Mr. Aymond: We want to make sure you understand that the deficiencies we
are discussing are in the levee certification documentation presented to
FEMA.

FEMA does not inspect or certify levees. It is the responsibility of the


levee owners and operators.

FEMA reviews certification reports for completeness. Upon review of the


Bayou Rapides certification report, items in the report itself led FEMA
to conclude that the certification report as delivered was not complete.
Our letter of December 2009 just highlighted some of the areas of
concerns from the report.

Our review did not review the levee for deficiencies. The certification
report must be a complete document in order to be accredited by FEMA.
This would include the engineering certification as well as the
operation and maintenance portions of the certification.

In our notification of the de-accreditation of the levee sent to the


RRABB Levee District, we outlined these documentation shortfalls. You
should be able to obtain a copy from the president of the Police Jury,
Richard Lindsay and the floodplain administrator for the City of
Alexandria.

The Bayou Rapides and Bayou Phillips Levee Certification plans,


certified by Erik Duck, have the exact location of the parking lot in
question.

Mr. Armstrong: I am sending you this e-mail as you have requested.

I am trying tio learn where and what are the exact 4 defincies listed in
the FEMA letter of December 30, 2010 are in regards to the Bayou Rapides
levees located in Alexandria, Louisiana.

As you will recall, the certification documents submitted by Eric Duck,


of the City of Alexandria,La., are approximately 2 inches thick and do
not sopecify out of the numerous cuts, depressions and utility poles in
the levees comprise the 4 deficincies.Additionally, there are 2 parking
lots mentioned in the July, 2009 engineering report, but your letter of
December 30, 2009 mentions one, but doesn't specify which one it is that
is listed by you as a deficiency. Furthermore, Mr. Tommy Hanks of the
U.S. Army Corps of Engineers said that I would need to contact your
office.

Surely, if FEMA mentions these 4 deficicies in its letter of December


30, it must have some idication of what and where they are.
