The trouble that has been stirred up over the Walt Monagan and Trooper Wooten situation reminds me of the trap
that Scooter Libby found himself in. You probably recall that no crime was committed but an over-zealous
prosecutor managed to get a guilty verdict for perjury because of his faulty memory. I just want to share this
thought with you.

If what I hear in the news is accurate, it seems to me that an investigation of the troopers union may be
enlightening.

The news media is often reckless with the truth so I don't know if it's true that you had asked Monagan to cut his
department's budget about 2-112 million dollars but I hope it is true and I applaud you for it. I encourage you to
do a lot more budget-cutting.
