limited to Ken Leonard and Neil Bush;
2. Any and all communications between CFBISD employees or Board
Trustees and any officer or employee of the Harris County Education
Foundation that refer to Ignite! Learning, the Curriculum on Wheels, or
COWs;
3. Any and all communications between CFBISD employees or Board
Trustees and any officer or employee of the Houston Independent School
District Foundation that refer to Ignite! Learning, the Curriculum on
Wheels, or COWs;
4. Any document relating to a donation by Barbara Bush and/or George
H. W. Bush associated with Hurricane Katrina relief and Ignite! Learning,
the Curriculum On Wheels, or COWs;
S. Any document indicating funding sources and budget expenditures for all
Ignite! Learning products purchased by or donated to CFBISD;
6. Any and all research or other documentation evaluating the instructional
effectiveness of any Ignite! Learning product;
7. All draft contracts or agreements with Ignite! Learning;
8. AU final contracts or agreements with Ignite! Learning with signature
approval;

12. All maintenance agreements with Ignite! Learning;
13. Any listing of campuses that utilize or utilized any Ignite! Learning
product (e.g. Curriculum on Wheels, or COWs); and
14. Any inventory of Ignite! Learning products (e.g, Curriculum on Wheels,
or COWs)
Under Section 552.267(a) of the Texas Public Information Act, CREW requests that any
fees associated with this request be waived. That section of the law reads:
Waiver or Reduction of Charge for Providi ng Copy of Public Information, (a) A
governmental body shall provide a copy of public information without charge or at a
reduced charge if the governmental body determines that waiver or reduction of the
charge is in the public interest because providing the copy of the information primarily
benefits the genera! public.
This request merits such fee waiver or reduction because CREW is a non-profit charitable
organization exclusively organized to promote the public interest. The Internal Revenue Service
has recognized CREW as a non-profit, charitable organization under Section 501(c)(3) of the
IRS Code. CREW is committed to the protection of the citizen'S right to be aware of the
activities of government officials and to ensuring the integrity of those officials. CREW is
dedicated to empowering citizens to have an influential voice in government decisions and in the
government decision-making process. In addition, CREW has no commercial interest in
obtaining the information By the very nature of our non-profit purpose, we have no commercial
interests in general. Specifically, we have no commercial interests in the information sought in
this request. Our purpose for obtaining these records is to further public understanding of the
workings of government.
If you decide to deny any part of this request, including our request for a fee waiver under
the public-interest exemption of the Texas Public Information Act, please inform me of the
specific reasons for your denial If our fee waiver request is denied, please Jet me know the
estimated cost of producing copies of the requested docwnents.

A Regular meeting of the Board of Trustees of Carrollton-Farmers Branch ISO
was held May 11, 2006, beginning at 7:00 PM in the Board Room of the District
Administration Building, 1445 North Perry Road, Carrollton, Texas with the Board
President, Mr. John Tepper presiding. After establishing a quorum, Mr. Tepper
proceeded with the business of the evening; the meeting convened at 7:00 PM.

This purchase will provide the Curriculum On Wheels social studies curriculum materials for Bush, Long,
Perry, and Polk Middle Schools. Each campus will receive two Curriculum On Wheels carts. Each cart
includes a computer with the pre-loaded curriculum materials, a digital projector, and two speakers. The
total cost ofthis purchase is$7,000 per campus or atotal of $28,000.
This product is available exclusively from Ignite! Learning. This purchase ismade under the provisions
ofthe Texas Education Code for Sole Source purchases.

Ignite! Social Studies: A Practical Approach To Effective Pedagogy
With its full suite of social studies courseware for middle school, Ignite! offers a multimedi-
arich, online learning environment that provides full coverage of social studies curriculum. The

Social studies is essentially the study of people and the world in which they live. Because it is
based on the reality of people's lives, it consists of far more than just names, places, and events.
It is :full of the natural messiness of human experience: desires and fears, conflict and
cooperation, good and bad decisions, intended and unintended consequences, success and fail-
ure, and emotions of all kinds.
The study of social studies is far more engaging and more meaningful for middle school stu-
dents when it reflects these human realities. Research shows that these issues are particularly
salient for middle school students at their early-adolescent stage of development. They are con
stantly exploring social relationships, dealing with conflict, learning about rules and
authority, determining their ethical and moral standards, and defining their own position in
society. Their daily struggles echo the human drama that lies behind the world's societies, cul-
tures, and history. Cognitive science teaches us that people are better able to understand and
integrate new knowledge when it is presented in a way that fits within the framework of what
they already know. Presenting social studies content in terms of the personal and social con-
cerns of teenagers can both increase motivation and enhance learning.

Ignite!'s social studies courseware highlights the human elements of social studies, using multi-
media to draw students into the material with dramatizations of historical events, anima-
tions of spirited debates between opposing viewpoints, emotion-stirring original songs, and
other formats. For example, an animated cartoon examining life on the frontier compares the
first-person stories of a Native American child and the child of a settler family, and describes
what it is like to deal with uncertainty and adventure as a young member of a family. In another
piece, a rap song expresses the feelings of frustration and disempowennent felt by African
Americans after the post-Civil War promise of "40 acres and a mule" was broken. A
fictionalized diary of a young girl living in industrial-era England describes the challenges and
hardships faced by the working class. These and other such media pieces allow students to learn
about social studies in terms of issues that are already familiar to them.
Students are hard-pressed to make sense of what people do without understanding the reasons
why they do it. How can one truly understand the series of British taxes imposed on the
American colonies, and the colonists' growing resistance, without understanding the viewpoints
and events that led to this power struggle? Taking the time to explore the reasons and causes
helps students tie together the people, places, and events of human experience in a way that
makes sense. Otherwise, students get the impression that social studies is simply a scattering of
isolated actions, and that history and human events happen magically, all by themselves.
Ignitel's courseware helps students to understand the reasons for why things happen in a num-
ber of ways. At a personal level, media pieces explore the motivations, beliefs, and emotions
that lie behind the things people say and do. By identifying with the personal and interpersonal
forces in people's lives, students are better able to comprehend the reasons for events. At a

reduced charge if the governmental body determines that waiver or reduction of the
charge is in the public interest because providing the copy of the information primarily
benefits the general public.
This request merits such fee waiver or reduction because CREW is a non-profit charitable
organization exclusively organized to promote-the public interest. The InternalRevenue Service
has recognized CREW as a non-profit, charitable organization under Section 501(c)(3) of the
IRS Code. CREW is committed to the protection of the citizen's right to be aware of the

So as not to interrupt the use of your COWs, we would like to alert you of your subscription
renewal due date, We are enclosing two documents to assist in expediting your renewal process.
1. The enclosed Sales Order should be submitted to your Purchasing Department and
they can then issue a Purchase Order or check.
2. In the meantime, please sign the Subscription Renewal Commitment Form and fax
to our office at 512-697-7001,
These documents indicate how many C.O.W. subscriptions are due for renewal, so please check
them over carefully. If necessary, please forward all this information to the appropriate decision
