KINGSTON, Jamaica:
he Jamaica Labour Party (JLP) was declared the winner of the
2016 general election, after claiming 33 of the 63 constituency
seats in Jamaicas general elections held on Thur. Feb 25. Over the
next several days, the JLP will begin forming the island nations
new government after the Peoples National Party (PNP) only managed to win 30 constituency seats.
With the countrys economy at the forefront, Holness has announced that he plans to meet with International Monetary Fund
(IMF) representatives during the first week of March. Figures released by the Electoral Office of Jamaica show the JLP secured 50.1
percent of the popular vote, compared to the PNPs 49.6 percent.

Jamaica must focus on its people, not party politics

in Jamaica! For the first time
in the countrys short political history, the Peoples National Party
(PNP) was given one term to govern.
On Feb. 25, voters ousted the
incumbents and voted in the Jamaica Labour Party (JLP), which
narrowly captured 33 of 63 constituency seats.
The race is now on to form a
new government.
The JLP faced a similar rejection in the December 2011
elections and was the first oneterm government. But a oneterm government for the PNP
was never expected in the socalled PNP country where the
party has run things for 26 of
the last 30 years.
In fact, from 1989 through
2007, it was always a PNP regime
running the show.
However, since Jamaica
gained independence 1962, both
parties have had their fair share of
managing Jamaica and are therefore responsible for our successes
and failures. The people are now
very frustrated with both political
parties to the point that the number of undecided voters now
peaks at 50 percent. Many voters
also chose to stay home. The
voter turnout was the lowest in recent memory.
Jamaicans are now of the
view that their political parties

have each conspired and carefully


developed policies to keep the respective party in power at the expense of the national good of the
country.
Our human resource capital
matches any developed country
with some of the most brilliant
thinkers.
Jamaica is located a few
hours from the United States
one of largest and most powerful
nations. Brand Jamaica is well respected and fetches high price. Jamaicas climate is suitable for
various investments in tourism
and agriculture.
Yet, for decades, Jamaica has
struggled with low growth, high
public debt and many external
shocks that have further weakened the economy. Over the last
30 years, real per capita GDP has
increased at an average of just
one percent per year, making Jamaica one of the slowest growing
developing countries in the world.
According to the Statistical
Institute of Jamaica, the unemployment rate in Jamaica is about
13.2 percent, with youth unemployment of 38 percent, more
than twice the national rate.
Poverty headcount ratio at national poverty lines is estimated at
20 percent of the population. The
murder rate -- over a 1,000 people
annually -- is a major issue affecting Jamaica.

Widespread corruption and


the misuse of government resources are also among the depressing tendencies that keep the
people poor.
However, despite the maneuvering and other weaknesses of
governance, democracy continues
to be very vibrant and active in
Jamaica as witnessed in the 2016
general elections that saw 63 candidates freely elected by the people.
Nevertheless, we are very
worried that if Jamaica continues
to be plagued with serious social
and economic issues, it could
threaten our democracy and
plunge more people further into
poverty.

But Jamaicans generally are


very partisan. They often only
support their respective party and
are of the opinion that the opposing party cannot do anything right
and condemn it for destroying
Jamaica. Such misguided culture
and attitude is not helping Jamaica and should be condemned.
The results of the elections
are an indication that Jamaicans
are frustrated with politics as
usual.
Jamaicans voted for the Andrew Holness-led JLP with only a
three-seat majority, and after four
years into her first term, dumped
the Portia Simpson Miller administration. This is an indication that
the people want real changes and
are moving away from the strong
partisan option.
In our opinion, the young
people especially are becoming
mature and really dont care
which party is in power. They
want tangible results to improve
their living standard. They do not
want to remain poor and helpless.
Therefore, we should always
respect the wishes of the voters
and urge the JLP to get to work
and address the issues of the people with urgency.
The focus should always be
on the people and not what is best
to keep the party in power.

Challenging Blacks for political power

bout 20 years ago I wrote an


article regarding how Latinos would be challenging Blacks
for political power. At that time
there were 6 major cities where
Latinos were the top elected officials.
As we watch the current
election and see where opportunist Negroes are position themselves as Black leaders to line up
Blacks behind Hillary, possibly
losing, candidacy, I cannot help
thinking how Trump maybe outsmarting them by cutting closed
door deals with Latinos to have a
Black female Latino running
mate.
Yes, Hillary may not get the
nod. Too much issues and you do
not feel the excitement as when
Barack was running as the first
Black.
So, the lack of sophistication
in Black political involvement is
still evident. We line up behind
the Democrats, giving them
100% of our political dollar. And
even if they win, we still lose because when the spoil of victory is
being shared, we are not told
what room the sharing is taking

Caribbean Americans boasting
about having the biggest party in
the world, where they engage in
wining and grinning.
Yet for 75 years of wining
and grinning on the street, they

don't own a hot sheet motel to


wine and grime in, much-less a
hotel. How do you go about addressing such matter?
Do you know if 30 parents
request that the DOE provide
computer training for adult education of Saturdays, Sundays, or in
the evening, it would be done.
These are examples of empowering information that must be disseminated. How do we approach
addressing the matter?

of the United States of America.

JLP leader and Prime Minister-designate, Andrew Holness, who defeated the
PNP's Patrick Roberts to retain his St. Andrew West Central seat, will be joined in Parliament by his wife Juliet, who defeated
Imani Duncan-Price to secure the St Andrew
East Rural constituency.
Holness told hundreds of supporters that
his party was ready to serve the people of Jamaica in moving them from poverty to prosperity. "I want to thank God for this victory
and the people of Jamaica for investing in me
the opportunity," Holness told a large, boisterous at party headquarters in Kingston
hours after declaring victory. "It has been a
long journey."
Holness added, "We have carried a message and the people of Jamaica accepted our
message, but this is not the end. It is just the
beginning."
The JLP leader also promised that he
would be changing the way things are done
in government as "we have been given stewardship of the country and we stand to be held
to account. That is the cost of victory."
The PNP president and outgoing-Prime
Minister, Portia Simpson Miller, and other
leaders of the party conceded defeat in front
of a small, somber crowd at the party's Old
Hope Road headquarters in St. Andrew. "The
other side won, and I am going to be very big.
I commend them on their victory," she said.
Simpson Miller, however, served notice that
the PNP has not ruled out winning the election through the court.
She said that strong persons must be sent
to constituency recounts and that they should
pay attention to every detail on every ballot.
"Leave nothing to chance," she urged. "We
are down, but we are not out," Simpson
Miller said.
She told Comrades: "I know you are
hurting, and we feel it, too." Thursdays defeat is the second general election disappointment for Simpson Miller who also lost the
2007 election.
The December 2011 election, which resulted in the JLP being voted out of office
after just one term, saw a 53 per cent turnout
of electors, in which the PNP shocked the nation by capturing 42 of the 63 parliamentary
seats. The remainder went to the JLP.
This time around, the overall voter
turnout saw 870,663 Jamaicans casting their
ballots to elect the new government, from a
voter's list of 1,824,000 eligible voters. The
JLP amassed 436,459 votes, compared to the
PNPs 432,353.
The Feb. 25, 2016 general election was
the 17th since Universal Adult Suffrage in
which Jamaicans won the right to vote in
1944 at a time when the country was still
under colonial rule. The JLP has won eight
elections to the PNPs nine.

Mayor Thomas Takes Emergency Action


in Response to TransCare Bankruptcy

MOUNT VERNON:
n light of recent development that TransCare, who operates ambulance and life
support services in the City of Mount Vernon, has filed for bankruptcy Mayor Richard
Thomas has signed an emergency agreement,
effective immediately, to ensure public safety
services remain unaffected.
Mayor Richard Thomas said, "This
bankruptcy filing confirms our suspicions
that TransCare was in trouble. We have
signed an emergency agreement with Empress Ambulance Service, Inc., to ensure the
public is protected. This incident only underscores the immediate need for Mount Vernon
to supplement emergency services with additional personnel and training. Our firefighters can, and should, be equipped to provide
these services. The city should not be threat-

ened because a private operator may or may


not be able to operate."
On Wednesday, numerous media outlets
reported that TransCare had filed for bankruptcy, ending its ambulance services in
Westchester County and New York City,
where it had provided about 10 percent of the

ambulance coverage. TransCare, the largest


privately owned ambulance service in the
Mid-Atlantic region, has also provided ambulance service to parts of Long Island,
Delaware, the Baltimore-Washington corridor and numerous locations in Pennsylvania,
including Pittsburgh.

Queens man vicious

Bayside, Queens, man has been


sentenced to 50 years to life in
prison for the violent murders of both
his parents first by beating his mother
and submerging her head in a tub of
water and then subsequently smothering his father to death in his bed.

Gregory Cucchiara, 40, formerly of


215-46 28 Avenue in Bayside, Queens was
convicted last month of two counts of second-degree of murder following a threeweek jury trial in which the defendant
represented himself.
Last week Supreme Court Justice Kenneth C. Holder sentenced the defendant to
50 years to life in prison.
Cucchiara was arrested on Nov. 13,
2012, following an extensive investigation
by the New York City Police Department
and the Queens District Attorneys Office,
which included the analysis of DNA evidence found at both crime scenes.
Queens District Attorney Richard A.
Brown said that, according to trial testimony, both victims had blunt force trauma
to their heads before they were killed and
DNA evidence found under the fingernails
of both Mr. and Mrs. Cucchiara was a
match for their only son, Gregory Cucchiara.
According to trial testimony, 66-yearold Giusepina Cucchiara was found dead in
the familys 28 Avenue home on May 24,
2011. She had been struck in the head with
a perfume bottle and choked with the pearl
necklace she wore before having her head
forced below the water in the bathtub. Autopsy results showed the mother of two had
died as a result of having her head submerged in water after blunt force trauma to
the head.
The trial records also noted that
Carmelo Cucchiara, 75, moved out of the
familys Bayside home he had shared with
his son and wife soon after her death and
took up residence in a basement apartment

gas safety measures

Richards was Feb. 22 the prime sponsor on introduced legislation that seeks to
identify the factors indicating gas-related
violations in residential and commercial
buildings.
He was also the co-sponsor on two
other bills introduced that require annual
reports on the state of gas infrastructure in
the city and designate violations of existing
laws regarding piping systems as immediately hazardous.
These three pieces of legislation are
included in a package of nine bills introduced by the City Council that are in response to the deadly gas explosions in the
East Village last year and in East Harlem
in 2014.
The focus of the bills in this package
is literally a matter of life and death, said
Council Member Richards. The only way
to reduce liability and increase public
safety is to strengthen existing regulations,
increase enforcement and penalties, and invest in upgrades to our aging infrastructure. These are necessary changes that will
protect precious lives and preserve valuable property, further noted.

Warn Public of
Phone Scams

another warning about telephone
scams.
They are currently investigating
several instances where callers are fabricating scenarios in an attempt to defraud the victim of money.
A press release on the NYSP website said common fraud scenarios include a caller saying he is from the IRS
and that a lawsuit has been filed against
the victim for failure to pay taxes.
Another scenario is the caller says
he is from a local utility company and
the victim must send funds immediately or their utility will be suspended.
A third example is that the caller
claims the victims family member has
been arrested in a foreign country and
money must be wired for bail.

Brooklyn lawyer pleaded guilty


on Feb. 17 to grand larceny for
stealing hundreds of thousands of dollars from the estate of a deceased
Queens man between August 2008 and
July 2013.

Debra Ann Purcell-Regis, 56, of Syosset, Long Island, pleaded guilty to one
count of second-degree grand larceny before Queens Supreme Court Justice
Dorothy Chin-Brandt, who indicated she
will sentence the defendant to 90 days in
jail on April 26, 2016. Purcell-Regis was
suspended from practicing law as of Feb. 4,
2015.

According to the criminal complaint,


in 2008 Purcell-Regis was retained to oversee the estate of Joseph Filiano by the deceased mans half brother, Thomas
Massaro.
A forensic analysis of the estates financial records revealed that the defendant
removed more than $500,000 from the deceased mans bank account and re-deposited the funds into two separate accounts
held at Washington Mutual and Chase
banks, both of which were in the defendants name.

Over the span of five years, the defendant made numerous cash withdrawals and
endorsed payments to others unrelated to
the Filiano estate totaling $495,000. District
Attorney Brown said, according to the
charges, the defendant used funds from the
Filiano estate for her own personal gain -including making tuition payments to a private Quaker school in Long Island.
Throughout 2015, starting in January with
a $200,000 payment, the defendant has
been returning the funds stolen to the Filiano estate. Purcell-Regis last payment,
marking full restitution in addition to interest, was in November 2015.

Teen raped on school field trip

THE BRONX:
16-year-old student at South Bronx Preparatory School was
raped by a classmate during an overnight field trip, officials
say.
The 10th-graders were on a bonding trip to the Pine Grove
Dude Ranch, which is two hours away.
Officials say the girl was raped after an afternoon dip in the
pool.
A group of male teens allegedly pushed the teen into a bathroom, turned off the lights and locked her in, she says.
The girl says she was fighting to escape as a male classmate

tobacco at

place.
When she finally did break free, she called her mother, who
made the long drive to the ranch and arrived with police.
Police charged the classmate with rape. The two reportedly
knew each other for at least five years. The victim's mother criticized the chaperones for their apparent lack of oversight. A field
trip permission slip shows that students were not allowed to enter
any rooms but their own.
The victim requested to transfer out of South Bronx Preparatory and will start at a new school on Monday.

NEW YORK:
he New York City Health Department is backing legislation that
would ban smokeless tobacco from all
ticketed sports arenas, including Yankee
Stadium and Citi Field.
At a hearing Thursday on several
anti-smoking bills, the health departments senior legal counsel, Kevin
Schroth, said every year roughly
415,000 kids nationwide try smokeless
tobacco. He said young people repeatedly see professional athletes, particularly baseball players, use chewing
tobacco and that makes it socially acceptable.
Similar bans have already been enacted in Boston, Los Angeles and San
Francisco ballparks.
Lawmakers are also targeting
hookah bars by considering legislation
that would add the non-tobacco shisha
used in the water pipes to the citys
smoking ban.
Schroth said smokers underestimate
the health risks associated with hookah
use, which is attracting more young people.

Guilty Verdict in Cayman


Islands corruption trial

GEORGE TOWN, Cayman Islands:


he former chair of the Cayman Islands
Health Services Authority (HSA),
Canover Watson (45), has been found guilty of
two counts of conspiracy to defraud, one count
of conflict of interest, one count of fraud on
government and one count of breach of trust
following a nine week corruption trial over a
lucrative hospital payment and verification
system.
However, he was found not guilty of
money laundering before he was led out from
the Grand Court and remanded in custody.
After deliberating for just over a day, the
six women and one man on the jury announced
four unanimous guilty verdicts at 2:30 on
Thursday afternoon but returned to their deliberations following directions from the judge
that they could reach a majority verdict if they
were not unanimous on the remaining two
counts.
Watson placed his head in his hands as the
first four verdicts were read out and then had

a nerve-racking wait before the jury returned


with their verdicts on the remaining counts.
After another hour and twenty minutes inside the jury room, they returned at 3:50 pm to
deliver another guilty verdict for the breach of
trust and an acquittal on the still serious
charge, count five, the transfer of criminal
property (money laundering).
The judge remanded Watson in custody
in the wake of the verdicts and scheduled a
sentencing hearing for 10:30 on Friday morning. Following the adjournment, the George
Town man, a onetime community leader and
2007 winner of the Young Caymanian Leadership Award, was handcuffed and taken into
custody by police.
During the nine-week trial, the jury listened to testimony from Watson, who gave evidence in his own defence, and more than a
dozen witnesses and examined reams of incriminating documentary evidence, including
email correspondence, bank account details,
spreadsheets and contracts.

China suspends 580


social media accounts

BEIJING, CHINA:
hinese authorities have suspended more
than 580 social media accounts, including those of popular commentators, for
spreading rumours, confusing people or going
against the constitution.
A statement issued by the Cyberspace
Administration of China (CAC) said the suspended accounts include those of "celebrities"
on the popular microblog Weibo who had
thousands of followers.
It accused them of "ignoring their social
responsibilities, abusing their influence, staining the honour of the state and disrupting social order".
CAC said it had also ordered other websites to remove more than 2000 rumours affecting people's daily lives, transportation,
food security and public policies.

answers on release of Cuban men

Elsworth Johnson on Friday joined
calls for the attorney general to provide answers to lingering questions regarding the
release into the general population of two
Cubans previously held for three years at
the Bahamas Department of Correctional
Services without being charged.
He also questioned why the Department of Immigration is now seeking to rearrest Carlos Pupo and Lazaro Seara Marin,
who have no legal status in The Bahamas.
You dont hold people for three years
without charges, without sending anything,
and expect results, Johnson told The Nassau Guardian.... There is a way how you
bring information to the court. If you dont
bring it to the court properly it is like going
out in the public with no clothes on. The
government is subject to the rule of law
also.
The government is not empowered to hold
persons beyond the reasonable time without charging.
In a statement last week, Foreign Affairs Minister Fred Mitchell said the men
are a national security risk and ordered
an investigation to take place into how the
court was convinced to release them.
But Johnson said if the men were a risk
to national security the government could

have charged them with sedition, espionage


or sabotage, for example.
You should have formulated something, charge the men, put them before the
court, and the court would have had something to deal with, he said.
That was not done. And so, now to sit
and say the prosecutor got it wrong when
you provided nothing, makes no sense to
me.
Attorney Fred Smith, who represented
the Cubans, filed for their release.

Zika warning for Trinidad and Tobago

China to tighten internet censorship.


From March, it will begin controlling the
content published by foreign companies online.
These companies cannot directly publish
their "creative content" on the web, including
games, animation, comics, audio or video
recordings, without the prior approval of the
State Administration of Press, Publication,
Radio, Film and Television.

PORT OF SPAIN, Trinidad:


rinidad and Tobago is the latest Caribbean
country to be added to the Centers for Disease Controls (CDC) zika virus advisory on
Tuesday.
Trinidad and Tobago announced its first
confirmed case of the zika virus last week. In
December, the first local transmission of the
Zika virus infection was reported in the
Caribbean, the Trinidad Guardian reported.
According to the CDC website, local
transmission means that mosquitoes in the area
have been infected with zika virus, spreading it
to people. Since then, the zika virus has been

reported in Barbados, Jamaica, Aruba, Haiti,


Martinique and the US Virgin Islands. The
CDC advises women who are pregnant to consider postponing travel to any area where zika
virus transmission is ongoing. If you must
travel to one of these areas, talk to your doctor
first and strictly follow steps to prevent mosquito bites during your trip.
There have been reports of a serious birth
defects of the brain, called microcephaly, and
other poor pregnancy outcomes in babies of
mothers who were infected with zika virus
while pregnant.

Detained
Immigrant
Gets Damages

man wrongly arrested and detained for


years by immigration authorities has
been awarded damages by a federal judge
who criticized the government and lamented
the lack of legal support for jailed people facing deportation.
Eastern District Judge Jack Weinstein
said legal representation for Davino Watson,
held for three years on the mistaken assumption he was not a U.S. citizen, would have
made all the difference in confronting the repeated negligence of immigration authorities
who put him behind bars and kept him there.
"Plaintiff was badly treated by government employees," the judge said in Watson
v. United States of America, 14-cv-6459. "He
deserves a letter of apology from the United
States in addition to damages. But the court
is not empowered to order this courtesy."
The judge awarded Watson $82,500 in
damages as compensation for his false arrest
and for some of the days he remained wrongfully detained. "Although these facts on their
face appear to present a relatively simple
damages case, a combination of factors, including plaintiff's lack of an attorney, the
government's repeated carelessness in investigating plaintiff's claim of citizenship, and
intervening changes in the interpretation of
American and Jamaican laws by administrative officials and a court, created a complex
Federal Torts Claims Act conundrum," Weinstein said.
Watson was born in Jamaica in 1984 to
unwed parents. Years later, his father,
Hopeton Watson, who lived in Brooklyn, obtained a visa for Davino, who became a lawful permanent resident at age 13. When
Hopeton became a naturalized citizen in
2002, Davino received derivative citizenship.
In 2007, Davino Watson was convicted
on a cocaine charge and send to prison. But
well before he was scheduled to complete
New York's shock incarceration program for
young, nonviolent offenders in May 2008,
immigration officials made the first of several mistakes.

10 Laws You Should Know


If You're in New York

h New York, there's really no way to


fake the Empire State. And that's certainly true of its laws.
But even if you're not a native New
Yorker and are just visiting or passing
through, you should definitely have a basic
understanding of New York's legal structures. Don't be one of those out-of-town
yokels who gets a ticket for texting while
driving in Manhattan. Check out these 10
laws you should know if you're in New
York:

1. DWI threshold and consequences. You


should avoid drinking and driving in any
state, but a DWI in New York (where the
legal blood-alcohol limit is 0.08 percent for
drivers 21 and over) can lead to your license
being suspended for three months. You may
also have to attend mandatory alcohol education classes.
2. Cell phone use while driving. Using
your cell phone without a handsfree device
while driving is illegal in New York, and it's
been raining texting-while-driving tickets
there since 2011.
3. Divorce requirements. Despite a quickie
"divorce hotel" set to open upstate, either
you or your spouse still needs to be a New
York resident for at least a year to divorce
in New York.

4. Marital property division. Especially if


you're from west of the Mississippi, you
may want to remember that you're not in a
community property state anymore. New
York is an equitable division state, meaning
marital property is divided in divorce according to a judge's evaluation of what's fair.

5. Comparative fault for injuries. When


two persons share fault in a New York civil
case for negligence, both parties may have
their awards reduced based on the percentage they were at fault.

8. Gambling laws. New York voters recently


approved legislation to allow Las Vegas-style
casinos in the Empire State, in addition to the
five existing Indian-run casinos.
9. Lemon law. New York tries to protect car
buyers by requiring used car dealers to provide buyers with a warranty, which is pretty
unusual.

6. Statutes of limitation. Some crimes have


no deadline for prosecution (like murder), but
you may only have three years in New York
to file your personal injury claim.

7. Will requirements. Will requirements are


state-specific, and in New York you can't typically make wills orally, unless you're in active military service.

age of majority in New York is 18, and children must be at least 16 to be legally emancipated. Although with an adult or guardian,
a 14-year-old can still sue in civil court.

Gianni Infantino, the new president, FIFA

ianni Infantino is the new president of


football's corruption-scarred world governing body, winning the election after promising national leaders of the sport that he
would share the wealth from FIFA's $5 billion World Cup revenues.
Infantino was chosen on the second-ballot Saturday to fill the unexpired term of
longtime FIFA leader Sepp Blatter, who was
forced out by the pressure of US and Swiss
investigations of bribery and corruption that
emerged two days before the previous vote
in May 2015.
The stunning outcome seemed to catch
the 45-year-old Infantino off guard. He had
to compose himself before starting his acceptance speech and saluted voters by patting his heart with his right hand.
"We will restore the image of FIFA and
the respect of FIFA, and everyone in the

world will applaud us," said Infantino, who


only became a candidate when a case of financial wrongdoing removed his own boss,
Michel Platini, at Europe's soccer body
UEFA.
"I am convinced a new era is starting,"
said the Swiss-born former lawyer. Blatter
headed FIFA for more than 17 years.
Infantino pledged to meet quickly with
World Cup broadcasters and sponsors, saying they "they need to regain trust and confidence in football and in FIFA".
There were only four candidates on the
ballot after Tokyo Sexwale withdrew during
his campaign speech to voters. The four were
Infantino, UEFA's general secretary; Sheikh
Salman of Bahrain, the Asian confederation
president; Prince Ali of Jordan; and Jerome
Champagne of France.

NYC Indoor Marathon

NEW YORK:

Sander announces the launch of the inaugural Armory NYC Indoor Marathon to be held
from April 8-10, which is expected to attract
thousands of participants and spectators.
The Armory 2016 NYC Indoor Marathon
revives, and provides a new twist on, the original indoor marathon that sold out Madison
Square Garden in 1906. The 2016 Armory
NYC Indoor Marathon will consist of 14 separate and sequential round-the-clock relay
marathons, including World Record challenge
races for individual Men and Women, and 12
heats of corporate-oriented team marathons. In
total, more than 2,500 runners are expected over
the 3-day event. Relay team size will vary from

two people to eight people.


"This will be a unique experience for both
seasoned marathoners and weekend runners,
said Dr. Sander, winner of the 1974 New York
City Marathon. While the elite individual competitors may set World Records at The Armory,
we designed the marathon relay rules to foster
creativity, teamwork and fun."
The Armory will open its New Balance
Track & Field Center 24 hours around the clock
for the three-day event. Cost for each participant is $100 and will increase to $150 after
March 15.

RIO DE JANEIRO:
regnant women should consider not
traveling to the 2016 Olympic Games in
Brazil due to the risk of Zika virus infection,
the U.S. Centers for Disease Control and
Prevention said on Friday.
CDC also said women considering becoming pregnant, and their male partners,
should exercise caution if they travel to the
Olympics or Paralympic Games, scheduled
to take place in Rio de Janeiro in August
and September.
"CDC Recommends that pregnant
women consider not traveling to the
Olympics," the advisory says. "If you have
a male partner who goes to the Olympics,
you may be at risk for sexual transmission."
CDC's statement is the agency's first
explicit warning for some travelers to stay
away from the Games in Rio de Janeiro,
which has been expecting to draw as many
as 400,000 tourists from around the world.
Although the Olympics are still five months
away, Brazilian authorities have been drawing up robust mosquito-control plans to
minimize the risks to spectators and tourists
alike.
Still, a Zika outbreak in the Americas
has caused concern among some people
considering attending the Games, and
CDC's advisory could increase pressure on
organizers who have so far downplayed any
threat that health concerns could hurt attendance.
Late on Friday, the Federal Drug Administration issued an emergency authorization for a new CDC laboratory test for the
Zika virus that detects antibodies the body
makes to fight infection. The CDC said it
will distribute the test to qualified laboratories in the United States during the next two
weeks.

at once so we have a great chance of winning this T20 tournament, just look at our

West Indies are placed in Group 1 for
the World T20, where they will be facing off
against Sri Lanka, England, South Africa

Aggravated Assault And Attempted Kidnapping

PATERSON, NEW JERSEY:


assaic County Prosecutor Camelia M.
Valdes announces that David Correa, of
Staten Island, New York was recently
found guilty after a jury trial of one count
of second degree Attempted Kidnapping,
one count of second degree Aggravated Assault, one count of third degree Aggravated
Assault with a Deadly Weapon, and one
count of third degree Possession of a
Weapon for an Unlawful Purpose.
The jury found that David Correa assaulted his former girlfriend with a wooden
baseball bat and attempted to kidnap her
from her residence on July 8, 2013, in the
City of Paterson.
The former girlfriend testified that as
she was leaving her residence to go to
work, David Correa struck her in the head
with a wooden baseball bat and dragged her
to her vehicle in an attempt to force her in-

side. As she fought and screamed, David


Correa stuffed the wig she was wearing into
her mouth in an effort to muffle her cries
for help. He fled the scene once her neighbors came to her aid. At the scene, police
found a bloodied baseball bat, backpack
containing a cellphone that belonged to
David Correa, and two sets of handcuffs.
The sentencing date is scheduled for
April 1, 2016 at 9 a.m., before the Honorable Scott Bennion, J.S.C., at the Passaic
County Superior Court, in Paterson. Based
upon the guilty findings for second degree
Attempted Kidnapping and Aggravated Assault, David Correa is facing a maximum
prison term of 10 years with 85% to be
served on each count, with three years of
parole supervision upon release, pursuant
to the No Early Release Act.
David Correa is currently being held at
the Passaic County Jail on a revoked bail.

Police officer captures wayward


snake found near Newark home

NEWARK:
uthorities are trying to track down
the owner of a wayward six-foot
snake that was found outside a home in
New Jersey's largest city.
Newark police say a resident walked
into a city police building around 1:30
p.m. Sunday and reported seeing the
snake on Fillmore Street. A police officer

went to the scene and soon located the


snake near the base of a house.
Using a box provided by a passer-by,
the officer soon trapped the snake and
turned it over to animal control workers.
Authorities believe the snake is
likely an escaped pet. But they have not
yet determined the species of the snake,
which was black and white in color.

Chief Auditor for the Early Childhood
Department of the Jersey City Public School
District. He also served from March 2001 to
2005 as the Districts Supervising Senior Auditor Internal Auditing Department.
In March 2001 Bill left Verizon Communications ending a professional career of over
twenty years in the Telecommunication industry, so he could better serve his community.
Bill is a Past President of the Paterson Board
of Education. During the initial launch of the
program, the Paterson School District received the largest E-Rate Award in the state of
New Jersey and one of the highest per student
award in the country.
In May 2000, Bills commitment and
dedication to the development of the City of
Paterson was rewarded by the citizens with a
land-slide victory in his first bid as City Council representative from the Third Ward.
Twelve years later, on May 11, 2012, Councilman McKoy was re-elected to serve his
fourth term on the Municipal Council.
Given his longevity (the longest serving
council person, currently serving on the Municipal Council), the prestigious and honorable title The Dean of the Council has been
conferred on him by his council colleagues.
McKoy is highly respected by his colleagues on the Municipal Council for his
sound experience and proven leadership and
is often seen as The Voice of Reason in the
often heated debates of the Municipal Council.
When McKoy leaves his office at City
Hall or the Jersey City Board of Education, he
steps out of his role as Councilman and Chief
Auditor, into the role of Husband, Father,
Elder and Community Leader. Bill McKoy attributes his success in fulfilling these roles to

n Aveda's informal poll, the lowest tip was


10 percent and the highest was 25 percent,
but most women said they stick to 20.
In and around big cities, the percentage
was more generous, even though the services
cost more. Women with super short hair,
which they get cut and colored every four to
six weeks, don't always give a huge tip because their annual beauty bill is so high to
begin with.
Stylists in some small-town beauty
shops, however, report 15 percent as the
norm. Those who work in mall or drop-in hair
salons, and are less likely to have a loyal
clientele, sometimes get tips of even less.
What salon staff wants you to do: Start
from 20 percent to be fair. Young mothers up
the ante if their preschoolers are in on the
haircut. If you arrive late or have a toddler
with you, you should increase your tip.
Other reasons to tip more: if the salon

squeezes you in at the last moment, your


styling includes a shoulder massage, or your
manicure includes a hand massage.
The bottom line: If you like your hair stylist,
tip at least 20 percent. It helps build relations
with the salon and is especially helpful in
procuring a last-minute appointment.
Says Camoro: "You want to get the best
personal care, and build up a rapport. You
don't want to fall into the other category at a
big-scale salon, where every service is by appointment only. You want to be one of those
clients who can call on a whim when you're
flying out of town and ask if we can fit you
in."
Should you tip the shampoo person?
What customers do: It's confusing. Many give
a 20 percent tip and figure that the stylist will
share it with the shampoo washer. Several
women compared it to eating out at a fancy
restaurant with both a wine steward and a

waiter, where they give just one tip and assume the restaurant divides it.
What salon staff wants you to do: Forget
the restaurant idea. Tip everyone separately.
In big salons, give at least $3 to $5 to the
shampooer. The more the shampooer does
(such as apply toner or other special products), the more you should give.
But in smaller towns, like Brewer,
Maine, a $5 tip for a shampoo would seem excessive, since the price for a shampoo, conditioning, cut and blow-dry at Defining Design
is $21, and stylist Roxie Boudreau does it all
herself.
Do you tip the owner? What customers
do: The commonly held belief is that you
shouldn't tip the salon owner if she or he does
your hair. But more and more customers do.

Debunking Frivolous Tax Arguments

he Internal Revenue Service today finished its 2016 Dirty
Dozen tax scams list by warning taxpayers against using
frivolous tax arguments to avoid paying their taxes.
The document describes and responds to some of the common frivolous tax arguments made by those who oppose compliance with federal tax laws. Examples include contentions
that taxpayers can refuse to pay taxes on religious or moral
grounds by invoking the First Amendment. The cases cited in
the document demonstrate how frivolous arguments are treated
by the IRS and the courts.
The Truth about Frivolous Tax Arguments describes and
responds to some of the common frivolous tax arguments made
by those who oppose compliance with federal tax laws. The
cases cited demonstrate how frivolous arguments are treated
by the IRS and the courts. The 2016 version includes numerous
recently-decided cases that demonstrate that the courts continue to regard such arguments as illegitimate.
Examples of frivolous arguments also include contentions
that the only employees subject to federal income tax are employees of the federal government; and that only foreign-source
income is taxable.
Dont Get Talked into Using a Frivolous Argument
Promoters of frivolous schemes encourage taxpayers to make
unreasonable and outlandish claims to avoid paying the taxes
they owe.
These arguments are wrong and have been thrown out of
court. While taxpayers have the right to contest their tax liabilities in court, no one has the right to disobey the law or disregard their responsibility to pay taxes.
The penalty for filing a frivolous tax return is $5,000. The
penalty applies to anyone who submits a purported tax return
or other specified submission, if any portion of the submission
is based on a position the IRS identified as frivolous in Notice
2010-33, 2010-17 I.R.B. 609, or reflects a desire to delay or
impede administration of the tax laws.

Those who promote or


adopt frivolous positions
also risk a variety of other
penalties. For example,
taxpayers could be responsible for an accuracy-related penalty, a civil fraud
penalty, an erroneous refund claim penalty, or a
failure to file penalty. The
Tax Court may also impose a penalty against taxpayers who make frivolous arguments in court.
Taxpayers who rely on frivolous arguments and schemes
may also face criminal prosecution for attempting to evade or
defeat tax. Similarly, taxpayers may be convicted of a felony
for willfully making and signing under penalties of perjury any
return, statement, or other document that the person does not
believe to be true and correct as to every material matter.

met a guy four months ago. Our relationship is new and
