Bank Guarantee issued by any local branch of Nationalized Bank, ICICI Bank,
IDBI Bank, HDFC Bank and Axis bank. The two sets (One Marked Original and
other marked Duplicate) of the sealed tender bid must be accompanied with the
Tender fee and E.M.D. without which the bid will not be considered for evaluation.

(E) The amount quoted against the Total amount column shall be considered final
for lowest bidder evaluation. The total amount must be written in figures and

(F) Prices should be quoted in our separate Price Bid format and inclusive of all taxes.
(G) Tender should be binded properly & with page no. & references on front index
format for tender submission for evaluation purpose and this index page duly
signed by bidder. Separate page without binded in tender bid shall not be
entertained.

SECTION - II
MEMORANDUM OF WORK IN BRIEF
Sealed Item Rate Bid System Tender is invited from the Reputed
Manufacturers/Authorized Dealer for Supply of Submersible pump sets having 105
metre head and 36 m3/hr. (10 LPS) discharge capacity at duty point with 5 metre PVC
insulated water proof flat copper cable. (Total Quantity: 02 Nos.)
(1) Name of Material:
Tender for Supply of two Submersible Pump Sets having 105 metre head and 36 m3/hr.
(10 LPS) discharge capacity at Duty Point with 5 metre PVC Insulated Water Proof Flat
Copper Cable.
(2) Earnest Money: INRs. 10,000/- (INRs. Ten Thousand only) EMD shall be in the
form of Demand Draft (in favour of Registrar RGPV Payable at Bhopal) / Bank
Guarantee.
(3) Place of the supply: UIT-RGPV, BHOPAL.
(4) Validity Period: 120 Days from the date of price bid opening.
(5) Security Deposit: 5 % of the tender amount as security of bank guarantee of
nationalized bank and shall have to sign a contract with RGPV BHOPAL as per rules
within 15 days after receipt of order.
(6) (i) Last date of submission of the tender: 10/12/2015 up to 14.00 hours
(ii) Date of Tender Opening: 10/12/2015 on 16.00 Hrs.
(iii) Mode of Sending: (a) In sealed cover in (One Original + One Xerox copy)
copies by Registered Post A.D. or Speed Post or Hand delivery.
(b) Tender sent by ordinary post will be rejected outright.
(7) Description essential to be made on sealed cover: (a) Name of Work and Tender
No., Name of Contractor, Last date of receiving tender by the RGPV.
(8) Mode of quoting rates in Schedule of rates: Rate of each item shall be mentioned
in figure and rate of subtotal of each item and total of each work and grand total shall
be mentioned in figures as well as in words.

Payable to Registrar, RGPV, at Bhopal is enclosed herewith representing the earnest
money, the full value of which is to be absolutely forfeited by RGPV, should I / We not
deposit the full amount of security deposit specified above.
(10) Agreement: The contractor shall get into agreement on stamp paper as per current
practice in RGPV and contractor should quote his offer after considering all the aspects
specified in tender paper.
(11) Time Limit: 60 Days.
(12) Liquidated damages for delay: If the Contractor fails to complete the work
under contract by the stipulated date, he shall pay liquidated damages of 0.1
percentage of the remaining contract value per day from the date of delaying the

balance supply up to the date of completion and handing over to the Rajiv Gandhi
Proudyogiki Vishwavidyalaya, Bhopal. The aggregate maximum of liquidated
damages payable under clause shall subject to the maximum amount of 10% (Ten
percentage) of the contract value amount. Once the maximum ceiling of penalty is
reached, then after the contract will be terminated and security deposit will be
forfeited and the contractor will be blacklisted.
(13) Special Note: Tenderer has to check the RGPV website for Addendum if any
before 48 hours of tender submission date & time. Tenderer who quote tender without
attaching tender or the addendum will be rejected.
(14) Important Instruction: (i) It is mandatory for all the tenderer to fill the Format
as mentioned in Schedule of Technical bid, Volume-I.
(ii) All the financial and technical guaranteed parameters along with required supportive
documents (mentioned in format) to be submitted with prescribed format only.
(iii) Loose paper or left out paper later submitted will not be accepted.
(15) Guarantee: The tenderer will have to give the guarantee for 24 months of the
Submersible pump-set from the last date of supply of all quantity. During the
guarantee period, if the pump fails, then the charges for the lifting and lowering
will be deducted from the remaining payment.
The contractor has to repair or replace the pump (if required) within 48 hours on
intimation from the department. Otherwise penalty of INRs. 1000/- per day will be
charged from the remaining bill.

SECTION III
(A) INSTRUCTIONS TO TENDERERS
(1) EXAMINATION BY TENDERERS:
Prior to submitting the tender, each tenderer must do following steps.
(a) Examine all instructions, eligibility criteria and specifications in the tendering
document.
(b) Familiarize him with all central, state & local laws, ordinance, rules, regulations &
codes affecting the services including the cost of permits & licenses required for the
work at site.
(c) No additional claim, discrepancy etc. shall be entertained after opening of tender.
(2) LITIGATION HISTORY:
The bidder should provide accurate information on any litigation history or arbitration
resulting from contract's completed or under execution by him over the last ten years.
This should also include such cases, which are in process / progress. A consistent history
of awards against the bidder may result in failure of the bid. In case the bidder has not
provided such information and later on has come to the notice of the authority, the tender
will be rejected at what so ever stage and in such case all the losses that will arise out
of this issue will be recovered from the tenderer / contractor and he will not have any
defence for the same.
(3) TENDER PRICES
The Tenderer shall fill the prices in the schedules indicated in price schedule of the
Tender Document. On acceptance, the prices shall be valid throughout the period of
contract.
(4) TERMS OF PAYMENT
(1) Payment process shall be implemented by ELECTRICAL & MAINTENANCE
DEPARTMENT after receiving material at RGPV store as per RGPVs tender terms
and condition and along with RGPV's representative - dispatch clearance certificate/
dispatch note.
(2) (a) 60% payment against supply of material at RGPV BHOPAL.
(b) 30% Payment will be released after three months from the date of supply.
(c) 5% payment will be released after 12 months.
(d) 5% payment will be released after 24 months.
Note: If any reason bill payment not paid within prescribed days then also, the tenderer
is not eligible to claim / demand any compensation for loss of interest or thereof.
(5) Registrar, RGPV BHOPAL reserves the right (i) to change, alter or to waive any
technical or commercial terms, conditions and qualification (ii) to reject all the tenders
or the lowest or any other tender in part or full without assigning any reason whatsoever
(iii) for making changes / relaxation in eligibility criteria at any time (iv) to split the

tender and award to more than one tenderer in the interest of public. The tenderer shall
have no cause of action or claim against the university or its officers, employees,
successors or assignee for rejection of his tender.
(6) DOCUMETS COMPRISING THE TENDER:
(1) The original and duplicate tenders prepared by the Tenderer shall be in two cover
comprise of the following components:
Cover-A: Eligibility Criteria and Technical bid.
(i) Tender fee & EMD sealed cover.
(ii) Technical tender documents with all experience certificates and eligibility criteria
documents.
(ii) Executed orders details with Xerox copies of order.
Cover-B: Price Schedule Cover
(i) Tender price schedule duly filled.
(7) SUBMISSION OF TENDER
(1) The Tenderers shall seal the original and duplicate of the Tender in one sealed
envelope.
(2) Tenderers are requested to submit the original and duplicate tender documents in
two separate sealed envelope and as per procedure given hereunder:
(A) The Sealed Cover A (Technical Bid, Tender Fee and EMD Cover)
Containing two sealed covers namely cover I and II
(i) Cover I (EMD and Tender Fee Cover)
E.M.D by Demand Draft (in favour of Registrar Payable at Bhopal)/ Bank Guarantee
issued by any local branch of Nationalized Bank, ICICI Bank, IDBI Bank, HDFC Bank
and Axis bank. And Tender fee will contain only demand draft or pay orders payable at
Bhopal in favour of Registrar RGPV Bhopal.
(ii) Cover II (TECHNICAL BID COVER)
It will contain eligibility criteria and technical bid.
(B) The sealed cover B (Price Bid Cover)
It will contain only price schedule bid in which the prices are to be quoted by the
tenderer. No condition will be accepted along with the price bid.
(3) Both the envelopes as mentioned above form the Tender and will be placed in a
sealed common envelope. The envelopes shall indicate the name and address of the
tenderer to enable the Tender to be returned unopened in case it is declared Late
Tender. The outer envelope shall be addressed at the following address by regd. A.D.
Post. / Speed post / Hand delivery.

(4) EARNEST MONEY DEPOSIT
The tenderer shall furnish, as part of its Tender, Earnest money Deposit for the amount
as indicated in the invitation for tender.
(i) The EMD shall be denominated in Indian rupees and shall be in one of the following
forms:
E.M.D by Demand Draft (in favour of Registrar, RGPV Payable at Bhopal)/ Bank
Guarantee issued by any local branch of Nationalized Bank, ICICI Bank, IDBI Bank,
HDFC Bank and Axis bank valid for 120 days.
(ii) Any Tender without EMD will be rejected by the corporation as non-responsive.
(iii) Unsuccessful tenderers Earnest Money will be discharged / returned as promptly
as possible after the award has been finalized.
(iv) The successful Tenderers Earnest Money will be discharged upon the tenderer
signing the Contract and furnishing the performance / security deposit.
(v) No interest will be paid on Earnest Money deposit.
(5) TENDER VALIDITY
(i) Tender shall remain valid for 120 days from the date of price bid opening prescribed
by the corporation. A Tender valid for a shorter period may be rejected by the RGPV as
non-responsive.
(6) FORMAT AND SIGNING OF TENDER
(i) The Tenderer shall prepare two copies of the Tender clearly, making one
ORIGINAL and other DUPLICATE.
(ii) The original and duplicate of the Tender shall be signed by the Tenderer or a person
or persons duly authorized to sign the Tender. The power of attorney in favour of the
person authorized to sign the Tender shall accompany the Tender. All pages of the
Tender, must be duly signed by the tenderer.
(7) SIGNING OF CONTRACT
(i) On receipt of the notification of Award / order the successful tenderer has to execute
the necessary agreement with the RGPV as per the prevailing rules & regulation of
corporation, along with performance / security deposit.
(ii) Contract shall be constituted according to and subject to laws of India and State of
Madhya Pradesh and under the jurisdiction of court of M.P. at Bhopal only.
(8) SECURITY DEPOSIT
(i) On receipt of notification of award from the corporation, the successfully tenderer
shall furnish 5 % security deposit in accordance with the conditions of contract, in the
form acceptable to the corporation.
(ii) Failure of the successful tenderer to comply with requirement of above clause shall
constitute sufficient grounds for the annulment of the award and forfeiture of the EMD,
in which event the RGPV may make the award to the next lowest evaluated tenderer or
call for new Tenders.

(9) OPENING OF TENDER


(i) The tender will be opened in the office of the Director of University Institute of
Technology (Autonomous), Rajiv Gandhi Proudyogiki Vishwavidyalaya, by
committee on due date at 4.00 p.m. hrs. in the following manner:
(ii) At the time of bid opening, first tender fee and EMD cover will be opened. Then
after only technical bid of all the tenderers having EMD and tender fee will be opened.
After scrutiny of technical bids, the bidder satisfying the qualification criteria shall have
to send one no. similar capacity pump of on intimation from RGPV, Bhopal for
performance data check.
Based on performance-evaluation report submitted by RGPV, the price bid of only those
qualified bidders will be opened. (Expenses of performance data check to be borne by
the bidders.) The price bid of those tenderers not satisfying criteria shall be returned to
them unopened.

The Tenderers representatives who are present shall sign a register or paper evidencing
their attendance.

SECTION-IV
(A) Eligibility Criteria & Different Parameters for Technical bid qualification.
(I) Qualification Criteria:
(1) The bidder should be a manufacture and/or authorized dealer (Authorized dealer for
not less than 2 years and valid for current year) of submersible pump sets of approved
MAKE. Latest authorization certificate with validity period and duly attested by
manufacturer must be attached with the tender. Without these tender will not be
considered.
(2) MAKE: KSB/ EBARA/ Grundfoss / Kirloskar / Jyoti/ U-neel / MBH / Lubi /
Amrut/ Sabar / Calama
(3) The bidder must have supplied minimum 30 nos. similar type sub pump sets of 10
HP or more during last two years in Corporations /Nagarpalikas /Public Health
Departments of Government & Semi Government organization. Copies of work orders
& satisfactory performance certificate must be submitted with tender, without which
tender will be rejected.
(4)Tenderer must have annual average turnover of minimum Rs.75.00 lacs during last
three years (2012-13, 2013-14 and 2014-15). In Support of this, Audited Balance sheet
for the last two years should be submitted.
(4) The determination will take in to account the Bidders financial, technical and
production Capabilities necessary to perform the contract. It will be based upon the
examination of the documentary evidence of the Bidders qualifications submitted by
the Bidder.

SECTION V
(A) SCOPE AND GENERAL INSTRUCTIONS TO TENDERER
Scope of Work:
Supply of two Submersible pump sets having 105 metre head and 36 m3/hr. (10 LPS)
discharge capacity at duty point with 5 metre PVC insulated water proof flat copper
cable.
The scope also includes but not limited to be as follow:
(1) The tenderer shall have to submit test certificates from the manufacturer.
(2) Copy of all type certificates, acceptance test certificates and all routine tests
certificates must be attached with tender offer.
(3) The Submersible motor will confirm to IS Specification no. IS: 9283-2013
(Motors for Submersible Pump Sets Specification) with latest revision,
Submersible pump-set will confirmed to IS specification no. IS: 8034-2002
(Submersible Pump sets Specification) with latest revision, PVC cable will
confirmed to IS: 694-2010 (Polyvinyl Chloride Insulated Unsheathed and Sheathed
Cables/Cords With Rigid and Flexible Conductor for Rated Voltages up to and
Including 450/750 V) with latest revision.
(4) Sales tax, VAT/TIN/PAN no. should be required in the tender as well as in the bill.
It will be the tenderer's responsibility to deposit service tax in the service tax department.
(5) Material supplied under order shall be new and of first quality according to the
specifications and shall be free from defects (Including concealed fault, deficiency in
design, material and workmanship.)
(6) Wherever IS- number reference is given, it should be considered to latest.
(7) The tenderer must offer the rate inclusive of excise, sales tax, VAT tax, surcharge,
packing and forwarding, insurance & transportation charge, unloading charges for store
delivery basis and any other..
(8) The tender without technical details for specification must be completely filled and
shall be considered for evaluation.
(9) Delivery: Full quantity will have to be supplied after within 30 days from the receipt
of the order.
(B) ACCEPTANCE OF THE TENDER
The acceptance of the tender rests with the Registrar, RGPV Bhopal. The right to reject
any or all tenders without assigning any reason therefore is reserved by R.G.P.V.
Bhopal. Time limit of 60 days is the essence of this tender. If any tenderer offers time
of completion of the supply, more than the prescribed time limit, than his tender will
not be considered for evaluation, irrespective of price offered by him. The tendered
whose tender is accepted will have to enter into regular agreement in the type and form
prescribed by RGPV Bhopal and abides by all the rates tendered therein.

No corrections, additions or alterations in the tender document shall be made. No
Special stipulations in the tender document shall be permitted.
The tender can be liable to be rejected outright if while submitting the same.
(i) The tenderer proposes any conditions and alterations in the obligatory condition of
the tender.
(ii) Any of the page of the tender is removed / replaced or spoiled badly.
(iii) If the offer in works and in figures is not filled in line in appropriate place.
(iv) If the specified Earnest Money in specified form is not paid.
(v) All corrections or additions or pasted slips are not initiated by the tendered.
(vi) Any erasures are made in the tender documents.
(vii) The tenderer or in case of firm or company authorized person does not sign the
tender documents in the place provided for the purpose.
If the tendering contractors are a firm or company, they shall in their forwarding letter
should be mentioned the names of all the partners of the firm or the company as the case
may be and the names of the partners who hold the power of attorney authorizing them
to conduct transactions on behalf of the Company/Firm.
Rules and condition of the contract are subject to amendment till the time of acceptance
of tender. The notes and conditions stipulated in this notice will form a part of the
agreement.
(C) INSPECTIONS AND TESTS:
(1) The Purchaser or its representative shall have the right to inspect and / or to test the
Goods to confirm their conformity to the Contract. The special conditions of contract
and / or the Technical Specification shall specify what inspections and tests the
Purchaser requires and where they are to be conducted. The Purchaser shall notify the
Supplier in writing of the identifying of any representatives retained for these purposes.
All the expenses related to inspection viz. lodging & boarding, transportation, all
facilities including third party inspection (TPI) fees and other related commercial
expenses as and where required shall be borne by the successful tenderer. Offered items
for testing at manufacturers premises shall be done by third party inspection and

decided by Purchaser (RGPV BHOPAL) and contractor have to correlate with TPI and
purchaser to carry out inspection and testing within stipulated time period so that project
schedule time can be adhered to.
(2) The inspections and tests may be conducted on the premises of the Supplier or its
subcontractor(s), at point of delivery and / or at the Goods final destination.
(3) Should any inspected or tested Goods fail to conform to the Specifications, the
Purchaser may reject them and the Supplier shall either replace the rejected Goods or
make all alterations necessary to meet specification requirements free of cost to the
Purchaser.

Guarantee:
The tenderer will have to give the guarantee for 24 months of the Submersible pumpset from the last date of supply of all quantity. During the guarantee period, if the pump
fails, then the charges for the lifting and lowering will be deducted from the remaining
payment.
The contractor has to repair or replace the pump (if required) within 48 hours on
intimation from the department. Otherwise penalty of INRs. 1000/- per day will be
charged from the remaining bill.
The Contractor warrants that the Goods supplied under the Contract are new, unused,
of the most recent or current models, and that they incorporate all recent improvements
in design and materials unless provided otherwise in the Contract The Contractor further
warrants that all Goods supplied under this Contract shall have no defect arising from
design, materials or workmanship or from any act or omission of the Contractor, that
may develop under normal use of the supplied Goods in the conditions prevailing in the
country of final destination.
This warranty shall remain valid for twenty four (24) months after the goods or any
portion thereof as the case may be, have been delivered to and accepted at the final
destination indicated in the Contract,
The RGPV shall promptly notify the Contractor in writing of any claims arising under
this warranty. Upon receipt of such notice, the Contractor shall, within the period
specified in SCC (Signing of Contract by Contractor) and with all reasonable speed,
repair or replace the defective Goods or parts there or, without cost to the RGPV other
than, where applicable, the cost of inland delivery of the repaired or replaced Goods to
the final destination.
If the Contractor, having been notified, fails to remedy the defect(s) within the period
specified in tender document, within a reasonable period, RGPV may proceed to take
such remedial action as may be necessary, at the Contractor's risk and expense and
without prejudice.

Specification for submersible pump


We require two submersible pump sets suitable for lowering in the 190 mm inside
diameter bore well having following duty point discharge capacity and head.
(1) Submersible pump sets having 105 metre head and 36 m3/hr. (10 LPS = 158.5 GPM)
discharge capacity at duty point.
(2) Make: KSB/ EBARA/ Grundfoss / Kirloskar / Jyoti/ U-neel / MBH / Lubi / Amrut/
Sabar / Calama.
(3) In order to have more clearance between bore pipe and pump, the tenderer should
offer the pump with minimum possible overall diameter.
(4) The winding suitable for ATS/Star-Delta starting method with 5 metre Copper flat
water proof cable should be brought out each pump.
(5) The submersible motor should be designed with minimum 10% reserve power
require in motor at duty point.
(6) Guaranteed Efficiency : Each bidder must offer guaranteed minimum pump
efficiency, guaranteed submersible minimum motor efficiency and guaranteed
submersible pump set overall minimum efficiency is as per Annexure-I at duty point.
The bidder, who fails to do so, shall be out rightly rejected. The tenderer who has offered
higher efficiency will not be given any credit or weightage and higher efficiency will
not be considered for technical and commercial evaluation.
