statements should be included on the back of this form.)

The Minnesota Legislature direct enough surplus state funds to

initiate development of the 'greater state' economy to provide
sustainable living wage jobs and spread business opportunities
via incentives for:
1) Building/relocating operations for solar, wind, and other
clean energy in mining areas of Minnesota.
2) Upgrade local schools/colleges in mining regions to retrain
and develop local skill sets in the clean energy growth
industry, such as solar which is 51% of all new electrical
generation as of 2015.
3) Manufacturing, distributing, installing, and training for highspeed Internet necessities, such as fiber cable throughout
greater Minnesota.

Whereas, the transition to a renewable energy economy will present both

opportunities for expanding access to living wage jobs to populations that have
had limited opportunities, and will present the need to create new options for
people whose livelihood is currently tied to fossil fuel related industries,
Whereas greater Minnesota has a strong demand high speed Internet.
Whereas Minnesota have over a billion dollar surplus thats increasing and
simply refunding it to taxpayers will fail to provide sustainable jobs and
infrastructure. Refunds are equally likely to be spend out of state.
