Enclosed along with is the complaint letter I had sent to you on 22/01/2013. I am sorry to tell that my
complaint has not been looked into seriously & nothing has been done it in connection to it. I still
require several re-dials before my net connection gets established.
I dont think you are at all serious in looking into the customer complaints. I am filing the complaints
for the same matter for more than a month & nothing is being done for it. I am facing lots of hardships
for establishing a net connection. Due to such problem I am required to keep my computer & net
connection on for a long time even if I do not require it as I am un sure if net connection is going to be
established when I require it.
If my complaint is not looked upon seriously this time I will be left with no option but to contact
higher authorities.
So look up into the matter & do the needful to solve my complaint.

The referred no. is used by me for net connectivity through dongle for my PC.
Since last many days it is getting very much difficult to establish the net connection. Several re-dials
are required which some times even reaches to 100 before net connection gets established. I had before
this submitted twice the complaint for the same online with docket no. L242001074 dated 24/12/2012
& A012003844 dated 01/01/2013. Both time I have got the status as cleared. But the problem has
never been solved & I am facing the same problem of connectivity.
I have tried the dongle with all my PCs I have but the problem remains the same. Also there is no
problem with the dongle or the PC as it connects fine when used with other company sim. I have also
tried with the BSNL dongle but the problem remained the same.
I here by request you to look up into the matter & do the needful to solve my complaint.

Enclosed along with is the copy of the letter I had sent to you on 25/02/2013 regarding the net
connectivity in my phone particularly at my home.
I am sorry to tell that nothing has been done so far & my complaint for the occasional non connectivity
of the net at my home still remains. In connection to the complaint made I got many phone calls from
your office to inquire. Every body promised that the complaint will be solved but nothing has been
done. I still have the net connectivity problem in my phone specifically at my home only. Once I move
out of my area the net works without any problem.
I think so that my complaint is not properly understood by your office particularly your technical
branch. They keep on asking silly questions but do not understand that the problem is with the network
of my area as once I go out of my area the net works properly.
I again request you to look up into the matter & do the needful & forward my complaint to some good
technical personal who will understand my complaint.

I am using the referred no. for my use for making both calls & for internet connectivity. Since last long
I am having connectivity problem for the net service. In connection to that I had made many
complaints to your call centre in last one month (doc. Nos B132000254, B122005771, B092003757 &
many more). On asking for the status of the complaint it shows as solved but my problem of
connectivity remains the same. The connectivity problem occurs only at my home area. Once I move
out of my home area (address as mentioned above) the connection gets established & the net works
properly. This means there is no error with my phone or the connectivity settings. Every time I make
complain I am asked to check my connectivity settings which are perfect as net works properly in other
area but do not work in my area.
So look up into the matter & do the needful to solve my complaint.

Premature Repayment of Term/Fixed Deposits in banks with Either or Survivor
or Former or Survivor mandate Clarification
Please refer to para 4 of our circular DBOD No. Leg BC 46 /09.07.005/2011-12 dated November 4, 2011 whereby we had advised that
in case joint depositors of term/fixed deposits with Either or Survivor or Former or Survivor mandate intend to allow premature
withdrawal of their deposits by one of the joint depositors on the death of the other, it would be open for banks to allow the same,
provided they have taken a specific joint mandate from the depositors for the said purpose. In this regard you may also refer to Para 3
of our circular DBOD.No.Leg.BC.95/09.07.005/2004-05 dated June 9, 2005 in terms of which, banks were advised to incorporate a
clause in the account opening form itself to the effect that in the event of death of the depositor, premature termination of term
deposits would be allowed subject to the conditions which they may specify therein. Banks were also advised to give wide publicity to
the above and provide guidance to deposit account holders in this regard.
2. It is reiterated that in case of term deposits with Either or Survivor or Former or Survivor mandate, banks are permitted to allow
premature withdrawal of the deposit by the surviving joint depositor on the death of the other, only if, there is a joint mandate from the
joint depositors to this effect.
3. It has come to our notice that many of the banks have neither incorporated such a clause in the account opening form nor have they
taken adequate measures to make the customers aware of the facility of such mandate, thereby putting the surviving deposit account
holders(s) to unnecessary inconvenience. Banks are, therefore, advised to invariably incorporate the aforesaid clause in the account
opening form and also inform their existing as well as future term deposit holders about the availability of such an option.
4. The joint deposit holders may be permitted to give the mandate either at the time of placing fixed deposit or anytime subsequently
during the term/tenure of the deposit. If such a mandate is obtained, banks can allow premature withdrawal of term/fixed deposits by
the surviving depositor without seeking the concurrence of the legal heirs of the deceased joint deposit holder. It is also reiterated that
such premature withdrawal would not attract any penal charge.
5. The clarification provided in this circular would supersede para 3 of circular DBOD.No.Leg.95/09.07.005/2004-05 dated June 9,
2005.

Repayment of Term/Fixed Deposits in banks
It has come to our notice that some banks insist on the signatures of both the depositors to allow repayment of money in fixed/term
deposits, though the deposit account is opened with operating instructions (sometimes called repayment instructions), Either or
Survivor or Former or Survivor. Such insistence on the signatures of both the depositors has the effect of making the mandate given
by the depositors redundant. This, in turn, results in unjustified delays and allegations of poor customer service.
2. In this connection, it is clarified that if fixed/term deposit accounts are opened with operating instructions Either or Survivor, the
signatures of both the depositors need not be obtained for payment of the amount of the deposits on maturity. However, the signatures
of both the depositors may have to be obtained, in case the deposit is to be paid before maturity. If the operating instruction is Either
or Survivor and one of the depositors expires before the maturity, no pre-payment of the fixed/term deposit may be allowed without
the concurrence of the legal heirs of the deceased joint holder. This, however, would not stand in the way of making payment to the
survivor on maturity.
3. In case the mandate is Former or Survivor, the Former alone can operate/withdraw the matured amount of the fixed/term
deposit, when both the depositors are alive. However, the signature of both the depositors may have to be obtained, in case the deposit
is to be paid before maturity. If the former expires before the maturity of the fixed/term deposit, the Survivor can withdraw the
deposit on maturity. Premature withdrawal would however require the consent of both the parties, when both of them are alive, and
that of the surviving depositor and the legal heirs of the deceased in case of death of one of the depositors.
4. If the joint depositors prefer to allow premature withdrawals of fixed/term deposits also in accordance with the mandate of Either
or Survivor or Former or Survivor, as the case may be, it would be open to banks to do so, provided they have taken a specific joint
mandate from the depositors for the said purpose.
