The Department of Agrarian Reform Government of the Republic of the
Philippines (DAR-GRP) presents its compliments to the Centre for
Integrated Rural Development for Asia and the Pacific (CIRDAP) and has
the honor to nominate Madam Rosalina L. Bistoyong, Undersecretary
for Support Services of the DAR as member of the Screening Committee
for the appointment of Director General of CIRDAP for the period 20162020.
As the Undersecretary for Support Services, Rose Bistoyong is in-charge of
orchestrating the over-all policy directions and management of essential
support services delivery to the agrarian reform beneficiaries who are the
primary stakeholders of the Comprehensive Agrarian Reform Program
(CARP) of the Philippine Government. An adept career professional with
over seven (7) years of experience in support services delivery in DAR,
she has provided innovative strategies that has helped the Department
deliver and manage gender responsive program interventions for farmer
beneficiaries of the CARP aimed at improving their productivity, increasing
their income, and improving their over-all welfare.
Her in-depth knowledge and experiences in leadership management and
administration have been utilized as she leads and participates in several
key Committees and operating mechanism within and outside of DAR, to
promote gender and development, agrarian reform, alternative
agribusiness venture agreements, credit and microfinance, among others.
She is currently a member of the Change Management Team (CMT), which
is in-charge with the implementation of the Rationalization Program of the
DAR. As part of the CMT, she has provided directions and strategic inputs
on major human resources development concerns, which includes but not
limited to employees screening, selection and retention, welfare and

Prior to her appointment to head the Support Services Office of the DAR,
Undersecretary Bistoyong has previously held the position of Executive
Director of the National Commission on Indigenous Peoples (NCIP, CY20032007) largely responsible in providing directions and management of
programs, projects and policies geared towards the protection and
promotion of the rights and welfare of the indigenous cultural
communities/indigenous peoples. Under her watch, she was able to put
into operations efforts that safeguards the welfare not only of their
primary constituents but also the Commissions employees such as
introducing improvements in their employees benefits,
work
environment, settlement of administrative cases of employees/office, etc.;
ensured NCIPs efficient operations of its finance and administrative units;
managed publics and partners through the initiation of the Commissions
website, undertaking partnership and networking to allay support to
NCIPs mandate and programs, among others.
USec Bistoyong is a holder of a Career Executive Service Officer with the
highest rank of 1, which represents a third level or managerial/executive
career administrator position in the Philippine civil service.
She is
currently the Chairperson of the organization of CES officials in DAR that
promotes professionalism in the Bureaucracy.
She is also the
Departments Focal Chairperson for Gender and Development concerned
with integrating gender in the DAR Program Beneficiaries Development
(PBD), Land Tenure Improvement (LTI) and Agrarian Justice Development
(AJD) Programs.
USec Bistoyong has a Masters Degree on Professional Studies in
Communication Arts from Cornell University, USA.
Enclosed are the supporting documents in respect to her nomination, for
reference of the CIRDAP Secretariat and Chairperson of the CIRDAP 19th
Governing Council.
