Wednesday said it had been
misled into appointing Justice
(retd) Virendra Singh as the new
Lokayukta of Uttar Pradesh and
thatitwillrecalltheorderpassed
morethanamonthagoif theappointment is held to be very inappropriate.
We accept that we have
beenmisled...wehavebeenmisled since it now transpires that
theChiefJustice(oftheAllahabad
High Court) had objected to this
name and according to the Chief
Justice, the Chief Minister had
agreednottoproposethisname.
We agree that there had been
misrepresentationthattheChief
Justice had not expressed any
view on this name, observed a
bench of Justice Ranjan Gogoi
and Justice P C Pant.
If Virendra Singhs name is
very inappropriate, we will recallourorderandappointsomeone else... leave it to us how to do

that all Cabinet notes will now
have to separately and
clearly reflect the employ-

ment generation potential of


each proposal.
In view of the fact that employment generation in various
sectors is vital for countrys socio-economicdevelopment,this
aspecthastobeanimportantcriterionforanyproject/schemeappraisal, the Special Secretarys
letter states, adding henceforth
all the notes for Cabinet and its
committees should separately

student Owais Bashir Malik, 21,
was found near a railway bridge
on the outskirts of Srinagar, police had little to go on. The victim had no known enemy and
there was no clear motive or
suspect.
Hisfamilyhadfiledamissing
persons report on January 13, a
day after he went missing, and a
day before his body was found.
They were worried about his
safety but hopeful he would re-

turn home. The next day, we
found his body, said Senior
Superintendent of Police,
Budgam, Fayaz Ahmad Lone.
The murder sparked immediateprotests.Therewasalotof
pressuretocrackthecase.Owais
had no enemies. There were no
suspects,said Deputy Inspector
General of Police Ghulam
Hassan Mir. But we had one
clue. Owais had been in touch
with a girl for a year and had

gone to meet her. His sister said


her name was Umaira and that
she was from Wanabal neighbourhood. She, too, had spoken
to the girl several times on
phone, including once after
Owaiswentmissing.Butnobody
felt she had any role in the case.
Then came the revelation.
We checked Owaiss phone
records and found he had been
speaking to Umaira for hours
every day. There were nights
when they wouldnt sleep, said
Mir. We wanted to question
Umaira. Thats when we discovered that Umaira wasnt a girl,
but a boy.

Umaira, Mir said, was an


identity assumed by Owaiss
childhood friend Ishaan Majeed,
21. The two used to be in the
same school till Class V. Then,
about a year ago, their paths
crossed again.
Ishaan hadnt been in touch
with Owais since class V. He created a Facebook page under the
name Umaira and put up actor
Shilpa Shettys photo as the profile picture. He got in touch with
Owais on Facebook. His family,
especiallytwoof hissisters,were
quite fond of Umaira. His sister
told us that whenever Owaiss
phone was switched off or if he

didntpickupthephone,Umaira
wouldcallherandpleadwithher
to pass the phone to Owais.
Owaiss cousin Tanveer had also
spoken to Umaira on phone.
Things were so intense that
Owais wouldnt even eat with
the family he would take his
food to his room as he was alwaysonthephonewithUmaira,
said Mir. Owaiss family was
aware of this relationship. They
didnt have a problem. His sister
told us they thought it was a seriousrelationship,andtherewas
no reason to disapprove of it.
The two, Mir said, had not
