We may want to restack the bullet that discusses buikding the new systen with operator input. It's
getting hard to read. It may be easier to say..
Further, in developing the next phase of the SBInet system we are building the system’s operating
software -- with heavy operator input and system integration testing prior to fielding -- as a command
and control system that will meet our operators’ initial minimum needs.
Unless someone has a factual correction, let’s go with this for our 7 am product.

Working with Congressional staffers, OLA has developed a list of likely questions to be asked by
members of the House & Senate homeland security committees in hearings next week. Shown at the
attachments and below are the questions with OLA’s best estimate as to which DHS component is in the
best position to answer the questions. Component heads or representatives attending the prep session
with S1 Monday morning must be prepared to advise the Secretary on the appropriate response for
each question listed as their responsibility.
1. Why are you throwing more money at P28 when it has been such a failure and there are so many
problems that need to be fixed? (SBI/OF)
2. What kinds of “low-tech” options is the Department considering to secure the border? (SBI)
3. I recently went to the border and met with CBP. They tell me they don’t have the resources to do
their jobs. This budget only goes part of the way; how are we going to get the number of patrols we
need on the front line and how are we going to staff the POE’s? (OFO/BP/OF)
4. What is the breakdown in the FY09 budget request for border patrol agents at the Northern
Border vs. the Southern Border? How does this fit with plans for construction of the fence and other
infrastructure requests? (OF/SBI, BP)
5. Why does the budget not include line item funding to provide CBP officers with Law Enforcement
Officer status when language was included in the Appropriations bill to do just that? (OF)
8. What is the status of the Austrian citizen, Neuhauser, who was deported from Seattle after trying
to return to Fairbanks on a visa? (OFO)
9. America has about 200 land ports of entry, and it has been more than 20 years since we
launched a major effort to upgrade infrastructure at those ports. We took an important step towards
addressing that problem in last year’s Homeland Security Appropriations bill, when we required your
Department and GSA to report to Congress on our land port of entry needs and vulnerabilities at least
every other year. Where is your Department in preparing this assessment? How does your
Department’s FY 2009 budget request address our land port of entry needs? (OF/OFO)
10. I have been extremely encouraged by your efforts to improve border security since you became
Secretary of Homeland Security and I thank you for the assets requested for border security in your
FY2009 budget. Will you tell us a bit about your request for border patrol facilities and why more
facilities are important as we increase the number of agents patrolling our borders? Will you talk to us
about other needs associated with increased manpower on the border, like additional vehicles and
equipment for our border patrol agents? (BP/OF)
