Sr Chin Keh Liang graduated
from Heriot-Watt University, UK
with a B.Sc. (Hon) degree in
Building Economics and Quantity
Surveying in 1977 and is a member
of RISM and a Fellow of RICS.
He is now Director of JUB

Perunding PCT Sdn Bhd and the
Managing Director of Masterbill

(M)
Sdn
Bhd.
His
experience ranges from the QS
consultancy
services,
claim
consultancy
services,
project
management services to marketing
of QS software.
He is presently a member of
RISM BIM sub-committee and a
strong proponent of Elemental
Design Analysis (EDA) and New
Rules of Measurement Malaysia
(NRMM), both of which are his
brainchild.

What Is Elemental Design Analysis (EDA)?
At the initial stage of design of a proposed building, it is customary to prepare its
estimate on a floor area basis or unit method by comparisons of cost data
available for previous similar type of building. Such method has inherent
inaccuracies due to the price level, quantity and quality factors (collectively
called the Factors).
EDA establishes Ratios and Cost Percentages of work items and their
respective quantities from a priced Bill of Quantities. Using EDA, not only does
it help the QS produce a much more accurate and detailed estimate, but it also
sets the design criterion of the proposed building at its initial stage of the
design, hence would be useful in Value Engineering exercise and BIM.
EDA can be integrated into BIM software for auto production of a priced
simplified BQ based on the set design criterion.

application of the data contained
therein via a hands-on experience
in producing the EDA.
