BRIEF INTRODUCTION OF SPORTS


Constitution of Sports Board Punjab was approved by Governor of Punjab on 8th April 1985
for the development and regulation of sports in the Province of Punjab.
Punjabis play a wide variety of sports and games, ranging from modern games such
as hockey and cricket, to the more traditional games such as Kabaddi, Kushtian (wresting)
and Tug of war volleyball Table Tennis etc. There are over 100 traditional games and sports
of Punjab.
To promote traditional games of Punjab, the state government has since 2012 been working
on initiatives to promote the Punjab Rural Games. The games will include sports such as
Kushtian Mud Wrestling Mat Wrestling in the state.

MISSION STATEMENT OF SPORTS BOARD PUNJAB


Sports Board Punjab is committed to reviving Sports Culture in Punjab. Our aim is to build
an inclusive society where people not only indulge in sports activities but also feel a sense of
ownership and belonging in utilizing the sports facilities throughout Punjab.

FUNCTIONS OF SPORTS BOARD OF PUNJAB


1. To organize, promote and develop sports in the Province.
2. To arrange training and coaching programs.
3. To ensure mass participation in sports and games by organizing sports
competitions/tournaments in the Province.
4. To maintain liaison and coordinate with the Pakistan Sports Board, other Provincial
Sports Boards, National and provincial sports associations.
5. To utilize funds provided by the Government as grant-in-aid for the promotion of
sports, and also release annual/special grants-in-aid to sports associations,
committees, clubs and other sports organizations in the Province.
6. To register sports associations, hold their elections under the supervision of the
Board/District Sports Committees and to act as arbitrator for the resolution of the
disputes among the parallel organizations.
7. To provide extension services to the en-service personnel in the form of refresher
courses, training and coaching programs, seminars, conferences and workshops, etc.
8. To promote and develop sports and games in the province, and lay down the general
policy thereof.
9. To ensure establishment of sports complexes at provincial /District/Tehsil
Headquarters, permanent training and coaching centers, sports hostels, reception
centers in the province.
10. To exercise overall administrative/functional control over all the stadia and play fields
in the Province, and ensure their proper maintenance and utilization.
11. To ensure adequate provision of play fields allied facilities and equipment in the
Province.
12. To ensure adequate provision of funds of sports and games in the budget of local
councils and other institutions and their utilization to the fullest advantage for
promotion and development of sports.
13. To organize annual youth competitions of various age groups in different games.
14. To support talent in various games.
15. To provide incentive to prominent sportsmen, promising/deserving players and
organizers by granting rewards/ scholarships/ honoraria etc.
16. To arrange production of films and publication of literature and establish reading
facilities for the promotion and development of sports.

17. To encourage and promote formation of clubs at District and Tehsil level.
18. To ensure availability of funds for sports facilities in the industrial/commercial
concerns, and to arrange employment for sportsmen in the commercial concerns
Government/Semi Government organizations and autonomous bodies etc.
19. To maintain liaison with all Central/Provincial Government Semi Government
Departments/Agencies for effective implementation of the policies regarding
promotion and development of sports and games.
20. To keep liaison with all District Coordination Officers / Deputy District
Officers/Tehsil/Town Municipal Officers in the Province to ensure effective
functioning of sports committees and associations for the projection of policies of the
Government.
21. To approve the annual budget.
22. To ensure that grants given are utilized for the purpose and in accordance with the
objects for which these are given.

To do generally all such acts and take such steps as it considers necessary and
conducive to achieve its aims and objects.

CHIEF MINISTER PUNJAB MESSAGE


The successful conduct of Punjab Sports Festival, 2014 proved that there is no dearth of
talent in our nation. Exemplary spirit of healthy competitions, self-confidence and discipline
was exhibited by the players.
To check the increasing demand from the public to hold more such events, Punjab Youth
Festival 2014 is scheduled to be held from neighborhood / village level. It shall move up
from 3464 Union Councils, 137 Tehsils, 36 Districts and 09 Divisions before holding of
finals at provincial level. It shall be followed by Punjab National Youth Festival, 2014 and
Punjab International Sports Festival 2014.
More than 196 categories of events have been included in over 21 sectors which will enable
all segments of the society to participate in various events.
It is a matter of pride for the Government of Punjab that it is going to conduct the World's
Largest Youth Festival which is likely to be witnessed by Guinness World Records.
I request the citizens to avail this historic opportunity and come forward to prove their mettle,
talent and skills.

CHAIRMEN MESSAGE HAMZA SHAHBAZ SHARIF


The holding of Punjab Sports Festival, 2014 was an exhilarating and stimulating experience.
The event will be remembered as a source of encouragement and enlightenment for youth and
the general public. Such a mammoth event was successfully executed for the first time in the
history of Punjab.
Due to increasing demand from the public, Government of Punjab has decided to hold
another event which will provide opportunity to all segments of society especially the youth
of Punjab. The festival comprises of 16 sectors and 196 categories of Events / Competitions.
It will start from Sports and Youth Development Councils at neighborhood / village level and
move through Union Council, Tehsil, District& Divisional Levels before holding of finals at
Provincial Level.
Punjab Youth Festival, 2014 will promote the aspirations of the zealous and passionate youth,
explore their creativity and skills and urge them to work hard for their bright future. The
Youth Festival will provide a door of opportunity to the youth to dare to dream. It will ignite
their hidden passion and act as catalyst to bind communities and to realize the future of their
dreams.
It is a matter of honour for the Sports Board Punjab to organize the World's Largest Festival
which shall be witnessed by Guinness World Records. Punjab Youth Festival 2014 shall be
followed by Punjab National Youth Festival 2014 and Punjab International Sports Festival
2014.
I am confident that Punjab Youth Festival 2014 will provide an opportunity for all to come
forward and test their skills to the best of their abilities.

RANA MASHHOOD AHMAD KHAN
The Conduct of Punjab Sports Festival, 2014 was the biggest challenge for Sports Board
Punjab. It is a matter of extreme pleasure that Sports Board Punjab displayed exemplary
skills in conducting the events which ultimately turned out to be one of the biggest festivals
of the world.
Due to increasing demand from the Public to hold more such festivals, Chief Minister, Punjab
has graciously approved holding of Punjab Youth Festival, 2014, Punjab National Youth
Festival, 2014 and Punjab International Sports Festival, 2014.
The festival will not only provide a ray of hope to the citizens but will also empower the
Youth as has been envisaged under the Punjab Youth Policy which has been launched under
the visionary leadership of Chief Minister, Punjab.
It is a matter of honour for me to organize the events under the able guidance of
MianHamzaShahbaz Sharif, Chairman Sports Board Punjab. I am also highly appreciative of
my team which is working day and night under the table command of Director General
Sports Punjab to make this historic event a success.

It was indeed our privilege to organize one of the largest festivals in the Country under the
visionary and able leadership of the province.
The mass participation and public response has encouraged the Sports Board to develop its
infrastructure and to undertake further activities Punjab has graciously approved holding of
Punjab Youth Festival, 2014, Punjab National Youth Festival, 2014 and Punjab International
Sports Festival, 2014.

1. Within the policy framework given by the Provincial Government preparing the Annual
Development Programmed of the District in Coordination with all Districts Offices of
provincial line departments.
2. Approval of development schemes according to the Delegation of Powers under the
Financial Rules.
3. Appraisal, evaluation (major/selected schemes) and monitoring of implementation of
development schemes in physical and financial terms.
4. Preparing of Five Years and other District Development Plans.
5. Purchase of stores and goods as Enterprise & Investment Promotion and for the
department under the relevant Delegation of Financial Powers.
6. Promotion of small business, cottage, industry and medium size enterprise.
7. Control, monitoring and stabilization of prices of essential commodities.
8. Organizing the Industrial Exhibition.
9. Implementation of Industrial Statistical Act, 1942 regarding following functional
dimensions:
1. Updating

DISTRICT OFFICER (DO)-ACCOUNTS, FINANCE & BUDGET


DUTIES:
1. Formulation, distribution and monitoring of district budget (current and development).
2. Examination and scrutiny of proposals for re-appropriation and supplementary grant and
their approval by the competent authority/ forum.
3. Financial management and control of offices of departments of the district government.
4. Examination of schemes of new expenditures
5. Functions of Principal Accounting Officers and Departmental Accounting Officers.
Preparation, communication and execution of financial sanctions in accordance with the
Delegation of Financial Power Rules.
6. Collection of provincial taxes and their immediate deposit into Provincial Treasury and
submission of collection accounts to the Provincial Government.
7. Examination and advice on matters directly or indirectly affecting the district finances..
8. Maintenance of district, Tehsil and town provincial accounts and reconciliation
9. Monitoring the ways and means position/accounts of the district, Tehsil and town
government with the SBP/NBP, and coordination with the Provincial Finance Department.
10. Liaison with the Pakistan Audit Department for the disposal of audit observations. Matters
regarding Departmental Accounts Committee/ Public Accounts Committee Business.
11. Service and administrative matters, having financial implications, of employees of the
district governments in accordance with the rules and policies of the government.
12. Creation / up gradation of posts, either permanently or temporarily with the approval of
the Finance Department.
13. Sanction of the Provincial Government for obtaining loans

14. Adherence/implementation of schedule of rates prescribed by the Provincial Government.


Prudent management of assets and liabilities of District Government.
15. Sanctioning of loans to the Tehsil Municipal Administrations/Union Administrations from
own resources.
16. Implementation of pay/pension policy/ rules framed by the provincial government.
17. Purchase of stores and capital goods for departments of the district government, as
prescribed under the Purchase Manual.

ALLOCATION OF FUNDS
The District government Okara allocate budget to the respective District Officers, of the
District.
Every financial year the Executive District Officer, Finance and Planning allocate these
funds every year like FY 2015-16 on the behalf District Coordination Officer, Okara.

USE OF THE FUNDS:


The funds are used for different games which are conduct by District Sports Office, Okara
for the promotion of games in the District and provide a right way and healthy
environment for the Youth.

2. Maintain the Stock register
3. Maintain the cash Book
4. Maintain the cash receipts and payments

RECOMMENDATION:
The District Sports Office already has a good Department name in the Country.
So I do not have much to recommend. Some recommendations are: 1. Orientation should be performed effectively specially for the new players.
2. They have to focus on Payment System of players.
3. Accounts department play an effective role for developing their strategic plan.
4. They need to perform more Sports activities in the District.

HOW TO PROMOTE SPORTS?


The importance of Sports cannot be denied. To promote the sports for the promotion of our
society, we have to take some steps as utmost duties which are too much essential, namely:
1. Firstly, authorities have to take a clean step to seek promising intellects.
2. Secondly, both the states and union government must take steps as to select good
selectors those are free from all types of nepotism.
3. Thirdly, sportsmen must be inspired from primary levels.
4. Fourthly, selectors must seek it from panchayat level. There may be so many
intellects, in scattering condition, must be sought and accumulated; they will be
schooled along with urban sportsmen. Therefore, friendship and oneness will reach
into promising level.
5. Fifthly, nepotism, regionalism and communalism should also be stooped from very
now.
6. Sixthly, spirit of sports must be penetrated to all of our children from their primary
levels.
7. Seventhly, massive propaganda is essential as to promote it.
8. Eighthly, all state governments must take initiative steps as to promote it from school
levels where sports will be one of their essential subjects in their syllabus. It must not
be a co-curricular activity merely.
9. Ninthly, Sports are to be used as panacea to remit all the problems in our society.
After then, people of Pakistan must consider sports as part and parcel of their society.

CONCLUSION:
The District Sports Office, Okara is Department which provides different sports
activities to the peoples to provide healthy environment. Sports activities develop
a strong nation.Sports are group games and individual activities involving physical
activity and skills.
