersourcesinPennsylvaniafor
thedrillingorstimulationofanyunconventionalnaturalgaswell,aWaterManagementPlan
(WMP)mustbeapprovedbyDEP.
TheWMPdesignatesthesourcestobeused,thepeakdailywithdrawallimitsandthe
instantaneouswithdrawalrates(howquicklywatercanberemovedfromthestream)toprevent
impactstothewaterway.AnumberofdifferentsourcescanbeincludedintheWMP.
CNXobtainedadrawdownpermitfromPFBCthatsetfurtherlimitsonhowmuchwater
couldberemovedfromthereservoirinordertoprotectaquaticlifeanddamstability.However,
on164daysbetweenOctober21,2013andDecember23,2014,duringtherestrictedtime
period,CNXwithdrewwaterfromthereservoircontrarytotherestrictionsintheirWMPand
drawdownpermit.
Thiswaterwithdrawalresultedinlowwaterlevelswithinthereservoir,dryingoutthe
shallowshorelineareasofthereservoirandthesurroundingforestedwetlands.
Inaddition,thecompanyfailedtokeepproperrecordsrelatingtowaterwithdrawalsand
reservoirlevels.
CNXhasinstitutedchangesintheirprocedurestoensurethatwaterwithdrawalreporting
isaccurateandthatWMPsarefollowedexactly.

PennState:NewDrillingTechniqueEnhancesOilRecovery,SequestersCarbonDioxide

AproposedrecoverytechniqueforoilextractiondevelopedbyaPennStateledresearchteam
notonlyoutperformsexistingdrillingandrecoverytechniques,butalsohasthepotentialto
sequestermorecarbondioxideintheprocess.
Theteamestimatedthatcompaniesusingthisnewtechniquewouldgreatlyimproveoil
recoveryrates.Theydevelopedamodelthatindicatesthattheprocesscouldextractbetween78
and90percentoftheoilinareservoiroverseveraldecades.
Existingdrillingtechniquesinusetodayextractamaximumof50to60percentofthe
estimatedtotalvolumeofoilbeforeproduction,andonaverage,thatnumberiscloserto35
percent.
Themodeluseshorizontaldrilling,inwhichwellsaredrilleduptoabout4,000meters
(13,000feet)underground,paralleltotheEarth'ssurface,throughknownoilreservoirs.This
differsfromverticaldrillingtechniques,inwhichwellsrunperpendiculartotheEarth'ssurface.
Twowells,organizedinastaggeredlinedrive,formthebasisofthemodelonewellin
thetopofthereservoirtoinjectsupercriticalcarbondioxideintothesystem,andanotherwellat
thebottomofthereservoirtoextractoil.
Carbondioxidenormallybehaveslikeagasatroomtemperatureandpressure,butwhen
itispressurizedandheatedpastacertainpointthecriticalpointitbecomesasupercritical
fluid,whichexhibitsliquiddensityandgasviscosity.
Wheninjectedatacontinuousrate,supercriticalcarbondioxideisanexcellentsolvent
thatisabletocontactoilandformtwohydrocarbonphasesonethatislight,containinga
significantamountofcarbondioxide,andonethatisdenser,containingmoreoil.
"Theideaofourmodelisthat,ifyoucaninjectcarbondioxideasasupercriticalfluid
intothereservoir,itwillextractlightcomponentsfromtheoil,suchasmethane.Thisformsa
lessdenseandlessviscousfluid.Then,thereservoirisdrainedofwaterandoil,andthemore

buoyant,carbondioxiderichfluidexpandsinacontrolledwaytowardthelowerwell,wherethe
oilcanbeextracted,"saidRussellJohns,professorofpetroleumandnaturalgasengineering,
PennState.
TheteamuseddatafromreservoirsintheGulfofMexico,andthendevelopeda
computerizedsimulationthatran7,000timestoaccountforvariationsinreservoirpropertiesthat
existacrosstheU.S.
"Inanygivenreservoir,thepropertieschangespatiallybasedonthedepth,chemistry,
physicalcompositionandotherfactors,"saidLiweiLi,graduatestudentinenergyandmineral
engineering,petroleumandnaturalgasengineeringoption,whowasleadauthoronthepaper
publishedinarecentissueoftheInternationalJournalofGreenhouseGasControl."Inour
model,weusedgeostatisticalandpetrophysicaltechniquesthatwouldallowustoaccountfor
thosevariations,"
Theteam'sresearchsuggeststhatthisnovelmethodofcarbonsequestrationwouldbe
muchmoreeffectiveandreliablethansequestrationtechniquescurrentlybeinginvestigated,such
assequestrationintodeepsalinereservoirsorwateralternatinggas.
"Ifyouweretoinjectcarbondioxideintosalinedepositsunderground,youwouldneedto
drillwellsandinstallpipelinestotransportittothesite,"saidSaeidKhorsandi,anEMEgraduate
studentinthePNGEoptionwhowasamemberoftheresearchteam.'Thiscreatesanadded
expenseforcompaniesbutnoaddedrevenue.Usingourmodel,however,companiescan
leveragetheirexistinghorizontaldrillinginfrastructure,whichismoreeconomicalinthelong
run."
Theonlylimitationofthemodelisthatitrequiresaclosedenvironmentalsystem,in
whichcarbondioxidecannotescapefromthereservoirandwaterandoilisdrainedfrombelow.
"Imagineyouhadacupfilledwithwaterandyouusedastrawtotakeoutwaterata
constantrate,"saidJohns."Youcouldkeepdoingthatuntilyouhadnothingleftaslongasthe
waterlevelwasmoreorlesshorizontal.Butifthatcupwasporousandcontactedadeep
undergroundaquifer,thecupwouldbeconstantlyrefilling,andtheprocesswouldnotbeas
effectivesincewaterwouldcontinuetooccupyasignificantamountofporespace.However,if
thewaterandoilcanbeeffectivelydrainedliketheyarewhenusingourapproach,thenthereis
significantlymoreroomforstorageofcarbondioxide."
Whetherornotoilandnaturalgascompanieswillusethemodeldependsonanumberof
factors,includingthepriceofoil,thelocationofexistingwells,thesourceandcostofcarbon
dioxideandtheamountofoilpredictedtobewithinreservoirs,theteamsaid.
Thisapproachgivesthebestpossiblescenarioofhowrecoverycouldbeenhanced,while
simultaneouslystoringcarbondioxide.

WildlifeForEveryone:ColyerLakeRestorationNearsCompletionInCentreCounty

An11weekprocesstorefillapopularCentreCountyfishingandboatingdestinationis
underway.Thedamat
ColyerLake
,locatedjustoffRoute322inPotterTownship,wasdeemed

structurallydeficientin2012andthelakewasemptiedlessthan12monthslater.
Now,thankstopassionatelocalresidents,successfulfundraisinganddedicated
constructioncrews,refurbishmentofthedamandaquatichabitatsiscompleteandwaterlevels
areontherise.
AccordingtoSaveColyerLake,Inc.PresidentTomKistler,lastmonththeDepartmentof
EnvironmentProtectionprovidedverbalapprovaloftheplantostartrefillingthelake.Kistler
saystheprocessshouldbecompletebythebeginningofMarch,buttheformationoficecould
haltrefillingthelaketemporarilyiffishhabitatstructuresmaybedamaged.

quicklygrewanddemonstratedthenecessarypublicsupportfortheFishandBoatCommission

WildlifeForEveryoneEndowmentFoundation
providedadministrativebackingand
fundraisingsupporttoSaveColyerLake,Inc.Thefoundationestablishedataxdeductibleoutlet
forsupporterstocontributefundingtohelprecreatethelake,whichistheonlytypeofitssize
withincloseproximitytoStateCollegeandPennStateUniversity.
Approximately1.2millionpeoplefishinPennsylvaniaandPFBCExecutiveDirector
JohnArwaysaysthe77acrelakeisagreatspotforpeopleintheCentreRegiontogetoutdoors.
Plansarestillindevelopmentfortheadditionofafootpatharoundtheentirelakefor
betteraccesstoallportionsofthelake.Kistleralsosaysplanningisunderwaytoinstallhandicap
accessforsafekayakandcanoelaunching.
Theprimaryreasonsthatpeopledontfishandboatarebecausetheydonthavethetime
todoitandtheydonthaveaplacetogo,Arwaysaid.Wewillbeprovidingtheperfect
locationforpeopletofishandboat,gobirdwatchingorjusttakeawalkinapeacefulplace.
But,itcertainlywasnteasytoreachthispoint.Arwaynotesthattherepairand
reconstructionofdamsto2015DEPsafetystandardsisextremelyexpensiveforthePFBC.
Theagencyissolelyfundedbyfishinglicenseandboatregistrationfeesalongwiththe
federalsportfishrestorationfunds.
However,inNovember2013,formerGov.TomCorbettapprovedatransportationbill
providingfundsleveragedwithotherresourcestohelpthePFBCrebuildhighhazarddams.
ThesefundswerecrucialtocompletetheColyerLakeproject,whichhada$4.8millionprice
tag,wellbelowestimatedcost.
ThehardworkanddedicationoftheSaveColyerLakeorganizationwasvitaltosecure
fundingforthisproject,saidWildlifeForEveryoneEndowmentFoundationExecutiveDirector
VernRoss.Weareextremelypleasedtoseetherestorationofavaluablecommunityresource
andhabitatforaquaticspecies.
Toaidhabitatdevelopmentforfishandotheraquaticlife,crewsused300tonsof
pulverizedlimestonetocoverthelakesfloor.ThislimewillhelpbufferthelowpHofthewater
comingintoColyerLake.
Additionally,structureswereaddedalongthelakebed,suchaspilesofrockexcavated
duringthereconstructionofRoute322andclustersofpostsandlogs.Thesestructureswillbe
utilizedbyjuvenilefishtoavoidpredationandserveasfeedinggroundsforallsizesoffish.
Thesubmergedwoodandrockwillbecomecoveredinalgae,whichisthencolonized
andconsumedbymacroinvertebrates.Themacroinvertebratesmaybeassmallasamidgelarvae
oraslargeasacrayfish.Thesespeciesareanidealfoodsourceformanyofthegamefishinthe

lake.
Thelimingprojectperhapsbestdemonstratesthecommitmentoflocalbusinessleadersto
sustainthelakesfutureasavaluablecommunityresource.

RusticCampingAreawillincludeatimbersalvageharvestonthe
tract,consistingofmixedhardwoodsandmanydeadanddyingwhiteashtreesaffectedbyan
emeraldashborer
infestation.Workisscheduledtobeginlaterthismonth.
AtimbersalvagesaleisbeingusedtoremovetreesintheRusticCampingArea,onemile
offofRoute26,nearHoward.Allashandhazardoustreeswithina1treelengthfrom
campsites,roadsandbathhousesaretargetedforremoval.Treesthatarenotwithinthedescribed
distanceofaparkfacilitywillnotberemoved.
Whiteashisasignificantcomponentoftheforestedstandswithinandsurroundingthe
RusticCampingAreaofBaldEagleStatePark.Unfortunately,theyhavebeendramatically
impactedbytheemeraldashborer,aninvasivewoodboringinsect,saidBaldEagleStatePark
ManagerMichaelWinters.Thisnonnativeinvasiveinsectkillsnearlyeveryashtreeinaforest
standonceitbecomesinfected,leavingdeadanddyingtreesinitswake.Declineofashtrees
afterinfestationisquitedramaticandcannotbereversedtheonlyoptionistoremovethetrees
thataresafetyhazardsforparkvisitors.
Theemeraldashborerisanexoticinvasiveforestpestthatinfestsallashspecies.The
larvaliveandfeedjustunderthetreebark.Thisdamagedisruptsthetransportofwaterand
nutrientsbetweentheroots,leaves,andgrowingtissuescausingarapiddeclineanddeathofthe
tree.
Thestructuraltraitsofash,thosethatalsomakeashanexcellentwoodforbaseballbats,
renderdyingtreeshazardous.Whenbranchesbreakoffortreescomedownitisoftenquickand

unpredictableresemblingabaseballbatshattering.
OverseenbyDCNRsBureauofForestry,thesalvageharvesteffortwillentailretention
ofallotherhealthy,hardwoodtreespeciesinthearea.Onceremovaliscomplete,replanting
planswillbediscussed.
Pennsylvania's17millionacresofforestlandprovidecriticalvaluestosociety,including
cleanwater,recreationopportunities,plantandanimalhabitat,andrawmaterialsfora
longestablishedforestproductsindustry,saidDCNRSecretaryCindyAdamsDunn.
Activemonitoringandmanagementforinvasivespeciessuchastheemeraldashboreris
essentialifPennsylvaniaforestsaretosurvivethelastseveraldecadesofchangingclimate,

countieshasreceivedafirstplaceawardintheenvironmental
restorationteamcategory,andsecondplaceinthenaturalresources
conservationteamcategoryinthe2015ArmyNationalGuard
EnvironmentalSecurityAwards.
Pennsylvaniaoutperformed53otherstatesandterritoriesto
wintherestorationaward.
Themilitarytrainingcenterwontheawardfortheireffortsin
cappingandremediatinganoldlandfillatthecenter,andforremediatingoldmunitions.Forthe
conservationaward,theteamwasrecognizedfortheircontinuedhabitatsupportandresearchof
the
regalfritillarybutterfly
.

StraddlingtheDauphinLebanoncountyline,theFortIndiantownGapTrainingCenter
has3,000acresofgrasslandandscrublandhabitat,2,000acresofimprovedandsemiimproved
grounds,112milesofstreams,294acresofjurisdictionalwetlands,and12,000acresofforest.

Forthesecondstraightyear,theEagleCamhasbeeninstalledatanest75feethighina
treeinHanover,YorkCounty,adjacentto
CodorusStatePark
.Eagleshavenestedatthetreefor

about10years,andhavesuccessfullyfledgedyoungtheremanytimes.
Lastyear,nearly1.5milliontunedinasapairofadultssuccessfullyraisedapairof
eagletsthatfledgedfromthenestinlateJunetosetoutontheirown.
Notonlywillthepairofhighdefinitioncamerasinstalledthisyearprovidedifferent
anglesofthenestingbirdsandhopefullytheiryoung,infraredtechnologywillprovide
images24hoursaday,andmicrophoneswithintheunitswillcapturealloftheaccompanying
sounds.
Ofcourse,allofthisassumestechnicaldifficultiesdontcropup.
Lastyear,forinstance,themicrophoneonthelonecamerainstalledattheneststopped
workingafterasquirrelchewedthroughanaudiowirejustafewweeksintotherun.Then,after
theeagletshatched,onerelieveditselfonthecameraslens,leavingviewersforseveralweeks
withanobstructedviewofthenest.
Andtheresnochoicebuttosimplydealwithanysuchproblems,becauseonceJanuary1
rollsaround,federalguidelineskickin,prohibitingintrusionsateagleneststoensurenesting
birdsaregiventheprotectiontheyneed.
Inthebiggerpicture,too,therearenoguaranteesregardingthenestassociatedwiththe
EagleCam.
WhiletheHanovernesthasbeenactiveduringseveralpreviousnestingseasons,anda
pairofadulteagleshavebeenhangingaroundandaddingmaterialtothenestthiswinter,were
stillweeksawayfromknowingwhethereagleswillinfactnesttherethisseason.Andiftheydo,
theresnotellingwhethertheywillhatchyoung,oriftheeagletswillsurvive.
Thesearerealitiesforallwildlifeintheirnaturalworld.
GameCommissionExecutiveDirectorR.MatthewHoughsaidtheopportunitytolookin
onthenestinrealtime,notknowinghowthestorywillendorwhatmighthappennext,issome
ofwhatmakestheEagleCamsofascinatingtowatch.
Overthepasttwoyears,thereactiontotheGameCommissionsEagleCamhasbeen
trulyamazing,Houghsaid.Notonlydoanastonishingnumberofpeopletunein,notonlyare
thereviewersinjustabouteverycountryontheplanet,butsomanyofthemwatchwithsuch
dedication.Theylllookineverydayforaslongastheycan,spendingcountlesshoursenthralled
bythegoingsonwithinthenest.
Itsamazing,butitseasytounderstand,too,Houghsaid.Youjustdontgetthe
opportunitytoseeeagleslikethisjustanywhere.AndImcrossingmyfingersforanother
successfulnestingattemptcapturedoncamera.
Ofcourse,theEagleCamwouldnotbepossiblewithoutthecoordinatedworkofmany
partners.

HDOnTaptoprovideastaticIPaddressandcoordinateinstallationof100Mbpsbroadband
servicetoanenclosurenearthetree.
ComcastBusinessispleasedtoonceagainpartnerwiththePennsylvaniaGame
Commissiontodeliverthefastinternetspeedsneededforaprojectthathasdelightedand
educatedsomanypeoplehereinthestateandaroundtheworld,saidPaulMerritt,vice
