March 15, 2010 Minutes of the Library Board of Control,

St. Bernard Parish

The St. Bernard Parish Library Board of Control met on Monday, March
15, 2010 at 6 pm at the temporary library facility, 7701 W. Judge Perez Dr.,
Arabi.

Vice-President Patrice Cusimano presided. The following members were


present: Mrs. Lynne Dier; Ms. Stephanie Keller, Mrs. Erin Kuehl, Mrs. Rebecca
Livaudais, Treasurer. Absent: Mr. Carl Gaines, president, Mrs. Anne Rando,
Mr. Craig Taffaro, Parish President and ex officio member.
Also present: Ethel Llamas, Library Director and Board Secretary; Susan
Heffker, Library Financial Officer and Manager of Support Services.

The meeting opened with the Pledge of Allegiance followed with a


moment of silence. Mrs. Cusimano wished Mr. Gaines well.

On motion of Lynne Dier, a second by Stephanie Keller, it was


moved to approve the January 25, 2010 minutes. The minutes were
approved by unanimous vote with no questions or discussion

Reports: Director (as presented at the March 15, 2010 meeting)


Library staff met with yet another new FEMA representative, Glenda Bocking, State
Applicant Liaison Public Assistance, Governor’s Office of Homeland Security and
Emergency Preparedness (GOHSEP). Ms. Bocking replaces Mr. Costello. She now
will be the primary avenue and contact for the Library and the FEMA funds. The
Library was granted a time extension to expend funds beyond February 28, 2010.
Extension requests must be renewed every six months now. Also Ms. Bocking and
Felesha Jett, GOHSEP, are directing our request for the categorization of funds into
three areas: Materials/Supplies; Furniture/Fixture/Equipment; and Technology and
the capping of funds at $4,223,256.30. The processing of the requests can take
several weeks according to the GOHSEP representatives.
Library staff, furniture representative Glenn Norton of Norton Associates and Kim
Jines of Glen Jones & Associates, Inc. a shelving end panel representative, met with
Sarah Weinkauf of Waggonner and Ball on Thursday, February 25 to discuss
furniture and shelving. Ms. Weinkauf informed the group that at this time her firm
did not have the furniture and shelving contract. She did provide a sample of the
carpet that would be installed in the public library. The school library will have
bamboo flooring. Ms. Weinkauf was briefed on GSA (Government Service
Administration) purchasing and she will pass the information along to Albert Carey,
the school’s project manager.
The request to purchase Lot 81A on Bartolo Dr. was presented to the EFC on
Wednesday, January 27th at 2 pm. The Council approved the purchase at the 7 pm
council meeting on Tuesday, February 2, 2010 with Resolution SBPC #604-02-10.
“BE IT RESOLVED, that the St. Bernard Parish Council, the governing authority, does
hereby authorize the Parish President to sign and execute the purchase or sell
agreement of Lot 81A on Bartolo Dr. in the amount of $9,500 on behalf of St.
Bernard Parish Government for the use and benefit of the St. Bernard Parish Library
Board of Control.” Mr. Taffaro informed the Council that he would check with the

bond commission before signing the purchase agreement in the name of the Library
Board.

Susan Heffker has provided a current erate report:

By the deadline of February 19, 2010, form 471 (Services ordered and certification
form) was filed for both locations (trailer and school). Bidding for erateable
telephone services and internet access was closed on February 9, 2010. Based on a
scoring rubric, price being the most important factor, AT&T was kept on a month-to-
month basis for telephone services for the trailer library and a state contract was
used to award AT&T an extended contract for one year for internet access. There is
a 30-day clause built in to the contract to terminate the internet access when the
library moves. Based on the scoring rubric, price being the most important factor,
Cox Communications was awarded a three-year contract for the 2600 Palmisano
Blvd., Chalmette location for both telephone services and internet access as a

Janet Perez entertained over 800 children and adults with library Storytimes,
Saturday Morning Family Fun at the Council on Aging, daycare visits, and literacy
programs at Smith Elementary. Crochet classes taught by Robin Domino began
Saturday, March 6 at 9:30 and 11 am.

Included in the packet are the three-part Financial Report and the Programming
summary and statistics.

Statement of liquid assets as of February 2010: $9,613,122.20 (includes
checking account and CDs). Other reports: Year-to-Date total of income and
expenses; checklist.

Reports: Programs
Janet Perez publicized the up-coming library programs in the area newspapers and
within the day-care centers and schools. The Saturday programs are
enthusiastically received. (full report attached)

Reports: Construction
No report. Mr. Gaines was ill.

On motion of Erin Kuehl, a second by Rebecca Livaudais, it was


moved to approve the financial report and accept all other reports
as presented and discussed. The vote was unanimous in favor of
the motion.

NO PUBLIC COMMENT

Unfinished Business:
A. Purchase of Lot 81A on Bartolo approved by Council,
awaiting results of parish president’s discussion with bond
commission

On motion of Patrice Cusimano, a second by Lynne Dier, it was


moved to table this item until the April 19, 2010 meeting because of
the absence of Mr. Taffaro. The vote was affirmative.

B. Beauregard branch site – discussion


The members present informally discussed the topic but decided there were
too many unknowns at this point.

On motion of Patrice Cusimano, a second by Rebecca Livaudais, it


was moved to table discussion and decision on the item until the
April 19, 2010 meeting. The vote was affirmative.

C. Erate Update
Discussion: All present were satisfied with the information provided in the
director’s report.

New Business:
A. Library Website – discussion

On motion of Patrice Cusimano, a second by Stephanie Keller, it was


moved to table discussion on this item until the April 19, 2010
meeting. The vote was affirmative.

On point of privilege: Rebecca Livaudais thanked Erin Kuehl for her efforts to trace
the history of the purchase of the land and the building at 1125 E. St. Bernard Hwy.
Mrs. Livaudais recognized the long and strong connection of Mrs. Kuehl to the
origins of the establishment of the public library at 1125 - how the site was chosen
and where the money came from to purchase the site. Mrs. Livaudais
acknowledged that in the 1960s as in 2001 when the Judy/Bartolo site for a new
library was chosen, the purchase was made with property-tax funds dedicated to
the public library with parish government acting for the Library Board of Control
who in turn acts for the public. Mrs. Livaudais recognized Mrs. Kuehl’s concern that
the public library was not receiving full compensation for the loss of the land and
the building at 1125 E. St. Bernard Hwy.

Motion to adjourn at 6:20 by Rebecca Livaudais, a second by Lynne Dier.


Unanimous vote in favor of the motion.

Next scheduled meeting date: April 19, 2010 at 6 pm.
